762 City of Surrey employees made a base salary of more than $100K in 2025

It’s great pay if you can get it.

Last year, 762 City of Surrey employees made a base salary of more than $100,000.

Of those, 23 made more than $200,000, four made over $300,000, and one – city manager Rob Costanzo – was paid a base salary over $400,000.

These figures don’t include taxable and other benefits including vacation, sick gratuity payments, performance pay, transit rebate incentive payments, banked overtime, retirement allowances and vehicle allowances “etc.,” according to a 2025 Statement of Financial Information (SOFI) report coming before council on Monday, June 15.

Nor do the figures include amounts paid by taxpayers for employees’ annual professional association and membership fees, conferences, training, seminars and travel related to City of Surrey business.

Costanzo’s overall compensation in 2025 was a base salary of $426,821 with $122,277 in taxable and other benefits and $14,921 in expenses paid above that, for a total compensation package of $564,019.

Other biggest city hall earners were finance manager Kam Grewal; parks, recreation and culture manager Laurie Cavan; manager of engineering Scott Neuman and corporate services manager Joey Brar.

Grewal’s base salary was $321,463 with $61,586 in benefits and $8,571 in expenses for a total package of $391,620 while Cavan’s compensation in 2025 was a base salary of $314,307 with $52,875 in benefits and $3,583 for a total $370,765.

Next up, Neuman was paid a base salary of $303,267 plus $50,511 in benefits and $679 in expenses (total $354,457) and Brar’s salary was $302,221 with $27,624 in benefits and $1,816 in expenses.

The consolidated total compensation of all City of Surrey employees who were paid $75,000 or less was $72,243,373 with $2,678,628 in benefits and $195,272 in expenses while the consolidated total base salary remuneration for all City of Surrey employees in 2025 combined was $240,580,825 with $15,686,578 in benefits and $1,367,961 in expenses.
