{"id":121015,"date":"2025-09-05T04:36:07","date_gmt":"2025-09-05T04:36:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/121015\/"},"modified":"2025-09-05T04:36:07","modified_gmt":"2025-09-05T04:36:07","slug":"five-takeaways-from-carneys-cabinet-forum-in-toronto","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/121015\/","title":{"rendered":"Five takeaways from Carney\u2019s cabinet forum in Toronto"},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/3AKPZQ6RUJFK5MJB6CMSLZOGOQ.JPG?auth=580ac9ac31276cd7cd5a47e352b0b95ec97802df00a59188fa231d2855a1644a&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Melanie Joly, Minister of Industry, and Dominic LeBlanc, Minister responsible for Canada-U.S. Trade, were among the few ministers made available to the media at the Liberal cabinet retreat on Thursday.Chris Young\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">With Parliament resuming in just under two weeks, Prime Minister <a href=\"https:\/\/www.theglobeandmail.com\/topics\/mark-carney\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/mark-carney\/\">Mark Carney<\/a> gathered his cabinet ministers in Toronto this week for a meeting to take stock of the global and domestic economic and political environment, as well as laying out what the government wants to achieve this fall and how they\u2019ll do that. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Here are five takeaways. <\/p>\n<p>Talking to Americans<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Carney revealed that he <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-carney-trump-liberal-cabinet-retreat\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-carney-trump-liberal-cabinet-retreat\/\">spoke to President Donald Trump<\/a> on Monday, in what he said was a lengthy conversation covering trade, geopolitics and labour issues. <\/p>\n<p class=\"c-article-body__text text-pr-5\">But there\u2019s no resolution \u2013 yet \u2013 to the continuing trade disputes. Mr. Carney, as well as Dominic LeBlanc, the minister for Canada-U.S. trade, said the focus now is on specific deals related to sectoral tariffs \u2013 those imposed by the U.S., and in retaliation by Canada, on sectors such as steel, aluminum and automobiles. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Carney warned reporters not to expect \u201cwhite smoke\u201d to come billowing out of this week\u2019s round of meetings between senior officials. Among those representing Canada is the most senior bureaucrat in Ottawa, <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-liberal-cabinet-meeting-federal-budget\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-liberal-cabinet-meeting-federal-budget\/\">Michael Sabia<\/a>, Clerk of the Privy Council. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. LeBlanc explained to reporters Thursday what Mr. Sabia is in Washington to do: find some common negotiating ground. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Canada is pursuing \u201ctechnical discussions\u201d with the Americans to try to strike deals that would be beneficial to both countries, Mr. LeBlanc said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThose discussions start by having base understandings, common understandings, of a series of potential options that may ultimately form what the Prime Minister said would be a series of small deals that cumulatively would put us in a better position than right now.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Prime Minister is also expected to make an announcement in Toronto on Friday focused on Canada\u2019s strategic sectors.<\/p>\n<p>Prime Minister Mark Carney said Canada is making progress on &#8216;small&#8217; tariff deals with the U.S. for key sectors after revealing he spoke by phone with U.S. President Donald Trump earlier in the week. He said he spoke with Trump &#8216;at length&#8217; on a wide range of issues, including trade, geopolitics and employment.<\/p>\n<p class=\"text-gmr-5\">The Canadian Press<\/p>\n<p>Talking to Canadians<\/p>\n<p class=\"c-article-body__text text-pr-5\">Executives from Leger, a market-research company, were among those invited to brief cabinet. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The company\u2019s president and CEO, Jean-Marc L\u00e9ger, told reporters that the Carney government was elected by Canadians who saw tariffs as the most important issue. <\/p>\n<p class=\"c-article-body__text text-pr-5\">But now, they are only fourth on a list of priorities and most Canadians are concerned more generally about the economy as a whole. <\/p>\n<p class=\"c-article-body__text text-pr-5\">About half of Canadians don\u2019t believe Mr. Carney will succeed in striking a tariff deal with the Americans. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThe expectations are, it will be difficult for the next few months, and people understand that,\u201d Mr. L\u00e9ger said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">So what does that mean for cabinet? <\/p>\n<p class=\"c-article-body__text text-pr-5\">Industry Minister M\u00e9lanie Joly said \u201cpeople want us to be in action mode.