QUEBEC — Premier-designate Paul St-Pierre Plamondon said Tuesday his soon-to-be-formed government is looking for ways to block the presence of Quebec’s lieutenant-governor at any formal swearing-in ceremony.

And he has issued a polite warning to Prime Minister Mark Carney that his government will not be just a spectator in future trade talks with the United States.

At his first news conference since Monday’s election, which produced a minority Parti Québécois government, St-Pierre Plamondon ran down a list of items he intends to tackle in his early days in office.
