An Official Plan Amendment submitted to the City of Toronto by 2827431 Ontario Inc. seeks to redesignate 1928–1936 McCowan Road from General Employment Areas to Mixed Use Areas. Located in Scarborough’s Agincourt area north of the Sheppard–McCowan station on the Danforth Line 2 Scarborough Subway Extension, now under construction, the application is strictly a land-use conversion exercise.
A conceptual scheme prepared by TAES Architect Inc. illustrates the site’s potential with a pair of 45- and 50-storey towers atop a shared six-storey podium. Any redevelopment would require subsequent Zoning By-law Amendment and Site Plan Approval applications.

The lands municipally known as 1928 and 1936 McCowan Road occupy an irregular 9,546m² parcel on the west side of McCowan Road, just north of Nugget Avenue and approximately 300m north of Sheppard Avenue East. The property is currently developed with two single-storey commercial buildings separated by surface parking. The site backs onto a CPKC rail corridor to the north and is flanked by retail and service-commercial uses to the south. To the immediate west is a concrete plant.

Bousfields has submitted an Official Plan Amendment application to the City of Toronto on behalf of the developer. The illustrative concept envisions two residential towers rising 45 and 50 storeys, reaching heights of 152.25m and 161.5m, atop a shared six-storey podium. The concept shows that towers can be positioned on the site with a generous 38m separation distance. At grade, approximately 932m² of commercial space is allotted along the McCowan Road frontage.

The concept contemplates approximately 95,681m² of Gross Floor Area, resulting in a Floor Space Index of 10 times coverage of the site. Of this, 88,419m² would be devoted to residential uses across 933 dwelling units, suggested here as purpose-built rental.

Residents would be supported by approximately 3,900m² of indoor amenity space and 1,946m² of outdoor amenity areas. Parking is shown in a combination of one underground level and three above-grade levels in podium levels that back onto the CPKC rail property. The underground garage would contain 194 resident spaces. Above grade, 129 non-resident spaces are proposed. Bicycle parking would total 729 spaces.

Given the site’s direct adjacency to the rail corridor to the north, the concept incorporates a 31m setback. To the south, the East Highland Creek forms part of the TRCA-regulated ravine system; however, the required buffer is accommodated on adjacent lands associated with the concrete plant, allowing the proposed driveway and development footprint to remain outside the protected area.

The site is served by surface transit, with TTC bus routes stopping within a short walk. Higher-order transit access is set to expand significantly with the Scarborough Subway Extension, currently under construction, which will extend Line 2 north to a new terminus at Sheppard and McCowan, complete with a bus terminal and passenger pick-up and drop-off area. In parallel, Metrolinx is studying a potential extension of Sheppard Line 4, with some options terminating at or connecting through Sheppard and McCowan, creating a possible interchange with Line 2. Cycling infrastructure in the immediate area is currently limited, though the City’s 2025–2027 Cycling Network program identifies Sheppard east of McCowan and McCowan north of Sheppard for study or design of new facilities.
Development activity is gradually intensifying along this stretch of Sheppard Avenue East. To the east, 4800 Sheppard East is proposed with towers of 18 and 35 storeys. Westward, proposals include 4415 Sheppard East and EC Manor at 11 storeys each, Dragon Centre Condominiums with a pair of 28-storey towers, 1 Glen Watford at 35 storeys, and 4433 Sheppard Avenue East at 39 storeys.
