Firm fined for unsafe practice at Delta worksite

A roofing company has been fined $20,000 for a “repeated and high-risk violation” at a Delta worksite.

The fine was impose against Morrison Tile Roofing Ltd. at the end of March after WorkSafeBC visited site, a three-storey building the firm was roofing, and observed three workers at the leading edge of a flat roof with no guardrail or other fall protection was in place, exposing the workers to a fall risk greater than 4.9 metres (16 feet).

“The firm failed to ensure fall protection was used, a repeated and high-risk violation,” according to the penalty summary recently posted to WorkSafeBC’s website.

It is the fourth penalty WorkSafeBC has issued Morrison Tile Roofing since 2024.

In April of that year, the company was fined $2,500 after an inspection of a residential worksite in Burnaby found two workers, “one of whom was a representative of the firm,” near the edge of the 4:12-sloped roof demolishing a chimney with no fall protection in place, exposing them to a fall risk of 4.9 metres (16 feet).

A few months later in August, the firm was fined $5,000 when WorkSafe inspected a Vancouver site and and observed four workers, including a representative of the firm, at the edge of the sloped roof wearing fall protection harnesses that were not connected to lifelines. No other form of fall protection was in place, exposing the workers to a fall risk of about 5.2 metres (17 feet).

WorkSafeBC also observed the workers descend from the roof via an extension ladder that was not secured.

“The firm failed to ensure fall protection was used, and failed to provide its workers with the information, instruction, training and supervision necessary to ensure their health and safety, both high-risk violations,” according to the penalty summary posted to WorkSafeBC’s website.

“The firm also failed to ensure that a ladder was sufficiently secured in place to ensure its stability during access to or egress from an upper landing, a repeated violation.”

In January of this year, the company was fined $10,000 after an inspector observed four workers, “one of whom was a representative of the firm,” on the roof of a new house in Abbotsford without any fall protection, exposing them to a fall risk of about 7.6 metres (25 feet).
