{"id":157679,"date":"2025-09-20T19:52:08","date_gmt":"2025-09-20T19:52:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/157679\/"},"modified":"2025-09-20T19:52:08","modified_gmt":"2025-09-20T19:52:08","slug":"amazon-spacex-will-get-a-slice-of-pa-broadband-funding","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/157679\/","title":{"rendered":"Amazon, SpaceX will get a slice of Pa. broadband funding"},"content":{"rendered":"<p>Pennsylvania will spend $793 million to bring high-speed internet to homes and businesses as part of a major federal initiative to connect even the most remote and rural areas of the U.S. The investment will connect 130,000 locations across the commonwealth that still cannot access the internet at broadband speeds.<\/p>\n<p>After federal officials announced sweeping changes to the massive program over the summer, critics feared those dollars <a href=\"https:\/\/www.spotlightpa.org\/news\/2025\/06\/pennsylvania-broadbrand-grant-trump-rural\/\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">would shift<\/a> heavily toward low Earth orbit satellite internet providers. They argued that would short-change rural residents and undermine a historic opportunity to ensure universal broadband access.<\/p>\n<p>Now, the <a href=\"https:\/\/dced.pa.gov\/download\/bead-provisional-approvals-8-22-25\/?wpdmdl=127494\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">results are in<\/a> and those fears have been partly realized \u2014 although in Pennsylvania the shift is not as dramatic as some predicted.<\/p>\n<p>Roughly two-thirds of eligible locations in the commonwealth will be connected to the internet via fiber-optic cables, while another 18% will be served by satellite providers and 13% will receive wireless internet.<\/p>\n<p>\u201cPennsylvania struck a relatively reasonable balance here, but the proof will be in the pudding once these get built,\u201d said Todd Eachus, president of the Broadband Communications Association of Pennsylvania, a trade association.<\/p>\n<p>The mix of companies that won funding reflects the Trump administration\u2019s overhaul of the program, which was originally created as part of the bipartisan infrastructure law passed by Congress in 2021. It\u2019s the largest ever U.S. investment in broadband.<\/p>\n<p>Under former President Joe Biden, states were told to prioritize projects that would use fiber-optic cables \u2014 the fastest and most reliable technology, but also the most expensive to install.<\/p>\n<p>The new rules, unveiled in June, give more weight to the projects with the lowest up-front costs, making the satellite internet service offered by companies like Elon Musk\u2019s SpaceX and Amazon\u2019s Project Kuiper more competitive.<\/p>\n<p>The results have varied widely across states. Some, including West Virginia and Louisiana, still want to fund fiber projects at more than 80% of eligible locations. Others have awarded larger chunks of their locations to satellite and wireless providers.<\/p>\n<p>Pennsylvania falls somewhere in the middle.<\/p>\n<p>Critics say using the program to fund satellite internet providers is shortsighted, since it\u2019s not clear that those companies will be able to meet future demands for faster internet speeds as technology evolves.<\/p>\n<p>Pennsylvania broadband officials appeared to agree with this view, state records show. The infrastructure law says states should prioritize projects that can \u201ceasily scale speeds over time\u201d and the state broadband authority didn\u2019t place any satellite projects in this category.<\/p>\n<p>Nonetheless, Amazon\u2019s Project Kuiper \u2014 which is not yet available to customers \u2014 won the second-highest number of locations, behind established internet giant Comcast.<\/p>\n<p>Under Pennsylvania\u2019s plan, Project Kuiper <a href=\"https:\/\/experience.arcgis.com\/experience\/7cafb0b5d9444eb18d0873c8afaafb86\/\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">will serve<\/a> more than 18,000 locations \u2014 including large swathes of Beaver, Greene, and Washington Counties \u2014 and SpaceX will cover about 4,800.<\/p>\n<p>In a public comment on Pennsylvania\u2019s plan, one resident criticized the proposed awards to Project Kuiper because the service \u201cisn\u2019t even fully functional,\u201d calling it a \u201cstep in the wrong direction just to ensure that \u2018internet for all\u2019 is achieved on paper.\u201d<\/p>\n<p>The company <a href=\"https:\/\/www.aboutamazon.com\/news\/innovation-at-amazon\/project-kuiper-satellite-internet-first-launch\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">has said<\/a> it expects to begin delivering service to customers later this year.<\/p>\n<p>Labor unions also criticized the awards to satellite providers, arguing that neither SpaceX nor Project Kuiper \u201cbuilds local infrastructure, creates local jobs, or offers cost-effective long-term service compared to fiber broadband.\u201d<\/p>\n<p>In its comments, SpaceX urged the federal government to require Pennsylvania to rebid some locations, arguing that the state had not always chosen the cheapest option. The company used almost identical language to <a href=\"https:\/\/www.pcmag.com\/news\/spacex-to-colorado-youre-spending-too-much-on-fiber-internet-why-not-starlink\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">push back<\/a> on proposed awards in Colorado and Wisconsin, and has also <a href=\"https:\/\/broadbandbreakfast.com\/spacex-wants-louisianas-bead-plan-reversed\/\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">criticized<\/a> Louisiana and Virginia\u2019s plans on the grounds that both favored fiber internet over satellite.<\/p>\n<p>Whether satellite internet technology can consistently meet the program\u2019s minimum speed requirements is unclear.<\/p>\n<p>During the first three months of the year, only 17.4% of SpaceX users were consistently able to get speeds that meet the federal definition of broadband, according to an <a href=\"https:\/\/www.ookla.com\/articles\/starlink-us-performance-2025\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">analysis<\/a> by Ookla, a company that measures internet speeds. The analysis did note, however, that median upload and download speeds had increased significantly over the past several years.<\/p>\n<p>Adding more customers, other research has found, can create congestion that leads to slower speeds for existing users.<\/p>\n<p>\u201cIf four out of five subscribers aren\u2019t getting broadband speeds today, what do people think is going to happen when you add in hundreds of thousands of new users?\u201d said Sascha Meinrath, a professor at Penn State and co-author of a recent <a href=\"https:\/\/thexlab.org\/wp-content\/uploads\/2025\/07\/Starlink_Analysis_Working_Paper_v0.2-1.pdf\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">study<\/a> questioning whether SpaceX can meet the program\u2019s requirements.<\/p>\n<p>\u201cThe problem gets far worse the more people you put onto the infrastructure.&#8221;<\/p>\n<p>A SpaceX spokesperson told Spotlight PA via email that median download speeds, even during times of peak demand, exceeded the program\u2019s requirements as of July 2025. The company is focused on \u201censuring the overall quality of service for new and existing customers continually improves,\u201d the spokesperson said.<\/p>\n<p>Pennsylvania\u2019s plan must now be approved by the U.S. Department of Commerce, which has pledged to review states\u2019 proposals within 90 days.<\/p>\n<p>The agency has warned that it could reject specific grant awards if it deems the cost \u201cexcessive\u201d and <a href=\"https:\/\/www.benton.org\/blog\/no-way-run-railroad\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">some<\/a> <a href=\"https:\/\/broadbandbreakfast.com\/how-ntia-is-asking-states-to-revise-bead-plans\/\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">reports<\/a> indicate it has begun asking states to quickly rebid awards for those areas.
