{"id":238301,"date":"2025-10-25T02:42:08","date_gmt":"2025-10-25T02:42:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/238301\/"},"modified":"2025-10-25T02:42:08","modified_gmt":"2025-10-25T02:42:08","slug":"ded-stops-awarding-funding-for-business-innovation-act-programs-offers-no-clear-explanation","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/238301\/","title":{"rendered":"DED stops awarding funding for Business Innovation Act programs, offers no clear explanation"},"content":{"rendered":"<\/p>\n<p>The Nebraska Department of Economic Development (DED) has paused funding for three cornerstone programs of Nebraska\u2019s entrepreneurial and startup community: The <a href=\"https:\/\/opportunity.nebraska.gov\/programs\/business\/nif-prototype-grants\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">prototype grant<\/a>, the Small Business Innovation Research and Tech Transfer (<a href=\"https:\/\/siliconprairienews.com\/2025\/10\/at-risk-federal-sbir-funding-is-transformative-for-some-nebraska-startups-even-with-uncertainty-more-should-apply\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">SBIR\/STTR<\/a>) <a href=\"https:\/\/opportunity.nebraska.gov\/programs\/business\/sbir-sttr\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">program<\/a> and the academic research and <a href=\"https:\/\/opportunity.nebraska.gov\/programs\/business\/nebraska-academic-research-and-development-grant\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">development grants<\/a>.<\/p>\n<p>That\u2019s according to a disclaimer on the website for each program that simply reads, \u201cDED is not awarding any Business Innovation Act grant funding at this time.\u201d No explanation is given.\u00a0<\/p>\n<p>\u201cIt appears unlikely that DED will be able to make additional awards during the current fiscal year,\u201d said an email from DED to some members of Nebraska\u2019s startup community. Nebraska\u2019s current fiscal year started on July 1, and runs through June 30, 2026. The email was sent on Thursday and obtained by Silicon Prairie News.\u00a0<\/p>\n<p>\u201cPlease note that this suspension should not impact current awards or the existing Seed Investment contract,\u201d the email stated. The seed investment contract is funding allocated to Invest Nebraska for venture capital.<\/p>\n<p>\u201cThis news is a major disappointment for anyone who cares about the future of Nebraska\u2019s economy,\u201d said <a href=\"https:\/\/siliconprairienews.com\/2023\/08\/prairie-portraits-adriana-cisneros-basulto\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Adriana Cisneros Basulto<\/a>, co-founder and CEO of the HR startup Maxwell. Maxwell was a recipient of a prototype grant, which has been a transformative source of pre-seed funding for many Nebraska startups.<\/p>\n<p>\u201cThis funding, and in particular the prototype grant, is essential seed money that helps entrepreneurs turn a smart idea into a real, market-ready product, create high-wage jobs, and attract outside investment into our state,\u201d Cisneros Basulto said.<\/p>\n<p>\u201cCutting it off risks stalling the momentum in innovation and entrepreneurship we\u2019ve worked so hard to build.\u201d<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"189\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/10\/Screenshot-2025-10-23-at-12.52.31-1024x189.png\" alt=\"\" class=\"wp-image-49144\"  \/>A screenshot of the Nebraska innovation fund prototype grants website with DED\u2019s message about stopping new BIA awards.<\/p>\n<p>In an email, Silicon Prairie News asked DED why no further grants are being made; what the status and use will be for funding that has not been spent from the total $11.7 million allocation to Business Innovation Act programs; and what the legal basis is for the agency to simply stop funding appropriated by the Nebraska Legislature.<\/p>\n<p>In an emailed response to SPN, DED officials said they have so far awarded $7.5 million in the 2025-26 fiscal year. \u201cThe process for awarding the remaining funding in the current year has been paused while the agency evaluates the best pathway forward for this initiative and how to prioritize programs that bring the greatest value to Nebraska,\u201d the statement said.<\/p>\n<p><a href=\"https:\/\/siliconprairienews.com\/2025\/02\/1-17-billion-impact-new-report-shows-business-innovation-act-paying-off\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Research shows<\/a> that the Business Innovation Act, passed in 2011, has been an outsized success for the state. Businesses supported by BIA programs have generated almost $16 in revenue for every one dollar of state investment.\u00a0<\/p>\n<p>Those businesses have also created almost 2,400 direct jobs, while making a $1.17 billion annual economic impact that supports roughly 5,000 total jobs and generates $27 million in state and local tax revenue.