Mr. Carney helped establish the Net-Zero Banking Alliance while serving as a UN special envoy on climate action and finance.POOL New\/AFP\/Getty Images<\/p>\n<p class=\"c-article-body__text text-pr-5\">Almost exactly four years after Prime Minister Mark Carney convinced Canada\u2019s largest financial institutions to join a global alliance committing them to net-zero emissions related to their lending, the organization is shutting down.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Net-Zero Banking Alliance (NZBA), which Mr. Carney helped to establish in April, 2021, while serving as a United Nations special envoy on climate action and finance, ceased operations Friday after losing most of its membership. Political pressure from Republican lawmakers in the United States led the NZBA\u2019s largest <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-us-banks-quitting-climate-alliance-ahead-of-trump-taking-office\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-us-banks-quitting-climate-alliance-ahead-of-trump-taking-office\/\">American members to abandon the group<\/a> in late 2024 and <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-bmo-quits-global-banking-alliance-aimed-at-meeting-climate-goals\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-bmo-quits-global-banking-alliance-aimed-at-meeting-climate-goals\/\">all of Canada\u2019s largest lenders also bailed<\/a> earlier this year.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Prime Minister\u2019s office did not respond to a request for comment.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-industrial-carbon-pricing-system-mess-carney\/\" rel=\"nofollow noopener\" target=\"_blank\">Analysis: Canada\u2019s industrial carbon pricing system is a mess. Here\u2019s how Carney can fix it<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">When the NZBA was first established ahead of the 26th UN Climate Change Conference of the Parties, or COP26, Vancouver City Savings Credit Union was the sole Canadian member of the group that included 63 financial institutions from 32 countries with US$40-trillion in assets. Royal Bank of Canada, Toronto-Dominion Bank, Bank of Nova Scotia, Bank of Montreal, Canadian Imperial Bank of Commerce and National Bank of Canada <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-canadas-big-banks-join-carneys-net-zero-banking-alliance\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-canadas-big-banks-join-carneys-net-zero-banking-alliance\/\">jointly announced plans to join the group in October, 2021<\/a>.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The NZBA went on to <a href=\"https:\/\/www.unepfi.org\/net-zero-banking\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.unepfi.org\/net-zero-banking\/\">publish more than a dozen reports<\/a> that, according to its website, helped almost 150 banks around the world develop climate-related business strategies and set more than 500 sectoral net-zero targets.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Following a widespread <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-dei-esg-backlash-canadian-companies\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-dei-esg-backlash-canadian-companies\/\">backlash to climate-related corporate initiatives<\/a> that accelerated after the election victory of U.S. President Donald Trump in November, 2024, businesses started a mass exodus from environmentally focused groups.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Net Zero Asset Managers Initiative (NZAMI), the sister organization to the NZBA for institutional investors that had more than 325 members managing a combined US$57.5-trillion in assets, <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-net-zero-asset-managers-suspend-operations-in-wake-of-blackrocks\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-net-zero-asset-managers-suspend-operations-in-wake-of-blackrocks\/\">also suspended operations<\/a> in January after its largest member \u2013 BlackRock Inc. \u2013 decided to leave.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Shortly before leaving the NZBA, the chief executives of RBC and BMO suggested the alliance was no longer the best mechanism for financial institutions to pursue their climate goals.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cIf our countries have an objective to get to a certain point, we will be part of that, and therefore pulling out of NZBA hypothetically doesn\u2019t lead to non-commitment to net-zero climate change,\u201d RBC CEO Dave McKay said at a Jan 8 conference, one week before <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-rbc-bmo-signal-future-of-climate-finance-alliance-in-flux-after-us\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-rbc-bmo-signal-future-of-climate-finance-alliance-in-flux-after-us\/\">the lender left the alliance<\/a>. \u201cIt just means that mechanism, that organization that fostered oversight and policies and rules around what you can and can\u2019t do and how you report, maybe that is not the right mechanism to do it.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Speaking at the same conference, BMO CEO Darryl White said the bank was still committed to climate transition, but added, \u201cWe also have a commitment, particularly here in Canada, to our legacy energy customers, and we will not abandon that.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWhat mechanism you choose to join or bodies that you choose to align with to enforce that \u2013 that\u2019s just a pathway,\u201d Mr. White said. \u201cThe ultimate goal is
