{"id":175213,"date":"2025-09-28T11:23:10","date_gmt":"2025-09-28T11:23:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/175213\/"},"modified":"2025-09-28T11:23:10","modified_gmt":"2025-09-28T11:23:10","slug":"why-democrats-see-health-care-as-a-prescription-for-revival","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/175213\/","title":{"rendered":"Why Democrats see health care as a prescription for revival"},"content":{"rendered":"<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg15t7vc009b26nl1ypeacnl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While health care was not a major focus in the 2024 presidential election, it has become a central front between the parties during President Donald Trump\u2019s tumultuous second term, as the government shutdown that appears inevitable this week will demonstrate again.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18dwct000c3b6njr0nrd1n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The increased focus on health care could have important implications for the 2026 election because polls show that it is an issue on which the public expresses more confidence in Democrats than Republicans.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18dwct000d3b6nd9fodoga@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Few health debates have galvanized public attention as much as Trump\u2019s 2017 effort to repeal the Affordable Care Act. But the panoramic disruption that Trump and his Health and Human Services Secretary Robert F. Kennedy Jr. are bringing to the health care system cumulatively exceeds the changes he pursued during his first term, many experts agree.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18dwct000e3b6n2n5vnqeu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Even compared to the first-term repeal fight, Trump\u2019s second-term health care agenda, \u201cjust paints a much broader picture of an assault on the health care system that we all rely on,\u201d said Anthony Wright, executive director of the consumer group Families USA.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18dwct000f3b6nehg9wk3w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The battles are now sprawling across virtually every aspect of the federal role in health care \u2014 including the regulation of childhood vaccines, funding for basic medical research, and the historic reductions in Medicaid coverage approved <a href=\"https:\/\/www.cnn.com\/2025\/07\/04\/politics\/donald-trump-policy-bill-celebration\" rel=\"nofollow noopener\" target=\"_blank\">as part of the GOP\u2019s tax and spending reconciliation bill last summer<\/a>. In the coming shutdown confrontation, <a href=\"https:\/\/www.cnn.com\/2025\/09\/17\/politics\/obamacare-subsidies-extension-government-shutdown\" rel=\"nofollow noopener\" target=\"_blank\">the core Democratic demand<\/a> is that Republicans extend the enhanced ACA insurance subsidies approved under former President Joe Biden.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18dwct000g3b6nevh2fdfe@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Two aspects of this expanding struggle compound its potential political impact. One is the breadth of the confrontation: the multiplying skirmishes are affecting people at every stage of life, from vaccines for newborns to seniors who rely on Medicaid. \u201cThat\u2019s the power of the health care issue,\u201d said Leslie Dach, chair of Protect Our Care, a liberal advocacy group that focuses on health care access. \u201cIt\u2019s a cradle to the grave issue for people and they are affecting it at each step along the way.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18dwct000h3b6nrvp0wtzt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Adding to the volatility is the virtually unprecedented political alignment of these confrontations. Instead, the Republican health care agenda now reflects the skepticism of both the federal government and medical professionals that surged among conservatives after the Covid-19 pandemic and has catalyzed the growth of Kennedy\u2019s Make America Healthy Again movement.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18dwct000j3b6n3e1qt3yn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAll of this is just an anti-establishment backlash-whether you are talking about the public health community, the research community, red states\u2019 anger over what happened during Covid, or Trump\u2019s backlash against official Washington, the deep state, the mainstream media,\u201d said Michael Cannon, director of health policy studies at the libertarian Cato Institute.