Ontario’s Sunshine List was published on Friday, revealing the highest-paid public sector employees in the City of Ottawa.

Here are some of the highest-paid public jobs in Ottawa. 

City of Ottawa

City of Ottawa employees account for 5,181 Sunshine List entries, including 366 bus drivers and 285 mechanics. 

The highest-paid employee was city manager Wendy Stephanson, with a salary of $455,234.16 and benefits of $7,997.76. Six other city officials earned salaries over $300,000, and 48 more earned over $200,000. 

The Ottawa Public Library accounted for 29 entries including chief librarian Sonia Bebbington who earned $269,987.

A total of 1,779 members of the Ottawa Police Service (OPS) made the list. Chief Eric Stubbs received a salary of $392,930.02 and $22,190.65 in benefits. Three deputy chiefs were paid over $300,000, while another 98 OPS employees were paid salaries over $200,000.

Despite leaving her role last July, former OC Transpo general manager Renée Amilcar was paid $251,326 in 2025. Her replacement Troy Charter was paid $234,701.03.

Mayor Mark Sutcliffe’s salary was $213,920.80, while city councillors were each paid around $135,000. 

Health-care sector

The highest local salary on the Sunshine List belonged to the president of The Ottawa Hospital, Cameron Love, who was paid $744,248.82 in 2025, with $21,949.29 in additional benefits. Love’s was the 20th-highest public salary in the province. 

Hôpital Montfort president and CEO Dominic Giroux was paid a salary of $510,430.54 and benefits of $1,316.44.

Guy Chartrand, president and CEO of Bruyère Health, received a salary of $488,512.36 and benefits of $10,308.96.

Queensway Carleton Hospital president and CEO Andrew Falconer was paid a salary of $406,123 and benefits of $1,406.01.

The highest-paid staff member at CHEO, Ottawa’s children’s hospital, was pediatric department chief Pranesh Chakraborty, with a salary of $400,000.15. CHEO’s president and CEO Vera Etches earned $354,744.

The executive director of the Ottawa Hospital Research Institute, Rebecca Auer, received a salary of $510,626.93.

Rob Beanlands, president and CEO of the University Of Ottawa Heart Institute, received a salary of $437,325.25.

Education

Cash-strapped Algonquin college spent $3 million more on the wages of staff who earned over $100,000 in 2025 than it did a year earlier. 

The college, whose board voted March 2 to cancel seven programs and phase out another 23, has 796 names on the Sunshine list. Together they were paid $103,563,554.52 in salary and benefits in 2025.

President Claude Brulé was paid $388,124.94 in 2025, with $5,804.3 in benefits, while 21 other Algonquin staff received salaries over $200,000.

In comparison, Algonquin College paid a total of $100,526,984.53 in salaries and benefits in 2024 to 795 people receiving salaries over $100,000.

Carleton University had 1,391 jobs on the list, with president Wisdom Tettey receiving a salary of $419,501.88 and benefits of $33,387.22.

At the University of Ottawa, former dean Bernard Jasmin was the highest-paid staff member, receiving $474,155, while 2,860 other staff appeared on the list. 

The director of education for the Ottawa-Carleton District School Board (OCDSB), Pino Buffone, received a salary of $324,515.92 and benefits of $11,500.

OCDSB supervisor Robert Plamondon, appointed by the province last June, did not appear on the list. The Ontario government did not immediately respond to questions about why his name wasn’t included.

Mary Donaghy, director of education of the Ottawa Catholic School Board, earned $267,119.87
