{"id":113019,"date":"2025-09-02T00:26:14","date_gmt":"2025-09-02T00:26:14","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/113019\/"},"modified":"2025-09-02T00:26:14","modified_gmt":"2025-09-02T00:26:14","slug":"francois-legault-set-to-take-centre-stage-at-saaqclic-scandal-inquiry-montreal","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/113019\/","title":{"rendered":"Fran\u00e7ois Legault set to take centre stage at SAAQclic scandal inquiry &#8211; Montreal"},"content":{"rendered":"<p>All eyes will be on\u00a0<a href=\"http:\/\/globalnews.ca\/tag\/francois-legault\" target=\"_blank\" rel=\"noopener nofollow\">Quebec\u00a0Premier Fran\u00e7ois Legault<\/a> on Tuesday as he is set to testify at the public inquiry into the cost overrun scandal at the province\u2019s auto insurance board.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/08\/1756110368_560_70c8fc80.png\" alt=\"\" style=\"position:absolute;width:1px;height:1px\" referrerpolicy=\"no-referrer-when-downgrade\"\/><\/p>\n<p>The commission, overseen by Judge Denis Gallant, is examining how the creation of the online platform known as SAAQclic incurred cost overruns of at least $500 million.<\/p>\n<p>\u201cI was the one who launched a public inquiry, it\u2019s important that Quebecers know exactly what happened,\u201d Legault told reporters last week.<\/p>\n<p>\u201cI certainly don\u2019t like what I\u2019ve been hearing from the beginning about the SAAQclic case \u2026 I think everyone involved must agree to testify and we must shed full light on this matter.\u201d<\/p>\n<p>Legault has steadfastly maintained he has nothing to hide and wasn\u2019t aware of cost overruns until an auditor\u2019s report this year. Legault, his chief of staff Martin Koskinen and Yves Ouellet, a former general secretary of the executive council, will take the stand.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>Earlier this year Quebec\u2019s auditor general revealed cost overruns of at least $500 million in the creation of the online platform, for a total cost of more than $1.1 billion. And according to testimony Ouellet was reportedly notified in September 2022 of a $222 million shortfall in delivering the SAAQclic platform.<\/p>\n<p>In early 2023, the Soci\u00e9t\u00e9 de l\u2019assurance automobile du\u00a0Qu\u00e9bec\u00a0botched the rollout of its new online platform, leading to major delays and long lineups at SAAQ branches, where Quebecers typically take road tests, register vehicles, and renew driver\u2019s licences.<\/p>\n<p>\t\t\t\t\t<img decoding=\"async\" width=\"170\" height=\"225\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/08\/1756402221_230_national.jpg\" alt=\"Get the day's top news, political, economic, and current affairs headlines, delivered to your inbox once a day.\"\/><\/p>\n<p>\t\t\t\t\tGet daily National news<\/p>\n<p>Get the day&#8217;s top news, political, economic, and current affairs headlines, delivered to your inbox once a day.<\/p>\n<p>The inquiry, which has been sitting since April, has heard from several former members of the board of directors of the Soci\u00e9t\u00e9 de l\u2019assurance automobile du\u00a0Qu\u00e9bec\u00a0(SAAQ), former internal auditors and other officials.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>In recent weeks, it has been fixed on politician and political staffers, and a number of senior ministers have been on the hot seat in recent weeks.<\/p>\n<p>During her testimony, Transport Minister Genevi\u00e8ve Guilbault was confronted with documents showing that her office had obtained information as early as June 2023 on cost overruns surrounding the SAAQclic platform. I don\u2019t get that impression,\u201d Guilbault wrote. He was left with erroneous document as early as December 2020 on the status of the project, with the figures provided excluding operating costs.<\/p>\n<p>The gaffe-filled transition cost one longtime CAQ minister his job: \u00c9ric Caire stepped down as cybersecurity and digital technology minister amid heavy pressure to do so a week after the auditor\u2019s report.<\/p>\n<p>Caire testified he knew the provincial auto insurance board\u2019s digital transition project was over budget in 2021, but didn\u2019t realize just how bad the situation was. The information was \u201cvague,\u201d and he did not know the cost of the contract with the consortium or the total budget for the project.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>Caire said he had not taken any specific measures to monitor costs or inquire about the budget increase, telling the inquiry it was not part of his role.<\/p>\n<p>\u201cIt (the SAAQ) is an independent organization, it\u2019s an organization that is governed by a board of directors. Does the minister for digital transformation monitor projects? Yes. But does budgetary responsibility fall to the board of directors?
