A copy of Joly\u2019s prepared remarks was provided to CTV News in advance. <\/p>\n<p class=\"c-paragraph\">It details how the Liberals intend to bolster key domestic sectors \u2013 steel, aluminum, lumber and auto \u2013 that are struggling under U.S. President Donald Trump\u2019s unrelenting tariffs.<\/p>\n<p class=\"c-paragraph\">The strategy has three main pillars: protecting jobs, creating jobs, and attracting investment and talent, all with the aim of unlocking Canada\u2019s economic potential through building up this country\u2019s industrial base.<\/p>\n<p class=\"c-paragraph\">Joly is set to frame the strategy as a way to solidify Canadian sovereignty at a time of considerable global instability and shifting dynamics around trade, defence, and security.
