In Europe, where Trump said leaders had been \u201cvery much involved\u201d in the process of developing the proposal, France\u2019s President Emmanuel Macron welcomed Washington\u2019s commitment to ending the war in Gaza and securing the release of the remaining 48 hostages, the living and the dead.<\/p>\n
\u201cI expect Israel to engage resolutely on this basis,\u201d he wrote in a statement published on X.\u00a0 \u201cHamas has no choice but to immediately release all hostages and follow this plan.<\/p>\n
Neighboring Italy also said it welcomed the proposal to end the war, which is approaching its third year, and reiterated that it was ready to play its part in close coordination with the United States, European partners, and regional actors.<\/p>\n

(Andreas Solaro\/AFP)<\/p>\n \u201cHamas, in particular \u2013 having initiated this war with the barbaric terrorist attack of October 7, 2023 \u2013 now has the opportunity to end it by releasing the hostages, agreeing to have no role in Gaza\u2019s future, and fully disarming\u201d, the statement added.<\/p>\n Trump\u2019s 20-point plan, if accepted by both sides, will immediately put an end to the fighting in Gaza and ensure that all remaining hostages are freed within 72 hours. Hamas members who commit to peaceful coexistance and to decommission their weapons will be given amnesty, and those who wish to leave Gaza will be provided safe passage.<\/p>\n Aid will then flow into the war-torn enclave, and a process of demilitarizing, deradicalizing, and redeveloping the Strip will begin.<\/p>\n A transitional government of Palestinian technocrats will be established, alongside an international advisory board chaired by Trump and including former UK prime minister Tony Blair. A temporary international security force (ISF) will be deployed to the Strip, which will gradually take over from the IDF as it withdraws.<\/p>\n Meanwhile, the Palestinian Authority will undergo long-demanded reforms until it is determined that the conditions are in place for a \u201ccredible pathway to Palestinian self-determination and statehood.\u201d<\/p>\n The plan does not provide a timeline for this, choosing instead to leave it open-ended.<\/p>\n Hamas has yet to respond to the plan, although Qatari news outlet Al Jazeera reported that Qatar and Egypt had conveyed it to the terror group, and that the Hamas delegation promised to examine the proposal \u201cresponsibly.\u201d<\/p>\n In the event that Hamas rejects the proposal or delays its implementation, the proposal states that the plan will be implemented in \u201cterror-free areas\u201d handed over from the IDF to the ISF.<\/p>\n \t Palestinians look through rubble following an Israeli airstrike on a house in the Shati refugee camp, west of Gaza City, September 26, 2025. (Fathi Ibrahim\/FLASH90)<\/p>\n Former British prime minister Blair, whom the plan envisions as serving on the international advisory board overseeing a new Gaza government, praised Trump\u2019s \u201cbold and intelligent plan\u201d on Monday night, in his first public statement on the matter.<\/p>\n \u201cPresident Trump has put down a bold and intelligent plan which, if agreed, can end the war, bring immediate relief to Gaza, the chance of a brighter and better future for its people, whilst ensuring Israel\u2019s absolute and enduring security and the release of all hostages,\u201d Blair said, adding that it \u201coffers us the best chance of ending two years of war, misery and suffering.\u201d<\/p>\n \u201cI thank President Trump for his leadership, determination and commitment,\u201d Blair said.<\/p>\n Trump\u2019s \u201cwillingness to chair the Board of Peace to oversee the new Gaza is a huge signal of support and confidence in the future of Gaza, of the possibility of Israelis and Palestinians finding a path to peace, and of the potential for a broader regional and global alliance to counter the forces of extremism and promote peace and prosperity between nations,\u201d continued the former prime minister, who led Britain from 1997 until 2007.<\/p>\n Trump\u2019s plan borrows heavily from Blair\u2019s own proposal to create a transitional Palestinian government to administer the Strip after the war, which was first revealed<\/a> by The Times of Israel.<\/p>\n \t Britain\u2019s former prime minister Tony Blair speaks during a session at the World Economic Forum in Tianjin on June 24, 2025. (Jade Gao\/AFP)<\/p>\n British Prime Minister Keir Starmer, who hails from the same party as Blair, also threw his support behind Trump\u2019s vision, saying that the UK was urging \u201call sides to come together and to work with the US Administration to finalize this agreement and bring it into reality.\u201d<\/p>\n \u201cHamas should now agree to the plan and end the misery, by laying down their arms and releasing all remaining hostages,\u201d Starmer said, adding that the UK was ready to work with its partners to\u00a0\u201cdeliver a sustainable peace, where Palestinians and Israelis can live side by side in safety and security.\u201d<\/p>\n Meanwhile, German Foreign Minister Johann Wadephul said the Trump plan \u201coffers a unique opportunity to end the terrible war in Gaza.\u201d<\/p>\n \u201cFinally, there is hope for Israelis and Palestinians that this war could soon be over,\u201d he added.<\/p>\n Times of Israel staff contributed to this report.<\/p>\n
