The company said this week it would end production of the Chevrolet BrightDrop electric parcel van at the plant.Mark Spowart\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">Ottawa\u2019s move to impose tariffs on some vehicles imported by General Motors <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/GM-N\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/GM-N\/\">GM-N<\/a> and Stellantis NV <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/STLA-N\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/STLA-N\/\">STLA-N<\/a> will harm Canada\u2019s manufacturing sector and drive off investments, the Detroit Three automakers say.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The government of Canada on Thursday said it will <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-stellantis-gm-ottawa-import-restrictions-us-tariffs-production-cuts\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-stellantis-gm-ottawa-import-restrictions-us-tariffs-production-cuts\/\">reduce the number of vehicles<\/a> the carmakers can import tariff-free, in response to production shifts by the two automakers that could cost thousands of jobs in Ontario. Finance Minister Fran\u00e7ois-Philippe Champagne said on social media the tariffs are a \u201cclear consequence\u201d of the \u201cdeeply disappointing\u201d shifts by Stellantis and GM.\u00a0\u00a0<\/p>\n<p class=\"c-article-body__text text-pr-5\">Brian Kingston, president of the Canadian Vehicle Manufacturers\u2019 Association, which represents GM, Stellantis and Ford Motor Company <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/F-N\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/F-N\/\">F-N<\/a> in Canada, called Canada\u2019s retaliation \u201can unforced error at the worst possible time.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe share the government\u2019s goal of protecting Canada\u2019s auto industry and its workers,\u201d Mr. Kingston said. Tariffs on automakers in Canada when they are already under enormous pressure from U.S. trade policies only makes a difficult situation worse, he said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">In response to U.S. President Donald Trump\u2019s 25-per-cent tariffs on imported vehicles, Canada launched a tariff remissions plan for the automakers that assemble cars domestically. The cars these companies import from the U.S. remain tariff-free if the automakers maintain a certain investment footprint in Canada. Details of the agreements are confidential.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-canada-auto-sector-us-automakers\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: Canada needs to start thinking about an auto sector without U.S. automakers<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Ottawa determined Stellantis and GM violated the agreements with recent moves: <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-general-motors-results-ev-charge-tariffs\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-general-motors-results-ev-charge-tariffs\/\">GM ended production<\/a> of the Chevrolet BrightDrop electric parcel van in Ingersoll, Ont., costing 1,150 jobs; and <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-stellantis-shifts-jeep-production-to-illinois-from-brampton\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-stellantis-shifts-jeep-production-to-illinois-from-brampton\/\">Stellantis moved planned production<\/a> of the Jeep Compass to Illinois from Brampton, Ont., where about 3,000 are laid off.<\/p>\n<p class=\"c-article-body__text text-pr-5\">In a letter to GM Canada president Kristian Aquilina, Mr. Champagne also highlighted declining production of the Chevrolet Silverado at GM\u2019s Oshawa plant. GM has been boosting the pickup truck\u2019s output at U.S. plants, he noted in the letter posted online.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Industry Minister M\u00e9lanie Joly <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-ottawa-threatens-stellantis-lawsuit\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-ottawa-threatens-stellantis-lawsuit\/\">threatened to sue Stellantis<\/a> over the Jeep move, which the automaker made as part of a plan to boost U.S. output by 50 per cent over the next four years, adding more than 5,000 jobs in Illinois, Ohio, Michigan and Indiana.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Kingston said manufacturers facing remissions rules would rather export cars to Canada than build them here and risk being hit with tariffs for making decisions based on changing consumer demands or business requirements.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThis is completely eroding our competitiveness right now for manufacturing,\u201d Mr. Kingston said by phone. \u201cThe tariff regime plus the EV mandate, now we have legal threats being levied to companies.\u00a0It is virtually impossible to imagine a scenario where someone is looking at new investments in Canada under this framework.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Stellantis Brampton factory has been idle for almost two years awaiting a retooling to build the Jeep.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Both automakers say the plants are not permanently closed, and are looking at options for other vehicles to build there.\u00a0<\/p>\n<p class=\"c-article-body__text text-pr-5\">Ontario is home to plants owned by Ford, General Motors, Stellantis, Honda and Toyota.
