{"id":108922,"date":"2025-08-31T02:15:13","date_gmt":"2025-08-31T02:15:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/108922\/"},"modified":"2025-08-31T02:15:13","modified_gmt":"2025-08-31T02:15:13","slug":"quebec-universities-see-sharp-drop-in-international-student-applications","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/108922\/","title":{"rendered":"Quebec universities see sharp drop in international student applications"},"content":{"rendered":"<p>Quebec universities are sounding the alarm over plummeting admission requests by international students wanting to study in the province.<\/p>\n<p>The institutions say the drop is hurting their bottom line but has broader implications as well.<\/p>\n<p>&#8220;These students are really important &#8230;\u00a0for our capacity to innovate, for our innovation, for the work that they are doing in our labs,&#8221;\u00a0said Genevi\u00e8ve O&#8217;Meara, a spokesperson for the Universit\u00e9 de Montr\u00e9al.<\/p>\n<p>The\u00a0Bureau de coop\u00e9ration interuniversitaire\u00a0(BCI), which represents the province&#8217;s universities, said applications from international students dropped by 46 per cent between April\u00a0 2024 and April 2025.<\/p>\n<p>In Montreal, Concordia Univeristy and the Universit\u00e9 de Montr\u00e9al\u00a0both reported a 37 per cent decrease in applications\u00a0for the fall 2025 semester, while at McGill\u00a0it was 22 per cent.<\/p>\n<p>WATCH\u00a0| Why Quebec is seeing a drop in international students applying to universities:\u00a0<img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/08\/1756606513_19_default.jpg\"  alt=\"\" class=\"thumbnail\" loading=\"lazy\"\/><\/p>\n<p class=\"video-item-title\">Quebec universities sound the alarm over plummeting international student applications<\/p>\n<p>After both the federal and provincial governments lowered limits on international student study permits, some Quebec universities fear a clear message has been heard by students around the world: they are not as welcome here as they were before. <\/p>\n<p>That&#8217;s in addition to a significant drop of 32 per cent the year prior, according to Concordia University spokesperson Vannina Maestracci.<\/p>\n<p>According to Christian Blanchet, president of the Universit\u00e9 du Qu\u00e9bec\u00a0\u00e0 Trois-Rivi\u00e8res\u00a0and the BCI, for some universities, the number is well over 50 per cent.<\/p>\n<p>The schools say shifting government priorities and restrictions on immigration, both at the federal and provincial levels, are precipitating\u00a0the decline.<\/p>\n<p dir=\"ltr\">In 2024, the federal government\u00a0capped the number of study permit applications that could be accepted for processing.<\/p>\n<p>The measure was introduced to &#8220;help ease the strain on housing, health care and other services,&#8221; and resulted in a\u00a040 per cent drop in the number of international students coming to Canada to study, <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/news\/notices\/2025-provincial-territorial-allocations-under-international-student-cap.html\" rel=\"nofollow noopener\" target=\"_blank\">according to\u00a0Immigration, Refugees, and Citizenship Canada<\/a>\u00a0(IRCC).<\/p>\n<p>For 2025, IRCC, has set a target of\u00a0437,000 study permits for international students, representing a decrease of 10 per cent.\u00a0<\/p>\n<p>Meanwhile, in February, Premier Fran\u00e7ois Legault&#8217;s government announced that universities would not be permitted to admit more international students than they did in 2024, meaning the quota\u00a0stands at 63,299 applications province-wide.\u00a0<\/p>\n<p>In a statement to CBC, a spokesperson for McGill University, said the reforms were introduced without consultation or coordination with\u00a0the academic sector, leading to &#8220;persistent instability in the management of student immigration.&#8221;<\/p>\n<p>The tightened immigration rules are also\u00a0tarnishing Quebec&#8217;s international image and sending the wrong message that students are not welcome here, the universities say.<\/p>\n<p>&#8220;Seeing our position decrease and our [attractiveness] decrease means that we are actually losing the battle\u00a0for talent,&#8221; Blanchette said.<\/p>\n<p>Like O&#8217;Meara, Blanchette\u00a0stressed the critical role international students play in terms of innovation, competitiveness\u00a0and fuelling\u00a0economic\u00a0development in the province.<\/p>\n<p>&#8220;International students in the\u00a0research labs that we have, play a fundamental role because in a highly specialized laboratory, we do not have enough Quebec students to actually help the research that has to be done there,&#8221; he said.\u00a0<\/p>\n<p>&#8220;International students are key to to enable us to reach the economic goals that we have.&#8221;<\/p>\n<p>In an email in French,\u00a0a spokesperson for Higher Education Minister Pascale D\u00e9ry, said the government is\u00a0taking into account the province&#8217;s capacity to welcome foreign students after seeing a substantial increase in recent years.<\/p>\n<p>&#8220;That is why we adopted Bill 74, to regulate the presence of these students in the territory and protect regional programs,&#8221; spokesperson Simon Savignac\u00a0wrote.<\/p>\n<p>Under the law, which was adopted in\u00a0December 2024 and tabled by\u00a0Quebec Immigration Minister Jean-Fran\u00e7ois Roberge, the ability of foreign students to enrol at certain colleges and universities is determined by\u00a0certain criteria, including region, programs, language, cohort size, labour needs and &#8220;government priorities.&#8221;<\/p>\n<p>Savignac said universities are being invited\u00a0\u00a0to take part in upcoming consultations on the province&#8217;s immigration plan, something the universities intend to do.<\/p>\n<p>Blanchette hopes the government will reverse\u00a0course on its targets and work in concert with the schools and other levels of government to change its messaging in time for universities&#8217;
