A Montreal restaurant owner is frustrated with the city over a rule he says gives his landlord unfair leverage over his business. Joe D’Angelo, owner of Knox in Pointe-Saint-Charles wants to put a terrace on public property but to get the permit, he needs his landlord’s signature. While the city says the rule is there for a reason, D’Angelo says it leaves business owners vulnerable. Elizabeth Zogalis reports.
