Surrey council approves $17,180,400 gas bill

Now that’s one mammoth gas bill.
Surrey council approved a five-year contract for $17,180,400 with 4Refuel Canada LP for supply and delivery of gasoline and diesel during its regular meeting on Monday.
Scott Neuman, Surrey’s general manager of engineering, noted in a corporate report before council that the City of Surrey forecasts a savings of roughly 5.3 per cent over the five years resulting from a “competitive solicitation process,” based on current fuel prices and volumes.
Last year, city hall spent $3,236,000 on bulk fuel purchases for gasoline and diesel, including applicable taxes and levies, with $1,450,400 used by city operations, $1,594,000 used by the police and $191,600 by the Surrey Fire Department.
“Fuel consumption over the next five years is forecasted to remain relatively consistent with 2024 totals,” Neuman noted in his report. “This estimate includes a three per cent annual increase in fuel rates to account for Consumer Price Index inflation and nominal incremental supply increases.
“Funding for the supply and delivery of fuels is available from the Engineering, Policing and Fire operating budgets.”
Mayor Brenda Locke asked if the cost would change because of the fluctuation of fuel prices. “Is this a static number? How does that work?”
Neuman replied that “as part of this contract we leveraged the Province’s procurement for fuel purchases as as part of that contract there is fluctuation in the rate so we actually get billed every week, so how many dollars per barrel, dollars per litre. And then we’ve built in a three per cent increase per year to allow for inflationary increases over the five-year term.”
