The biggest problem is long waiting lists, especially for young people, and especially <a href=\"https:\/\/www.independent.co.uk\/news\/health\/covid-mental-health-young-people-b1788960.html\" title=\"One in four young people \u2018unable to cope with life\u2019 since start of Covid pandemic, study finds\" rel=\"nofollow noopener\" target=\"_blank\">at a time<\/a> when mental illness is becoming <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/ocd-health-england-health-leaders-university-of-london-b2777574.html\" title=\"\u2018Deeply worrying\u2019 rise in mental health conditions in England, figures show\" rel=\"nofollow noopener\" target=\"_blank\">more common among young people<\/a> for reasons that are not well understood. <\/p>\n<p>But The Independent\u2019s campaigning journalism, led by our <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/rebecca-thomas-health-journalist-press-awards-2025-b2756578.html\" title=\"The Independent\u2019s Rebecca Thomas named health journalist of the year in the Press Awards 2025\" rel=\"nofollow noopener\" target=\"_blank\">award-winning reporter Rebecca Thomas<\/a>, has revealed the dangers of institutions such as Huntercombe when they fail to meet the standards that every patient has a right to expect. <\/p>\n<p>Huntercombe had a history of poor care, which its owners repeatedly insisted to the authorities they were putting right. It should have been closed <a href=\"https:\/\/www.independent.co.uk\/news\/health\/huntercombe-taplow-manor-ruth-szymankiewicz-inquest-unlawful-killing-b2815189.html\" title=\"\u2018Chaotic, scary and intense\u2019: Inside the scandal-hit hospital where teen spent her final days\" rel=\"nofollow noopener\" target=\"_blank\">a long time before<\/a> it finally shut its doors. <\/p>\n<p>In our report today, Philip King, a former Huntercombe Group executive, speaking out for the first time, says that the hospital <a href=\"https:\/\/www.independent.co.uk\/news\/health\/huntercombe-hospital-maidenhead-ruth-szymankiewicz-inquest-cqc-b2815082.html\" title=\"Care watchdog slammed for \u2018failing\u2019 to take action at scandal-hit hospital before teen\u2019s unlawful death\" rel=\"nofollow noopener\" target=\"_blank\">should have been closed<\/a> years before it was.<\/p>\n<p>Our report focuses on the tragic case of Ruth Szymankiewicz, a 14-year-old patient who died in 2022, two days after she fatally self-harmed when she was left alone by an inexperienced care worker, who had had a day and a half of training, and who was hired <a href=\"https:\/\/www.independent.co.uk\/news\/health\/huntercombe-group-taplow-manor-inquest-b2801569.html\" title=\"Care worker who left suicidal teenager alone had fake ID and fled UK after she died, inquest told\" rel=\"nofollow noopener\" target=\"_blank\">under a fake ID<\/a>. <\/p>\n<p>In the five years before Ruth\u2019s death, the Care Quality Commission, the body charged with ensuring that hospitals, care homes, and mental health services provide safe and effective care, published four reports warning about standards at the hospital.<\/p>\n<p>Ruth\u2019s parents feel that they were misled when the Commission, which had rated the hospital \u201cinadequate\u201d in February 2021, changed it in July 2021, saying that improvements had been made. Our report reveals that just 11 days before Ruth died, the watchdog raised fresh concerns about understaffing at the hospital and found staff were not being told what was required of them.<\/p>\n<p>We believe that Ruth\u2019s death and the wider failings of Huntercombe contain two important lessons, and we hope that Wes Streeting, the health and social care secretary, will act upon them. <\/p>\n<p>One is that the <a href=\"https:\/\/www.independent.co.uk\/news\/health\/huntercombe-hospital-maidenhead-ruth-szymankiewicz-inquest-cqc-b2815082.html\" title=\"Care watchdog slammed for \u2018failing\u2019 to take action at scandal-hit hospital before teen\u2019s unlawful death\" rel=\"nofollow noopener\" target=\"_blank\">Care Quality Commission<\/a> did not act quickly enough or forcefully enough when concerns about Huntercombe were raised. It allowed itself to be fobbed off too easily by assurances from the managers that the failings were being addressed. <\/p>\n<p>Inertia means that there will often be a temptation to keep an institution going rather than shut it down, causing disruption to patients. But the Commission should be readier to take bold action and to bring in entirely new providers. Sometimes, starting afresh, rather than simply changing the name on the board outside, as happened in this case, is the only way to change a deep problem. <\/p>\n<p>The other lesson is that the <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/people-theresa-may-bill-labour-conservative-b2581249.html\" title=\"Legislation to modernise Mental Health Act unveiled in King\u2019s Speech\" rel=\"nofollow noopener\" target=\"_blank\">Mental Health Act should be changed<\/a> to protect children\u2019s access to their families while they are detained in mental health hospitals.