<\/p>\n<p>That effect is in line with what Nebraska business and elected leaders say the state needs amid a <a href=\"https:\/\/siliconprairienews.com\/2025\/09\/alarm-bells-ring-on-jobs-and-brain-drain-in-nebraska-but-theres-no-silver-bullet-fix\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">brain drain, job and wage growth<\/a> crisis. \u201cIt\u2019s crazy to stop funding\u201d to BIA programs, said Mike Cassling, chair of the Aksarben board of governors.<\/p>\n<p>\u201cWe should be doing the opposite and investing in programs that work to grow jobs, wages and help all Nebraska families.\u201d<\/p>\n<p>Businesses supported by BIA programs have generated almost $16 in revenue for every one dollar of state investment.\u00a0<\/p>\n<\/p>\n<p>Said Heath Mello, the CEO of the Greater Omaha Chamber: \u201cThe Business Innovation Act has been one of Nebraska\u2019s most effective tools for advancing a modern, technology-driven economy \u2026 Competing for talent and technology growth is a nationwide challenge, and we will continue to work with the governor to ensure our state remains competitive, resilient, and ready for what comes next.\u201d<\/p>\n<p>Business Innovation Act funding <a href=\"https:\/\/statespending.nebraska.gov\/CurrentFiscalYearBudget\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">is a small part<\/a> of the Nebraska state budget. For several years, annual funding hovered around $6 million, scaling up to almost $15 million during the COVID-19 pandemic.\u00a0<\/p>\n<p>But the startup community has worried for months now about the future of the BIA. Roughly $3.7 million was <a href=\"https:\/\/siliconprairienews.com\/2025\/07\/applications-open-for-nebraska-prototype-grant-but-reduced-funding-puts-programs-future-in-question\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">cut from the initiative<\/a> this past legislative session \u2014 less than the $5 million cut <a href=\"https:\/\/siliconprairienews.com\/2025\/04\/a-critical-funding-program-for-early-stage-nebraska-startups-could-face-millions-in-reductions\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">proposed by<\/a> Gov. Jim Pillen.<\/p>\n<p>In July, <a href=\"https:\/\/siliconprairienews.com\/2025\/06\/open-range-launches-to-support-nebraskas-startup-ecosystem\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Open Range<\/a>, a newly-formed backbone organization for the Nebraska startup ecosystem, <a href=\"https:\/\/drive.google.com\/file\/d\/1qEauDh6XSWnw2PU2znUPAgiFbZ7HGnA5\/view?usp=sharing\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">submitted a brief<\/a> to DED advocating for a \u201cdramatic\u201d increase in BIA funding. It pointed to the BIA\u2019s support of early stage startups as a necessary factor in Nebraska, where other funders are often risk-averse to new businesses. This and other factors make the BIA a \u201cvital strategic asset\u201d to Nebraska\u2019s economy, according to the brief.<\/p>\n<p>But the state still has a $95 million <a href=\"https:\/\/nebraskaexaminer.com\/2025\/10\/20\/nebraska-tax-revenues-fall-below-projections-just-before-state-budget-deficit-is-updated\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">projected budget deficit<\/a> and ended the 2024-2025 budget year with $86 million <a href=\"https:\/\/nebraskaexaminer.com\/2025\/07\/15\/nebraska-ends-fiscal-year-86-million-short-on-expected-tax-revenues\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">less than expected<\/a> in tax revenues. Over the next two years, Nebraska is also expected to lose $216 million in tax dollars due to the \u2018Big Beautiful Bill\u2019 passed by Congress on July 4.<\/p>\n<p>Entrepreneurs, business and community leaders are concerned Nebraska will scale back funding and programs like the BIA to reduce the state deficit and for property tax relief, <a href=\"https:\/\/nebraskaexaminer.com\/2025\/06\/16\/nebraska-property-taxes-remain-pillens-top-focus-with-few-strategy-changes-after-recent-defeats\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a focus of Pillen\u2019s administration<\/a>. Startup community leaders see that possibility as a short-sighted decision that will damage the state.<\/p>\n<p>\u201cThe future is a policy choice,\u201d said Scott Henderson, the managing principal for NMotion powered by gener8tor, a startup accelerator in Nebraska. \u201cPast leaders chose to release rainy day funds and prioritize property tax cuts. That caused this budget crisis.\u201d<\/p>\n<p>\u201cBy halting \u2026 BIA awards, today\u2019s state leaders choose to create a future that will have fewer high growth startups,\u201d he said. \u201cThis will mean less tax revenue since startups are the biggest net creators of jobs.\u201d<\/p>\n<p>The move may also signal a pull back on other state economic development initiatives after a time of major investment moves, such as in <a href=\"https:\/\/siliconprairienews.com\/2025\/08\/residents-help-refine-vision-for-north-omaha-innovation-district-at-second-public-workshop\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">North and South Omaha<\/a>. The BIA \u201cand other effective economic development programs need to be in place and grown, not clawed back and dismantled,\u201d said State Sen.
