Who is supposed to keep Surrey citizens safe?

I put a call in to the SPS non-emergency number to report to them that right on the corner of 104 Avenue and 142 Street there was a pile of USED drug paraphernalia (used uncapped needles, pipes and prescription bottles) and was put through to a number at Surrey bylaws that was not answered by a person, but by a machine that says they don’t take messages and disconnects the call.

I called SPS back again and the woman that answered put me through to the same number.

I called back a third time, and as the woman that answered was about to put me through to the same line again, I stopped her and told her what happened the last two times I called. Her response was “that isn’t our job, thank you.” And proceeded to hang up. I then called back a fourth time to speak to Chief Const. Norm Lipinski but was put through to his assistant’s voice mail.

My question is, who is supposed to protect the people and pets from the dangers on the streets of Surrey?
