LETTER: E-scooters are ‘running amok’ in Surrey

In the City of Surrey, e-scooters are strictly prohibited on all public property, including roadways, sidewalks, and parks. In Surrey, riding e-scooters in public spaces violates the Motor Vehicle Act and the Parks Bylaw #13480. E-scooters are only permitted for use on private property in Surrey.
I have observed e-scooters racing on pathways in City parks such as the Semiahmoo Trail. More recently I observed a youth weaving his e-scooter through a crowd of people in Holland Park during the Fusion Festival and in plain sight of two uniformed City of Surrey bylaw enforcement officers. When I confronted the two officers about their lack of action in the face of the infraction, I was told that they were only present to escort the mayor (who was nowhere in sight). They also told me they could not even talk to a bylaw violator who is a child without the parent present. Does the latter statement sound ludicrous to you?
E-scooters operated by children or adults on sidewalks, trails and parkland are an increasing menace to pedestrian safety in Surrey. It appears that we have a city council presiding over a bylaw enforcement department with no interest in addressing this menace.
On Oct. 17, as voters we can change the situation.