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18dwct000k3b6ni6bhd6hq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While many Americans are dissatisfied with aspects of the medical system, it\u2019s far from clear the GOP can sustain public support for an agenda that simultaneously challenges mainstream medicine and retrenches the federal government\u2019s role in promoting health. Polls consistently show that many aspects of the Trump health care agenda face enormous public resistance \u2014 as even his principal 2024 campaign pollster has noted in a series of <a href=\"https:\/\/fabrizioward.com\/wp-content\/uploads\/2025\/09\/vaccine-attitudes-voter-survey-memo-08-26-25.pdf\" target=\"_blank\" rel=\"nofollow noopener\">sharply worded<\/a> recent <a href=\"https:\/\/fabrizioward.com\/wp-content\/uploads\/2025\/07\/pup-tcd-tax-credit-survey-memo.pdf\" target=\"_blank\" rel=\"nofollow noopener\">public memos<\/a>. \u201cThese may be principled moves for some people,\u201d said Larry Levitt, executive vice president for health policy at KFF, a nonpartisan think tank that extensively polls on public attitudes about health care issues. \u201cBut they are certainly not popular with voters.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/09\/03-gettyimages-2236858214.jpg\" alt=\"Health and Human Services Secretary Robert F. House Republicans passed a repeal bill in spring 2017, but it failed in the upper chamber, with the <a href=\"https:\/\/www.cnn.com\/2017\/07\/29\/politics\/mccain-contentious-relationship-with-trump\" rel=\"nofollow noopener\" target=\"_blank\">late Sen. John McCain dooming it with his dramatic thumbs-down gesture on the Senate floor<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18h5uu00063b6ns2zr79bv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Through the remainder of Trump\u2019s first term, his administration tweaked the ACA in ways that made it more difficult to enroll but didn\u2019t again pursue outright repeal. Under Biden, Democrats utilized both legislation (sweetening the ACA subsidies) and administrative action to cover significantly more people under the law and raise the total number of Americans with health insurance to about 92%, a record high, <a href=\"https:\/\/www.census.gov\/library\/publications\/2025\/demo\/p60-288.html\" target=\"_blank\" rel=\"nofollow noopener\">the Census Bureau reported<\/a>.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/09\/04-gettyimages-823746364.jpg\" alt=\"Sen. He was one of three Senate Republicans who joined with Democrats to kill the bill.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1600\" width=\"2400\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18h5uu00073b6n6ezd5b19@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            With the law touching so many voters, Trump through the 2024 campaign downplayed his focus on the ACA, <a href=\"https:\/\/www.youtube.com\/watch?v=8p6zZZ3DPGE\" target=\"_blank\" rel=\"nofollow noopener\">insisting,<\/a> \u201cI would only change it if we come up with something that\u2019s better and less expensive.\u201d Once Trump returned to the White House, Congressional Republicans did not propose a full-scale repeal of the ACA and Trump, <a href=\"https:\/\/abcnews.go.com\/Politics\/trump-medicaid-republican-bill-cut-benefits\/story?id=121756481\" target=\"_blank\" rel=\"nofollow noopener\">more explicitly than in the campaign<\/a>, pledged not to cut Medicaid.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18h5uu00083b6ntaiwwa2r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But the GOP\u2019s tax and spending reconciliation bill \u2014 the so-called One Big Beautiful Bill \u2014 nonetheless imposed large reductions in future spending on Medicaid, primarily by imposing work requirements on adults who had received coverage in the 40 states that had expanded eligibility for the program under the ACA. In addition, the GOP budget bill chose not to extend the enhanced ACA subsidies that Democrats had approved, but which expire at the end of 2025. Those subsidies will be the crux of the likely showdown.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18h5uu00093b6n5zpkqqla@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            <a href=\"https:\/\/www.cbo.gov\/system\/files\/2025-06\/Wyden-Pallone-Neal_Letter_6-4-25.pdf\" target=\"_blank\" rel=\"nofollow noopener\">The Congressional Budget Office projected<\/a> that 11 million people would lose coverage because of the Medicaid changes and another 5 million from the choice to let the ACA subsidies expire. That wasn\u2019t as much as the CBO\u2019s estimate of the coverage loss from the House\u2019s 2017 repeal bill (about 23 million). But it still revoked health coverage from more people than any enacted legislation ever, <a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2025-06-25\/gop-budget-bill-is-another-attack-on-obamacare?utm_source=website&amp;utm_medium=share&amp;utm_campaign=copy\" target=\"_blank\" rel=\"nofollow noopener\">according to Edwin Park<\/a>, a research professor at Georgetown University\u2019s Center for Children and Families. <a href=\"https:\/\/www.urban.org\/research\/publication\/48-million-people-will-lose-coverage-2026-if-enhanced-premium-tax-credits\" target=\"_blank\" rel=\"nofollow noopener\">Millions more will face much higher premiums<\/a> if the ACA subsidies are allowed to expire.