It only took 24 hours for a high-risk offender in Kitchener to be re-arrested.<\/p>\n
Regional police say 60-year-old Kevin Koehler was arrested on October 17 after receiving reports that he had allegedly been seen breaching the conditions of his release.<\/p>\n
A public alert<\/a> was issued on October 16 by the Waterloo Regional Police Service\u2019s Offender Management Unit saying that Koelher was released<\/a> back into the community in Kitchener after completing a sentence for manslaughter, which he was convicted of in 2013.<\/p>\n According to police, Koehler was listed as a high-risk offender due to his \u201cextensive\u201d history of violent offence convictions, including assault, assault with a weapon, criminal negligence causing death and assault police. He also posed a significant risk to the public and had a high risk to reoffend.<\/p>\n He was bound by the following conditions:<\/p>\n Notify immediately of any change in address<\/p>\n Make no attempt to contact directly or indirectly with any past victims, or family members of the victims or witnesses in the cases he was convicted<\/p>\n To abide by a curfew, and to remain in his residence between the hours of 11:00 p.m. to 5:00 a.m.<\/p>\n To abstain from purchase and\/or consumption of any alcoholic beverage or controlled substances unless prescribed by an Ontario Physician.\u00a0<\/p>\n He was held for a bail hearing, where he was remanded and ordered to be held until his court date.<\/p>\n","protected":false},"excerpt":{"rendered":"It only took 24 hours for a high-risk offender in Kitchener to be re-arrested.