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cCanadians are focused on seeing what\u2019s next,\u201d she told reporters, citing the Carney government\u2019s promises to <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-carney-canada-trans-mountain-major-projects-office-dawn-farrell\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-carney-canada-trans-mountain-major-projects-office-dawn-farrell\/\">build new infrastructure<\/a>, create new global economic partnerships, attract investment into Canada and create jobs. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Some of the discussion about how the Carney government will respond to Canadians\u2019 concerns will happen next week in Edmonton, when he gathers together his broader caucus for another planning session. <\/p>\n<p>\u201cAusterity\u201d budget?<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Carney didn\u2019t shy away from <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-carney-austerity-investment-focused-budget-spending\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-carney-austerity-investment-focused-budget-spending\/\">using the \u201ca\u201d word<\/a> to describe the coming fall budget. When asked by a reporter, in French, what kind of document it would be, he said the spending plan would be an \u201causterity and investment budget,\u201d and argued that both can be done at the same time.<\/p>\n<p class=\"c-article-body__text text-pr-5\">He also criticized the sharp rise in government spending over the past decade, and said that style of fiscal management couldn\u2019t continue.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Finance Minister Fran\u00e7ois-Philippe Champagne said the following day that \u201ctough choices\u201d are ahead, emphasizing that the government is committed to its spending review.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The budget is expected to include some initial details on the spending cuts, which Mr. Carney said will affect the government\u2019s day-to-day spending.<\/p>\n<p>Controlling the message<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Prime Minister was the main spokesperson for the meeting, which was styled as a \u201cplanning forum,\u201d in lieu of the previous description of similar events as \u201ccabinet retreats.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">He laid out the key elements of the agenda: the economy, housing and infrastructure.<\/p>\n<p class=\"c-article-body__text text-pr-5\">But then, unlike former prime minister Justin Trudeau\u2019s cabinet retreats, ministers were not freely available to take questions. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Instead, just a handful of ministers were made available: Mr. Champagne, Mr. LeBlanc and Ms. Joly.<\/p>\n<p class=\"c-article-body__text text-pr-5\">It\u2019s not the first time that Mr. Carney has kept journalists at a distance from cabinet; his first such gathering, in the spring, was completely closed to the media. <\/p>\n<p>Controversial Trump ally cancels<a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/ZT2V7XPKSVLSRCU3WUXKO4TFLM.JPG?auth=895af6fc8f32a94bf34c76e166b44ce07e326cd87b52a22524dba8c9f3fba9c1&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"1\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Kevin Roberts, President of The Heritage Foundation, said he was invited to offer insight into the Trump administration\u2019s trade priorities, but decided not to attend.SARAH SILBIGER\/Reuters<\/p>\n<p class=\"c-article-body__text text-pr-5\">Kevin Roberts \u2013 the president of the Heritage Foundation, a right-wing think tank with significant ties to the Trump administration \u2013 had been invited to address the cabinet meeting. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The Heritage Foundation was also behind an effort known as Project 2025, <a href=\"https:\/\/www.theglobeandmail.com\/world\/article-trump-denies-knowing-about-project-2025-his-allies-sweeping-plan-to\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/world\/article-trump-denies-knowing-about-project-2025-his-allies-sweeping-plan-to\/\" target=\"_blank\">a controversial proposal<\/a> for an overhaul of the U.S. government.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Prime Minister\u2019s Office said he was invited to offer insight into the Trump administration\u2019s trade priorities ahead of the United States-Mexico-Canada Agreement review next year, and that the discussion would focus solely on trade.<\/p>\n<p class=\"c-article-body__text text-pr-5\">But word of his presence drew outcry from <a href=\"https:\/\/x.com\/supriyadwivedi\/status\/1963591891376603200\" target=\"_self\" rel=\"nofollow\" title=\"https:\/\/x.com\/supriyadwivedi\/status\/1963591891376603200\">some Liberals<\/a> who said the government should not be inviting such guests to the event.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Then, he cancelled. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cRegrettably, Dr. Roberts\u2019 office indicated that he can no longer join us to present today.
