{"id":183543,"date":"2025-10-01T22:07:10","date_gmt":"2025-10-01T22:07:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/183543\/"},"modified":"2025-10-01T22:07:10","modified_gmt":"2025-10-01T22:07:10","slug":"fcc-tries-to-speed-up-broadband-buildouts-but-cuts-school-wi-fi-support","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/183543\/","title":{"rendered":"FCC Tries to Speed Up Broadband Buildouts But Cuts School Wi-Fi Support"},"content":{"rendered":"<p>Don&#8217;t miss out on our latest stories. <a href=\"https:\/\/www.google.com\/preferences\/source?q=pcmag.com\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">Add PCMag<\/a> as a preferred source on Google.<\/p>\n<p>The FCC took two steps forward and one step back in making broadband internet more widely available, voting Tuesday to speed wired and wireless broadband buildouts and then cutting off federal funding for two school Wi-Fi programs.\u00a0<\/p>\n<p>The proposals from <a href=\"https:\/\/www.pcmag.com\/opinions\/fcc-chairman-brendan-carr-was-against-censorship-before-he-was-for-it-kimmel\" target=\"_self\" rel=\"nofollow noopener\">FCC Chair Brendan Carr<\/a> to try to lower state and local obstacles to building broadband infrastructure\u2013a key part of the <a href=\"https:\/\/www.pcmag.com\/news\/fcc-chairs-build-agenda-for-broadband-expansion-looks-familiar\" target=\"_self\" rel=\"nofollow noopener\">\u201cBuild Agenda\u201d he announced in July<\/a>\u2013won unanimous support from the three members of what\u2019s normally a five-person commission. They agreed to begin writing rules to limit how municipalities and states can impose requirements and costs on cell sites, which stands to benefit wireless carriers.<\/p>\n<p>The <a href=\"https:\/\/docs.fcc.gov\/public\/attachments\/FCC-25-67A1.pdf\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">51-page Notice of Proposed Rulemaking<\/a> covers such issues as \u201cconcealment\u201d rules that require wireless carriers to <a href=\"https:\/\/www.pcmag.com\/news\/7-cell-towers-having-an-identity-crisis\" target=\"_self\" rel=\"nofollow noopener\">camouflage cell towers as trees<\/a>, one-time application and recurring access charges, how long permits take to be issued, and dispute-resolution processes.<\/p>\n<p>The FCC didn\u2019t lend the same hand to wireline providers, instead <a href=\"https:\/\/www.fcc.gov\/document\/accelerating-wireline-infrastructure-buildout-0\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">voting 3-0<\/a> to launch an <a href=\"https:\/\/docs.fcc.gov\/public\/attachments\/FCC-25-66A1.pdf\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">inquiry<\/a>, an earlier stage in its <a href=\"https:\/\/www.fcc.gov\/general\/rulemaking\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">rulemaking process<\/a>, that asks for comment on whether and how the FCC could \u201crequire state and local governments to process applications to access and use public rights-of-way in a timely manner and limit their fees and other demands for compensation as necessary to avoid prohibitive financial burdens.\u201d<\/p>\n<p>(It doesn\u2019t mention steep fees charged by railroads for broadband lines that cross their tracks, an <a href=\"https:\/\/cardinalnews.org\/2025\/05\/23\/virginia-supreme-court-examining-new-law-rules-in-railroads-favor-against-internet-provider\/\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">issue that\u2019s come up in Virginia<\/a>.)<\/p>\n<p>Permitting holdups are a serious issue for wired broadband, as former National Telecommunications and Information Administration Director Alan Davidson <a href=\"https:\/\/www.pcmag.com\/news\/white-house-tips-42b-for-broadband-buildout-how-much-does-your-state-get\" target=\"_self\" rel=\"nofollow noopener\">acknowledged in an interview last March<\/a>.\u00a0That agency is in charge of the <a href=\"https:\/\/www.pcmag.com\/news\/white-house-tips-42b-for-broadband-buildout-how-much-does-your-state-get\" target=\"_self\" rel=\"nofollow noopener\">$42 billion nationwide broadband buildout effort<\/a> launched by the 2021 infrastructure law. Keep an eye on your inbox!