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18h5uu000a3b6nbvy8jx75@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This all means that without repeating 2017\u2019s failed frontal assault on the ACA, Republicans nonetheless succeeded in significantly retrenching it. \u201cIt\u2019s not that they didn\u2019t go after the ACA; they just did it back-door,\u201d said Jeanne Lambrew, director of health care reform at the Century Foundation and a former White House health policy aide to Obama during the ACA\u2019s implementation.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/09\/06-gettyimages-2235205464.jpg\" alt=\"A woman takes a photo of the Make America Healthy Again sign hanging outside the Department of Health and Human Services building in Washington, DC, on September 15.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1600\" width=\"2400\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18gs6x00033b6nmwlhyj2m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Even as this fight unfolded, the Trump administration opened new fronts in the health-care struggle. These were rooted in the second key event shaping Trump\u2019s health agenda: the conservative backlash against the government response to the Covid-19 epidemic and the growing skepticism about vaccines in particular, and federal scientific agencies in general, among broad segments of the right.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18pmgh000l3b6nkm46hwyl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Propelled by that skepticism, Kennedy <a href=\"https:\/\/www.cnn.com\/2025\/08\/28\/politics\/rfk-susan-monarez-cdc-director-ousted-vaccines-analysis\" rel=\"nofollow noopener\" target=\"_blank\">has upended the major public health agencies<\/a> and launched a sustained effort to question vaccine safety, particularly for children. <a href=\"https:\/\/www.cnn.com\/2025\/09\/23\/politics\/trump-off-script-on-tylenol-autism-vaccines\" rel=\"nofollow noopener\" target=\"_blank\">Trump joined that drive in rambling but unequivocal fashion last week at a press conference<\/a> in which the administration linked autism to the use of Tylenol during pregnancy \u2014 a conclusion considered premature if not flatly wrong by many medical researchers. He also made several sweeping comments around vaccines \u2014 generally off-topic and devoid of facts \u2014 and then doubled down on this variety of topics in a <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/115271135823530018\" target=\"_blank\" rel=\"nofollow noopener\">Truth Social post<\/a> Friday.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18ryco000v3b6n2ocf7q80@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Simultaneously, the administration has imposed sweeping cuts on federal health research spending and <a href=\"https:\/\/www.cnn.com\/2025\/05\/08\/politics\/universities-medical-research-funding-frozen-trump-diversity-purge#:~:text=Beyond%20hundreds%20of%20grants%20citing,%2C%202021%20in%20Louisville%2C%20Kentucky.&amp;text=%E2%80%9CHHS%20grants%20will%20only%20go,or%20not%20discovered%20at%20all.%E2%80%9D\" rel=\"nofollow noopener\" target=\"_blank\">rescinded grants to an array of prominent universities<\/a> (mostly in blue cities) over their policies on unrelated issues, such as diversity in admissions. Looming is a potential fight over access to the abortion medication mifepristone: <a href=\"https:\/\/www.thegatewaypundit.com\/2025\/09\/trump-admin-rfk-jr-moves-address-assess-safety\/\" target=\"_blank\" rel=\"nofollow noopener\">In a letter to state Republican attorneys general last week<\/a>, Kennedy signaled receptivity to rolling back changes the FDA approved under Obama and Biden that allowed patients to access the drug without visiting a doctor.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/09\/05-gettyimages-2214924824.jpg\" alt=\"Capitol Police remove a wheel-chair bound protestors from a Energy And Commerce Committee hearing involving buget reconciliation, on May 13.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1600\" width=\"2400\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18pmgh000m3b6nvwqdg0h3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The debate over the Medicaid cuts in the reconciliation bill \u2014 and the enhanced ACA subsidies in this week\u2019s likely shutdown \u2014 sort the parties in familiar ways. <a href=\"https:\/\/www.cnn.com\/2025\/02\/04\/politics\/gop-trump-agenda-plans-analysis\" rel=\"nofollow noopener\" target=\"_blank\">Just as President Bill Clinton did in repeated confrontations with the Newt Gingrich-led Republican Congress in the 1990s<\/a>, Democrats today are arguing that Republicans are cutting health care programs for average families to fund tax cuts for the rich.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18pmgh000n3b6nrb2s83bk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Republicans and conservatives in turn maintain that they are merely trying to demand work and personal responsibility from those receiving Medicaid, and that spending on the program will continue to grow, just not as fast as previously projected. \u201cIt\u2019s a slower rate of growth; it\u2019s not a cut,\u201d Cannon said. Trump, Kennedy and other administration officials have also stressed that argument. But so did Gingrich, without much success, in the 1990s when Clinton revived his presidency by condemning the GOP budget plans with much the same arguments Democrats are wielding today.