{"id":166216,"date":"2025-09-24T14:01:09","date_gmt":"2025-09-24T14:01:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/166216\/"},"modified":"2025-09-24T14:01:09","modified_gmt":"2025-09-24T14:01:09","slug":"codes-of-conduct-and-transit-ubcm-convention-sees-municipal-priorities-pitted-against-provincial-power","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/166216\/","title":{"rendered":"Codes of conduct and transit: UBCM convention sees municipal priorities pitted against provincial power"},"content":{"rendered":"<p>One by one, the middle-aged, white-collar employees wrote\u00a0their thoughts on\u00a0small sticky notes given to them by a conflict-dispute specialist, and stuck them\u00a0to the wall.<\/p>\n<p>&#8220;Set group norms,&#8221; said one. &#8220;Respect for differences of opinion,&#8221; wrote another. &#8220;Literal group therapy,&#8221; said a third.<\/p>\n<p>Another one said &#8220;get drunk and laugh and talk and move on!&#8221;<\/p>\n<p>It may have sounded like a typical workplace HR session, but it was actually a meeting at the Union of B.C. Municipalities convention, where virtually every mayor and councillor in the province gathers for a week.<\/p>\n<p>On Tuesday, among the many forums and policy discussions was one on <a href=\"https:\/\/www.cbc.ca\/news\/canada\/british-columbia\/bc-government-kahlon-municipal-government-dysfucntion-1.7556786\" rel=\"nofollow noopener\" target=\"_blank\">council conduct<\/a> \u2013 an issue that has <a href=\"https:\/\/www.cbc.ca\/news\/canada\/british-columbia\/municipal-adviser-small-town-bc-province-1.6794288\" rel=\"nofollow noopener\" target=\"_blank\">increasingly paralyzed<\/a> municipalities <a href=\"https:\/\/www.cbc.ca\/news\/canada\/british-columbia\/council-dysfunction-in-b-c-1.7327532\" rel=\"nofollow noopener\" target=\"_blank\">across the province<\/a>, as elected officials fail to disagree agreeably.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" alt=\"The post it note suggesting councillors who disagreed should go for a beer and laugh it off.\"   src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/09\/post-it-note.jpeg\" style=\"aspect-ratio:1.7126269956458635\" data-cy=\"image-img\"\/>The post it note in question. (Justin McElroy\/CBC News)90-day suspensions?<\/p>\n<p>Earlier this summer, the B.C. government committed to enhanced enforcement of codes of conduct, and greater penalties to try to\u00a0prevent dysfunctional municipalities.<\/p>\n<p>&#8220;I am really committed to seeing us continue to make changes on this front, so that residents can have improved accountability,&#8221; said Municipalities Minister Christine Boyle, who said the UBCM convention would be an important place to consult about changes that would take effect after next year&#8217;s municipal elections.\u00a0<\/p>\n<p>&#8220;I think it&#8217;s really important that we get input from local governments about what they see on the ground that would make a difference.&#8221;<\/p>\n<p>During the session, staff members from the ministry outlined some of steps they&#8217;re considering, including:<\/p>\n<p>   A mandatory province-wide code of conduct, instead of each council making it up themselves.   A mandatory requirement for third-party investigators or integrity commissioners to resolve disputes and issue punishments, instead of councillors voting on whether to approve investigations or sanction one another.   Punishments of up to 90-day\u00a0suspensions from office.\u00a0  <\/p>\n<p>People in the session expressed interest in the initial first steps, but raised concerns about who would pay for investigators, and whether the maximum punishments would be a big enough deterrent.\u00a0<\/p>\n<p>&#8220;I&#8217;m still worried, and I&#8217;m mostly worried because it doesn&#8217;t seem to have any teeth,&#8221; said Clearwater Mayor Merlin Blackwell, who has written extensively on the issue.<\/p>\n<p>&#8220;All the [changes] are great, but people are going to behave badly if there&#8217;s no actual punishment other than shaking a finger at it.&#8221;<\/p>\n<p>It remains to be seen whether the UBCM feedback will result in changes, or be the start of a new Sisyphean back and forth between municipalities and the province.<\/p>\n<p>No Whistler-Squamish bus anytime soon<\/p>\n<p>&#8220;We continue to come to the table with the same ask and it&#8217;s frustrating, it&#8217;s definitely frustrating,&#8221; said Whistler Coun. Jen Ford following a different panel on Tuesday.<\/p>\n<p>For the <a href=\"https:\/\/www.cbc.ca\/news\/canada\/british-columbia\/squamish-politicians-push-for-transit-linking-town-to-metro-vancouver-1.4308166\" rel=\"nofollow noopener\" target=\"_blank\">eight previous years<\/a>, delegations from Whistler and Squamish had used the annual transportation forum at UBCM to press for a dedicated bus service connecting their communities, along with those further north in the Squamish Lillooet Regional District, and perhaps even south to Metro Vancouver.<\/p>\n<p>Once again, they made their case \u2013 and got a lukewarm response in return.\u00a0<\/p>\n<p>&#8220;The planning component is really simple. It&#8217;s a straight line \u2014\u00a0where do the bus stops go?\u00a0The challenge is always the funding and the governance. That&#8217;s the tricky part,&#8221; said Matthew Boyd, B.C. (Resort Municipality of Whistler )<\/p>\n<p>Boyd\u00a0suggested\u00a0the municipalities need\u00a0to step up their own funding, because projected ridership for the route didn&#8217;t meet B.C.
