Neighbours raised concerns about the congestion a proposed 34-storey tower may bring to a Mississauga community.

A proposal for a 34-storey mixed-use building with a seven-storey podium or wing and 559 residential units came up for discussion at the city’s Planning and Development Committee on Feb. 23.

The development proposal for 51, 55-57 Dundas St. W. and 78 Agnes St. in Cooksville was submitted in October and is still in its early stages.

Mississauga planning staff recommended deferring the proposal as they are still working with the developer to revise the plans.

The height is a concern as a maximum of 16 storeys is permitted for the property under the city’s official plan. Staff identified other concerns, including a need for affordable housing units in the plans, streetscape improvements, servicing and stormwater management and required right-of-way widenings.

Neighbouring property owners raised concerns about the development proposal at the Feb. 23 meeting.

Alex Garcia spoke on behalf of his family, who owns a neighbouring medical building. He said they have concerns about additional traffic and parking. They currently have issues with people parking in their lot and taking spots from patients.

“We are a medical building, we do service the community, and we have a lot of patients who come in and out,” Garcia said. “We are just completely worried that this will overshadow us, inundate us with too many people, and our own patrons won’t be able to get the services they are looking for.”

Representing his family, Raghav Malhotra, said his family has owned a neighbouring business since 1994.  The family has concerns about construction and the impacts to shops and services in the area.

“What is the city going to be doing to ensure these small businesses survive,” Malhotra said at the meeting.

The proposed tower will provide a range of housing, a new daycare facility and two storeys of commercial units along Cook Street, Tony De Franco of Sajecki Planning Inc. said on behalf of 55 Dundas Developments Ltd.

De Franco said the property is steps from future transit, including the new Hazel McCallion LRT line and the Dundas Bus Rapid Transit line. He said there are new developments coming to the area—including a 29-storey tower approved across the street. There is also the massive development proposed for Cooksville GO station parking areas.

“This area, in and around the site, is evolving fairly significantly,” De Franco said.

De Franco said they are working with staff to resolve outstanding issues, including a “revisiting of height” of the building and streetscape design.

The committee agreed with staff’s recommendation and sent the proposal back for more work.

“I think we need to work together and that’s what this recommendation says,” said Coun. Dipika Damerla.
