Designed as a landmark northern gateway into Surrey City Centre, two architecturally striking high-rise towers are set to rise from the northwest corner of the key intersection of 108th Avenue and King George Boulevard.
This follows Surrey City Council’s recent crucial third-reading approval of the project for 13532-13576 King George Blvd. and 13483 108th Ave., which is a site currently with old low-rise commercial structures and some vacant parcels.
SkyTrain’s Gateway Station is just a three-minute walk west from the development site.
The mixed-use project by Vancouver-based Candou Management and architectural firm GBL Architects will redevelop the site into a mixed-use residential and commercial development with an approximate 545-ft-tall (166-metre) west tower with 52 storeys and an approximate 502-ft-tall (153-metre) east tower with 48 storeys.

Within the upper levels, there will be a total of 879 strata market ownership condominium homes, with 464 units in the west tower and 415 units in the east tower. The overall unit size mix is 76 studios, 499 one-bedroom units, 230 two-bedroom units, and 74 three-bedroom units.
While the west tower will see 100 per cent residential uses, the east tower will define the project’s mixed-use approach, with about 55,000 sq. ft. of office space within the upper levels of the base podium and nearly 15,000 sq. ft. of retail/restaurant space on the ground level.
Architecturally, the project is driven by the idea of transition — from low-rise to high-rise, from historic Whalley to the new metropolitan downtown Surrey skyline. Rather than placing two straight towers on a base podium, the buildings are carefully stepped and sculpted.

At street level, the architecture is intentionally bold and transparent. Retail and office spaces are wrapped in glass, making activities inside visible from the sidewalk and helping the building feel active and welcoming. The base podium curves at the main corner with the intersection, softening what would otherwise be a hard intersection and subtly guiding pedestrians into and through the site. This curved form gives the development a recognizable civic presence rather than reading as just another tower base.
As a nod to the area’s heritage, conceptual artistic renderings also show the possibility of a large “Whalleys” public art sign on the roofline of the base podium, prominently positioned at the building’s corner with the intersection.

As the towers rise, the facade pattern evolves. The lower and mid-levels use a strong, orderly grid — solid walls punctuated by windows and balconies — to give the buildings a sense of structure and permanence. Higher up, the towers become lighter and with more windows, reinforcing the stepping effect and visually reducing their mass against the sky. Balconies play a major role here: they project outward, break up the facade, and help transition between solid and transparent areas.
A new north-south public laneway cutting through the development site will split the east and west tower parcels.
The northern side of the west tower’s parcel will be dedicated to a privately owned, publicly accessible space — a landscaped plaza with a children’s playground.

Five underground levels will provide 800 vehicle parking stalls. There will also be 1,075 secured bike parking spaces.
The total building floor area will reach 834,000 sq. ft., establishing a floor area ratio density of a floor area that is 8.6 times larger than the size of the 95,300 sq. ft. land assembly. A small portion of the site overlaps with a 13,200 sq. ft. “remnant site” lot fronting King George Boulevard, which is not being developed by this specific project.