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18pmgh000o3b6nv87h8p1l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The twist is that Kennedy and his allies present the perennial core of this debate \u2014 the dispute about how much government should spend to expand insurance coverage \u2014 as largely irrelevant to public health. Kennedy has dismissed the implications of reducing Medicaid spending (\u201cDo you think\u2026the $900 billion that we\u2019re sending to Medicaid every year has made Americans healthy?\u201d he asked <a href=\"https:\/\/www.rev.com\/transcripts\/rfk-jr-confiramation-hearing-day-one\" target=\"_blank\" rel=\"nofollow noopener\">at his confirmation hearing<\/a>) and <a href=\"https:\/\/www.rev.com\/transcripts\/rfk-jr-senate-finance-committee-hearing\" target=\"_blank\" rel=\"nofollow noopener\">said<\/a> that worrying whether insurers or patients pay for care amounts to \u201crearranging deck chairs on the Titanic\u201d while Americans suffer from over-medication, poor diets and unhealthy lifestyles.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18pmgh000p3b6n1vdnvyhq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The partisan grooves are not cut nearly as deeply on the post-Covid fights that Kennedy and his allies emphasize. Wright, from Families USA, says the confrontations over vaccines and federal research spending present challenges to progressive advocates because they involve aspects of the health care system that have not been controversial before.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18pmgh000q3b6nw49ebcyk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe have the muscle (memory) about defending the ACA and Medicaid,\u201d Wright said. \u201cWhereas some of these other attacks are novel and I think some groups are still finding their voice on how to incorporate them.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/09\/07-2025-09-04t164122z-210145702-rc24lgauhz3a-rtrmadp-3-usa-health-cdc.jpg\" alt=\"Health and Human Services Secretary Robert F. Polls find that while there is support for work requirements in Medicaid, <a href=\"https:\/\/www.kff.org\/medicaid\/kff-health-tracking-poll-views-of-the-one-big-beautiful-bill\/\" target=\"_blank\" rel=\"nofollow noopener\">most Americans oppose the reconciliation bill\u2019s large cuts<\/a>, particularly when they are tied to tax cuts primarily benefiting the affluent.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18slm9000x3b6n2jyvl0an@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Public support for the ACA has remained elevated since the 2017 repeal fight: Last June, <a href=\"https:\/\/www.kff.org\/medicaid\/kff-health-tracking-poll-views-of-the-one-big-beautiful-bill\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">a KFF survey<\/a> found that two-thirds of Americans viewed the law favorably, <a href=\"https:\/\/www.kff.org\/interactive\/kff-health-tracking-poll-the-publics-views-on-the-aca\/#?response=Favorable--Unfavorable&amp;aRange=twoYear\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">the highest share ever<\/a>. <a href=\"https:\/\/www.kff.org\/public-opinion\/kff-the-washington-post-survey-of-parents\/#c1001c76-8dd1-4230-8b89-58d04f9f1cba--h-parents-views-of-vaccine-safety-and-importance\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Surveys by KFF and the Washington Post<\/a>, <a href=\"https:\/\/www.cbsnews.com\/news\/cbs-news-poll-vaccines-americans-more-available-rfk-jr\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">as well as CBS<\/a>, have found that overwhelming majorities of American parents, including a preponderant share of Republicans, support school vaccination mandates and believe the major childhood vaccinations are safe. <a href=\"https:\/\/poll.qu.edu\/poll-release?releaseid=3932\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">In a Quinnipiac University survey released last week<\/a>, disapproval of Kennedy\u2019s job performance exceeded approval by 21 percentage points.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18pmgh000t3b6n9i6bmktl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Tony Fabrizio, one of Trump\u2019s lead pollsters in the 2024 campaign, warned in two public memos this summer that the administration was staking precarious ground in the key health care debates. \u201cWhile there remains partisan polarization around COVID vaccines,\u201d Fabrizio and his partner Bob Ward <a href=\"https:\/\/fabrizioward.com\/wp-content\/uploads\/2025\/09\/vaccine-attitudes-voter-survey-memo-08-26-25.pdf\" target=\"_blank\" rel=\"nofollow noopener\">wrote<\/a>, it would be \u201cfolly\u201d to assume that meant \u201cRepublican voters are against all vaccinations.