Security videos showing correctional officers leaving detainees on the streets of Edmonton’s Chinatown created an uproar about the inner city neighbourhood being used as a dumping ground. Alberta’s public safety minister says it was “human error,” not proper practice. But as Erik Bay tells us, municipal leaders say its also happening in other communities like Grande Prairie.