<\/p>\n<p>Harold Feld, SVP at <a href=\"https:\/\/publicknowledge.org\/\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">Public Knowledge<\/a>, agreed that there are important issues here, saying, \u201cYou don\u2019t want to ignore tower siting.\u201d But he questioned how much authority the FCC has to overrule states and localities, especially after it has moved so aggressively to deregulate broadband providers by <a href=\"https:\/\/www.pcmag.com\/news\/court-ruling-kills-net-neutrality-rules-that-were-already-doomed\" target=\"_self\" rel=\"nofollow noopener\">killing net-neutrality rules<\/a> and <a href=\"https:\/\/www.pcmag.com\/news\/fcc-chairman-moves-to-eliminate-net-neutrality-regulations\" target=\"_self\" rel=\"nofollow noopener\">renouncing its basic regulatory authority over them<\/a>.\u00a0\u201cAt the end of the day, the power of the FCC in this area is very limited,\u201d he said.\u00a0<\/p>\n<p>&#8216;Turning the Digital Divide Into a Digital Chasm&#8217;<\/p>\n<p>The commission does, however, clearly control how it hands out its own broadband subsidies, and on Tuesday, its Republican members\u2013Carr and Olivia Trusty, confirmed by the Senate in June after <a href=\"https:\/\/www.pcmag.com\/news\/whos-running-the-fcc-surprise-resignation-reduces-the-agency-to-a-duo\" target=\"_self\" rel=\"nofollow noopener\">the surprise resignation of Nathan Simington<\/a>\u2013voted to cut off funds that supported schools putting <a href=\"https:\/\/www.fcc.gov\/document\/fcc-end-unlawful-inclusion-school-bus-wi-fi-through-e-rate-0\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">Wi-Fi hotspots on buses<\/a> and <a href=\"https:\/\/www.fcc.gov\/document\/fcc-reverses-unlawful-expansion-covid-era-wi-fi-hotspots-program-0\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">loaning them to students<\/a>.<\/p>\n<p>        Recommended by Our Editors<\/p>\n<p>The commission had launched those subsidies under\u00a0the previous chair, <a href=\"https:\/\/www.pcmag.com\/news\/biden-nominates-rosenworcel-fcc-chair\" target=\"_self\" rel=\"nofollow noopener\">Jessica Rosenworcel,<\/a>\u00a0to narrow\u00a0<a href=\"https:\/\/www.pcmag.com\/news\/fcc-proposes-funding-wi-fi-on-school-buses-to-close-the-homework-gap\" target=\"_self\" rel=\"nofollow noopener\">what that Democratic appointee called \u201cthe homework gap<\/a>,&#8221; or how inadequate or nonexistent broadband at students\u2019 homes can hobble their homework.\u00a0<\/p>\n<p>Carr and Trusty held that schools offering broadband off-site did not match the \u201cbest reading\u201d of the Telecommunications Act\u2019s <a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/254\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">universal-service provisions<\/a>; with their decision, the commission will deny pending and future funding requests to cover those services.<\/p>\n<p>Democratic Commissioner <a href=\"https:\/\/www.pcmag.com\/news\/fcc-commissioner-slams-agency-efforts-to-weaponize-our-licensing-authority\" target=\"_self\" rel=\"nofollow noopener\">Anna Gomez<\/a> voted against Carr\u2019s proposals to terminate those funding programs and released nearly identical <a href=\"https:\/\/docs.fcc.gov\/public\/attachments\/FCC-25-62A3.pdf\" target=\"_blank\" title=\"(Opens in a new tab)\" rel=\"nofollow noopener\">statements<\/a>, calling each a rushed decision that disregarded the latitude Congress gave to the FCC to support schools and ignored real-world conditions, such as the average school-bus commute time of more than 50 minutes in Arkansas.<\/p>\n<p>Both statements concluded with the same line: \u201cBecause I cannot support turning the digital divide into a digital chasm, I dissent.&#8221;<\/p>\n<p>        About Our Expert<\/p>\n<p>                                                            <img decoding=\"async\" class=\"size-[60px] shrink-0 overflow-hidden rounded-full bg-gray-100 ring ring-white\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/10\/01Epj6unemT5Msa6Da9meXJ.fit_lim.size_100x100.v1632417964.jpg\" alt=\"Rob Pegoraro\"\/><\/p>\n<p>Experience<\/p>\n<p>Rob Pegoraro writes about interesting problems and possibilities in computers, gadgets, apps, services, telecom, and other things that beep or blink.
