{"id":170066,"date":"2025-09-26T06:52:09","date_gmt":"2025-09-26T06:52:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/170066\/"},"modified":"2025-09-26T06:52:09","modified_gmt":"2025-09-26T06:52:09","slug":"ireland-will-ratify-ceta-by-years-end-says-taoiseach-after-meeting-with-carney","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/170066\/","title":{"rendered":"Ireland will ratify CETA by year\u2019s end, says Taoiseach after meeting with Carney"},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/VL4GL2YULZDYJH5HNJEV7WMRHU.JPG?auth=52ce9dfd5b731a816ce9c16bf0890006741c5e5b9bd5b6d0197a1a037f55ac3d&amp;width=600&amp;height=400&amp;quality=80&amp;focal=3272%2C1283\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Prime Minister Mark Carney, right, greets Miche\u00e1l Martin, the Taoiseach, or Prime Minister, of Ireland, in his West Block office on Parliament Hill in Ottawa, on Thursday.Spencer Colby\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">Nearly a decade after Canada and the <a href=\"https:\/\/www.theglobeandmail.com\/topics\/european-union\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/european-union\/\">European Union<\/a> signed a comprehensive trade deal, Ireland\u2019s Taoiseach, the equivalent to its Prime Minister, says his country will ratify the pact before the end of the year.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Ireland is also planning a trade mission to Canada in the coming months.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Taoiseach Miche\u00e1l Martin spoke with The Globe and Mail Thursday at the residence of Irish ambassador John Concannon in Ottawa after a meeting earlier in the day with Prime Minister <a href=\"https:\/\/www.theglobeandmail.com\/topics\/mark-carney\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/mark-carney\/\">Mark Carney<\/a>.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWhat we want to do is have a comprehensive state trade visit to Canada,\u201d he said, adding that there will be interim visits from Ireland\u2019s ministers of enterprise, culture and higher education.<\/p>\n<p class=\"c-article-body__text text-pr-5\">He also said he invited Mr. Carney to visit Ireland. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Specifically, Mr. Martin listed medical technology and pharmaceuticals as sectors of strong exports from Ireland to Canada.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe\u2019re importing a lot of corn from Canada. So, the Irish agricultural industry is a very significant source of economic activity between our two countries, potentially,\u201d he said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Dublin is planning a new metro system, and he said Canadian companies will have opportunities to work on that project. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-canada-trade-strategy-delusions-of-friendship\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: Canada\u2019s trade strategy suffers from delusions of friendship<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">The Canada-European Union Comprehensive Economic and Trade Agreement, or CETA, was signed on Oct. 30, 2016 and most of its core measures, such as the elimination of nearly all tariffs on goods, are already in place on a provisional basis.<\/p>\n<p class=\"c-article-body__text text-pr-5\">However, final approval requires ratification by each EU member state, and Ireland is among 10 countries that have not yet ratified the deal. Seventeen nations have ratified it. Supporters of CETA say full ratification would provide certainty for businesses and investors.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Martin said his government has approved the drafting of required legislation and expects ratification to occur before the end of the year.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cCETA has been a game changer for Ireland and Canada,\u201d said the Taoiseach.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Since becoming Prime Minister in March, Mr. Carney has made expanding economic, diplomatic and military ties with Europe a priority. His frequent meetings with European leaders are driven in large part by Canada\u2019s current tensions with its two main trading partners, the United States and China.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-canada-china-us-trade-tariffs-strategy\/\" rel=\"nofollow noopener\" target=\"_blank\">Canada needs new playbook for relations with China amid Trump chaos: report<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Carney and Mr. Martin met for breakfast Thursday before a bilateral meeting on Parliament Hill. During brief joint public remarks, Mr. Carney pointed out that his grandparents are from Ireland. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThis is one of our strongest relationships, culturally, economically, with respect to shared values and foreign policy. There\u2019s many illustrations of that,\u201d he said, adding that there are over 800 Irish companies operating in Canada and trade has doubled since the signing of CETA.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Conference Board of Canada and the Government of Ireland released a joint report Thursday called \u201cBeyond Barriers\u201d that aims to lay out the economic potential of deeper trade and investment ties between the two countries.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The report says that at the end of 2023, Canadian-based multinational enterprises operating in Ireland employed more than 22,000 people, while Irish equivalents operating in Canada employed more than 19,000 people.<\/p>\n<p class=\"c-article-body__text text-pr-5\">It says Canada has potential to increase exports in financial services, air transportation services, and management and consulting services.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The top opportunities for Irish growth in Canada are identified as being in computer services, insurance and pension services.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The report points out that since Britain left the EU, Ireland is the only primarily English-speaking EU member. There are also diaspora ties between Canada and Ireland, with over 12 per cent of Canadians reporting Irish ancestry.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-champagne-critical-minerals-energy-europe\/\" rel=\"nofollow noopener\" target=\"_blank\">Champagne says Canada could be key exporter of critical minerals, energy to Europe<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Canada\u2019s efforts to increase trade with Europe are being met with genuine \u201ctwo-way\u201d engagement, Mr. Martin said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cIf certain countries are adopting a protectionist stance and increasing tariffs, to me, it makes sense that like-minded countries would work more closely together to develop greater free trade areas,\u201d he said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Martin said he and Mr. Carney also discussed the conflict in the Middle East. Ireland formally <a href=\"https:\/\/www.theglobeandmail.com\/world\/article-spain-and-norway-formally-recognize-a-palestinian-state-with-ireland\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/world\/article-spain-and-norway-formally-recognize-a-palestinian-state-with-ireland\/\">recognized the State of Palestine<\/a> in May, 2024, along with Spain and Norway.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Canada announced the <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-carney-defends-recognizing-palestinian-state-despite-trump-threat\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-carney-defends-recognizing-palestinian-state-despite-trump-threat\/\">recognition of a Palestinian state<\/a> this week, along with Australia, Portugal and Britain, in connection with a meeting of the United Nations General Assembly. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cIn terms of Palestine, I mean, I had a good chat with the Prime Minister on it. I think both of us see it through a moral framework, in terms of humanitarian law, but also the slaughter must stop,\u201d said Mr. Martin. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThe vast, vast majority of people were for a two-state solution.
