The city of Toronto has chosen Stantec to design and oversee construction of a new High Rate Treatment Facility (HRTF) aimed at enhancing water quality and mitigating combined sewer overflows during wet weather. The facility will be located at the Ashbridges Bay Wastewater Treatment Plant site and is part of the city’s largest wet weather flow management program ever.

The HRTF will treat up to 600 million L of water per day.
It will improve water quality in the Lower Don River, Taylor-Massey Creek and Inner Harbour.
Construction is set to be completed in 2036.

The city of Toronto has selected Stantec to provide design and construction administration services for its new High Rate Treatment Facility (HRTF), set to improve water quality, reduce combined sewer overflows and protect waterways during wet weather events.

The HRTF will be built on a new landform at the Ashbridges Bay Wastewater Treatment Plant (pictured) as a key component of the city’s largest-ever wet weather flow management program, which will address water quality in the Lower Don River, Taylor-Massey Creek, and along Toronto’s Inner Harbour. The facility will be engineered to treat 600 million L per day, providing primary treatment for excess flows.

“Toronto is making an important investment in protecting its waterways and preparing its infrastructure for the future,” says Jeff Berg, vice-president (VP) and project manager at Stantec. “We’re pleased to work with the city to safeguard public health and strengthen climate change resilience.”

Through a collaborative delivery model, the team will bring the construction manager into the project early to provide input on design, constructability, scheduling and cost management. The work is currently in the design and engineering phase, with construction scheduled to be completed in 2036.
