The Organization for Economic Cooperation and Development (OECD) Working Group on Bribery (WGB) found Canada’s enforcement of the foreign bribery offence “exceedingly low” in its Phase 4 report in October 2023. Over two years later, little has changed. Released on 31 March 2026, the WGB’s Follow-Up Report voices continued concern over gaps in enforcement and Canada’s legal and policy framework against foreign bribery.
Transparency International Canada (TI-Canada) concurs with the WGB’s assessment: Canada can and must do more to combat foreign bribery. Implementing the WGB recommendations is not only a matter of compliance: the competitiveness of Canadian business depends on it. This note revisits TI-Canada’s input to the WGB’s Follow-Up Report, rating Canada’s performance on six priorities. It highlights how Canada can finally meet its international legal obligations and address foreign bribery – while remaining competitive.