\u201d Moreover, they added, \u201csupport for vaccines is sky-high among Swing voters.\u201d <a href=\"https:\/\/fabrizioward.com\/wp-content\/uploads\/2025\/07\/pup-tcd-tax-credit-survey-memo.pdf\" target=\"_blank\" rel=\"nofollow noopener\">In another memo<\/a>, they warned that \u201cbroad bi-partisan\u201d majorities, including \u201csolid majorities of Trump voters and Swing voters\u201d support extending the enhanced ACA subsidies.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/09\/08-gettyimages-2223280471.jpg\" alt=\"Fake gravestones to signify the Somoa Measles victims of 2019 sit in the grass outside the US Capitol, as healthcare professionals join lawmakers for a news conference ahead of Robert F. But these polling results signal that the movement\u2019s reach remains limited. Levitt says Kennedy\u2019s hostility to vaccines is eclipsing other elements of his message \u2014 such as his critiques of food additives \u2014 that have broader appeal. Even Cannon, who is sympathetic to some of Kennedy\u2019s goals, said, \u201cthere is really no countervailing political pressure to curtail the government\u2019s growing involvement in health care.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18upkq00143b6n3wm9xuqy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            If anything, the intensifying health care fights of Trump\u2019s second term look like a classic wedge issue for Democrats, in that they unite their side and divide the other party. While virtually all Republicans voted for the reconciliation bill that included the big Medicaid reductions, the party is openly feuding over whether to extend the ACA subsidies. Meanwhile, Kennedy\u2019s attacks on accepted scientific consensus <a href=\"https:\/\/www.cnn.com\/2025\/09\/07\/politics\/covid-vaccines-rfk-monarez-trump-public-health-analysis\" rel=\"nofollow noopener\" target=\"_blank\">are generating more open dissent from Senate Republicans<\/a> <a href=\"https:\/\/nypost.com\/2025\/09\/23\/us-news\/gop-sen-bill-cassidy-breaks-with-trump-on-linking-tylenol-to-autism-not-the-case\/\" target=\"_blank\" rel=\"nofollow noopener\">such as Louisiana Sen. Bill Cassidy<\/a>, a physician and chair of the Health, Education, Labor and Pensions Committee.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18upkq00153b6njmojw4fj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            For Democrats, there\u2019s one other big incentive to lean into the health care debate. While polling generally shows the party facing some of its worst public assessments in decades \u2014 with voters usually preferring the GOP by substantial margins on the economy, immigration and crime \u2014 surveys consistently show that more Americans trust Democrats on health care and vaccines.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18upkq00163b6ncr2me1wt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            <a href=\"https:\/\/d3nkl3psvxxpe9.cloudfront.net\/documents\/cbsnews_20250608_1_updated.pdf\" target=\"_blank\" rel=\"nofollow noopener\">In CBS News\/YouGov polling in June<\/a>, for example, substantially more voters said they trusted the Democratic Party than the Republican Party to handle health care. And a <a href=\"https:\/\/www.cbsnews.com\/news\/cbs-news-poll-vaccines-americans-more-available-rfk-jr\/\" target=\"_blank\" rel=\"nofollow noopener\">CBS News\/YouGov poll this month<\/a> showed 74% percent of Americans want the government to make vaccines more available \u2014 which is generally the Democratic position.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg2bero700033b6nfnz9edju@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n             The implications of Republican policies for the \u201chealth of Americans is more obvious to voters than it ever has been,\u201d said Democratic pollster Geoff Garin, who has polled extensively on the issue for years. \u201cThe Medicaid cuts are a huge part of that, but so are the massive cuts in medical research and Kennedy\u2019s anti-vaccine mania. These things have broken through to voters to a significant degree, and there is good reason to expect that the GOP war on healthcare will be high profile in next year\u2019s campaigns.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18upkq00173b6nest1c0zb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Health care alone can\u2019t solve all the Democrats\u2019 2026 challenges. But the aggressive actions by Trump and Kennedy are raising the relevance of one of the few issues where the public intrinsically places more trust in Democrats.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg18upkq00183b6namu3z4zc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Although Republicans failed to repeal the ACA in Trump\u2019s first term, <a href=\"https:\/\/www.cnn.com\/2018\/05\/08\/politics\/election-2018-republicans-democrats-taxes-health-care-aca\" rel=\"nofollow noopener\" target=\"_blank\">the attempt still cost the party in the 2018 midterm election<\/a>. This time, Trump has made much more progress at advancing his health care agenda.
