Travellers may experience flight delays on Monday evening at Toronto Pearson Airport.

Two issues were impacting travel — Canada Border Services Agency was experiencing a systems outage, and NAV Canada reported “reduced system capacity.”

A Traffic Management Initiative, a standard tool used to balance demand with available capacity, was in effect on Monday evening at Toronto Pearson Airport due to reduced system capacity, NAV Canada said on X.

NAV Canada is a private, non-profit corporation that owns and operates Canada’s civil air navigation system. It manages air traffic control, flight information, weather briefings and electronic navigation.

Passengers travelling out of Pearson Airport this evening should check their flight status with their airline, NAV Canada said.

“We regret any impact to travellers,” Nav Canada said.

A Traffic Management Initiative is a tool in use when the number of aircraft exceeds the given capacity of any part of the aviation ecosystem. Air traffic controllers must space traffic to keep it manageable. Typically, that means reducing – or “metering” – the number of aircraft coming and going to a particular airport so that the system does not get overwhelmed; safely regulating the flow of air traffic, Nav Canada says on its website.

“Delays can become necessary to safely balance demand to ensure airport infrastructure such as runways, taxiways and gates, the busy airspace that surrounds it and the staff of various aviation organizations does not exceed their capacity,” Nav Canada says.

The airport was also experiencing delays at Canada Border Services kiosks earlier on Monday.

At around 7 p.m., the Canada Border Services Agency said a systems outage was impacting Primary Inspections Kiosks at airports.

Pearson Airport officials said the CBSA’s Primary Inspection Kiosks in Terminals 1 and 3 were experiencing a service disruption.

A short time later, the airport said the issue was resolved, but then the issue recurred.

As of 8:20 p.m., there was a disruption affecting CBSA’s Primary Inspection Kiosks at Pearson Airport.

In an update just after 9:30 p.m., the CBSA said the outage had been resolved.

“Travellers may continue to experience delays in the short term as we resume normal processing operations,” the CBSA said on X. “We thank travellers for their cooperation and apologize for any inconvenience experienced.”
