{"id":215026,"date":"2025-10-15T14:49:12","date_gmt":"2025-10-15T14:49:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/215026\/"},"modified":"2025-10-15T14:49:12","modified_gmt":"2025-10-15T14:49:12","slug":"national-licensing-system-would-increase-mobility-for-doctors-health-minister-says","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/215026\/","title":{"rendered":"National licensing system would increase mobility for doctors, health minister says"},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/TGHGDUDZR5BMLOOKQDHZGN4GYA.JPG?auth=0966ef660d510dc3515dc97667eba54435c41f4a8116692c61a8b41852ae6dc5&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Health Minister Marjorie Michel during Question Period on Parliament Hill in Ottawa, on Oct. 2.Adrian Wyld\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">Canada\u2019s Health Minister wants to introduce legislation to improve labour mobility for <a href=\"https:\/\/www.theglobeandmail.com\/topics\/health-care\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/health-care\/\">health care<\/a> workers, mirroring a recent federal bill that removed barriers to interprovincial movement but did not specifically include physicians, nurses and other health professionals.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Future legislation would be similar to <a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-what-is-bill-c-5-one-canadian-economy-act\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/canada\/article-what-is-bill-c-5-one-canadian-economy-act\/\">Bill C-5<\/a> and could feature a national licensing system for health care workers, Health Minister Marjorie Michel said in an interview. Bill C-5 was approved by the House of Commons in June and sets out to fast track major nation-building projects. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The shortage of primary-care providers in Canada is a key concern for the country\u2019s health care system. It\u2019s estimated that five million Canadians lack access to a family doctor or nurse practitioner.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cHealth care was not part of C-5, but that doesn\u2019t mean that we don\u2019t have to work all together to see how we can improve mobility,\u201d Ms. Michel said.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/life\/health-and-fitness\/article-yellowknife-hospital-emergency-room-substitute-physicians-shortage\/\" rel=\"nofollow noopener\" target=\"_blank\">When this hospital couldn\u2019t staff its ER, doctors were asked to name their price<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">It\u2019s not clear exactly what the legislation would entail, but interprovincial mobility is one of the topics Ms. Michel said will be on the table when federal, provincial and territorial health ministers meet in Calgary on Thursday and Friday. She said reaching consensus among the provinces and territories will be crucial, however, because health care is ultimately their jurisdiction.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Earlier this year, federal, provincial and territorial governments announced they had agreed to <a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-doctors-hopeful-governments-will-slash-interprovincial-barriers-that\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/canada\/article-doctors-hopeful-governments-will-slash-interprovincial-barriers-that\/\">take down internal trade barriers and improve labour mobility<\/a> in response to U.S. tariff threats. B.C. Premier David Eby said part of the eventual goal was to eliminate barriers so teachers, doctors and nurses could \u201cmove seamlessly between provinces.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">It\u2019s currently expensive and burdensome for doctors to obtain approval to practise across provincial lines. Advocates have long called for reforms that would allow physicians to more easily move across the country, for example by introducing pan-Canadian licensure.<\/p>\n<p class=\"c-article-body__text text-pr-5\">While some provinces and territories have hesitations about the removal of barriers, Ms. Michel said they remain open to the idea. She said the federal government would ultimately play a \u201cleadership role\u201d to help provinces and territories reach a preferred outcome.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cI think one of the challenges \u2013 the fear, I would say, from some provinces \u2013 is the fact that we have a lack of health professionals and they are just scared to lose their professionals to another province,\u201d she said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Ahead of this week\u2019s meeting, the Canadian Medical Association (CMA), the advocacy organization, which represents more than 75,000 physicians, urged the federal government to introduce legislation focused on improving physician mobility, directly referencing Bill C-5 and calling on the government to \u201cbring health worker mobility through the finish line.\u201d The CMA said the current system hampers access to care, particularly in rural and Indigenous communities.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-interest-from-us-doctors-looking-to-work-in-canada-has-spiked-but-few\/\" rel=\"nofollow noopener\" target=\"_blank\">Interest from U.S. doctors looking to work in Canada has spiked, but few have made the move<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Margot Burnell, president of the CMA, said in an interview Tuesday that the association would welcome federal intervention.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThis would help with the mobility of physicians across the country and would certainly help with servicing areas in rural, remote parts of our country.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">She said that legislation would hopefully encompass physicians, nurse practitioners and other allied health professionals who are in good standing.
