{"id":247800,"date":"2025-10-29T11:57:10","date_gmt":"2025-10-29T11:57:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/247800\/"},"modified":"2025-10-29T11:57:10","modified_gmt":"2025-10-29T11:57:10","slug":"carmichael-a-reckoning-looms-as-the-u-s-buys-into-canadas-mining-sector","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/247800\/","title":{"rendered":"Carmichael: A reckoning looms as the U.S. buys into Canada\u2019s mining sector"},"content":{"rendered":"<p>When former prime minister Justin Trudeau\u2019s government flushed Chinese investors out of the Canadian mining industry a few years ago, it justified its assault on the free movement of capital as a matter of national security. \u201cWe will act decisively when investments threaten our national security and our critical minerals supply chains, both at home and abroad,\u201d <a href=\"https:\/\/www.cbc.ca\/news\/politics\/ottawa-moves-cut-china-critical-minerals-investment-1.6638859#:~:text=Politics-,Federal%20government%20moves%20to%20cut%20China%20out%20of%20Canadian%20critical,in%20Canadian%20critical%20mineral%20firms.\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a> Fran\u00e7ois-Philippe Champagne, who was industry minister at the time.<\/p>\n<p>Ottawa\u2019s stridency when it comes to autocratic governments buying influence in Canadian mining has softened since then.\u00a0<\/p>\n<p>The personality cult that leads an openly hostile regime recently <a href=\"https:\/\/thelogic.co\/briefing\/u-s-government-takes-stake-in-canadian-lithium-miner\/\" rel=\"nofollow noopener\" target=\"_blank\">authorized<\/a> the purchase of a five per cent stake in Vancouver-based Lithium Americas. Its newly renamed Department of War then bought US$35.6 million of shares in another Vancouver-based miner, Trilogy Metals. The military of an unfriendly government now owns 10 per cent of Trilogy\u2019s shares, enough to <a href=\"https:\/\/trilogymetals.com\/news-and-media\/news\/trilogy-metals-announces-strategic-investment-by-us-federal-government\/\" rel=\"nofollow noopener\" target=\"_blank\">secure<\/a> rights to appoint an independent director to the company\u2019s board. <\/p>\n<p>\t\t\t\t\tRelated Articles<\/p>\n<p>\t<a href=\"https:\/\/thelogic.co\/commentary\/kevin-carmichael-mark-carney-gives-canada-reality-check\/\" rel=\"nofollow noopener\" target=\"_blank\"><br \/>\n\t<img loading=\"lazy\" width=\"768\" height=\"512\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/10\/Mark_Carney_prebudget-Ottawa-Oct_2025-P_Sean_Kilpatrick-CP175197428-1920x1280-1-768x512.jpeg\" class=\"attachment-medium_large size-medium_large wp-post-image\" alt=\"\" decoding=\"async\"  \/>\t<\/a><\/p>\n<p>\t<a href=\"https:\/\/thelogic.co\/commentary\/carmichael-macklem-canada-wake-up\/\" rel=\"nofollow noopener\" target=\"_blank\"><br \/>\n\t<img loading=\"lazy\" width=\"768\" height=\"512\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/10\/Governor_TiffMacklem_TheLogic_NasunaStuart-Ulin-18-768x512.jpg\" class=\"attachment-medium_large size-medium_large wp-post-image\" alt=\"\" decoding=\"async\"  \/>\t<\/a><\/p>\n<p>You\u2019ve identified the foreign entity as the U.S. government, increasingly dominated by President Donald Trump and his MAGA movement. These transactions appear to be part of a grander plan. Earlier this year, Halifax-based Ucore Rare Metals <a href=\"https:\/\/ucore.com\/ucore-and-us-dod-agree-on-us18-4m-initial-construction-funding-for-rare-earth-processing-in-louisiana\/\" rel=\"nofollow noopener\" target=\"_blank\">announced<\/a> that it had received US$18.4 million from the War Department to deploy its newly developed separation technology at a site in Louisiana. \u201cWe\u2019re looking at this as a Manhattan Project,\u201d Ucore chief executive Pat Ryan <a href=\"https:\/\/www.wsj.com\/business\/rare-earth-companies-funding-231d1c85?st=sxzy3B\" rel=\"nofollow noopener\" target=\"_blank\">told<\/a> The Wall Street Journal.\u00a0<\/p>\n<p>Trump has been credibly accused of wanting to <a href=\"https:\/\/www.theguardian.com\/world\/2025\/apr\/29\/canada-election-result-liberal-win-mark-carney-anti-trump\" rel=\"nofollow noopener\" target=\"_blank\">break<\/a> Canada\u2019s economy. Five years ago, Trump <a href=\"https:\/\/financialpost.com\/news\/economy\/bombardier-may-have-failed-but-at-least-it-tried-to-win\" rel=\"nofollow noopener\" target=\"_blank\">hobbled<\/a> the ambitions of Canada\u2019s aerospace industry. Now, he\u2019s going after the automotive and forestry sectors. Last week, Trump said he was increasing duties on Canadian imports because he disliked Ontario\u2019s anti-tariff ad featuring Ronald Reagan.<\/p>\n<p>MAGA has <a href=\"https:\/\/ca.news.yahoo.com\/steve-bannon-likens-congress-duma-083246618.html\" rel=\"nofollow noopener\" target=\"_blank\">turned<\/a> the elected legislature into something akin to a ceremonial body where the Republican majority does the bidding of the leader. Trump talks seriously about wanting to absorb democratic states. His administration displays a troubling disregard for human rights and cronyism. The U.S. now regularly assaults the global norms by which Canada lives.<\/p>\n<p>Yet we appear to be OK with such a regime getting between Ottawa and a strategic industry. \u201cCapitalism in action,\u201d Energy and Natural Resources Minister Tim Hodgson <a href=\"https:\/\/thelogic.co\/briefing\/u-s-investment-in-vancouver-mining-firms-capitalism-in-action-says-resource-minister\/\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a>.<\/p>\n<p>But not capitalism as we\u2019ve come to know it.<\/p>\n<p>Prime Minister Mark Carney <a href=\"https:\/\/thelogic.co\/comment\/carney-economic-nationalism\/\" rel=\"nofollow noopener\" target=\"_blank\">talks<\/a> of a rupture with the U.S., but it\u2019s not obvious that Canadians have absorbed what that could mean. Yes, we need to <a href=\"https:\/\/thelogic.co\/comment\/kevin-carmichael-mark-carney-gives-canada-reality-check\/\" rel=\"nofollow noopener\" target=\"_blank\">build<\/a>. But we also need to rethink the consensus on which we\u2019ve based economic policy for the past couple of decades. To what extent can we trust markets and private interests when states such as the U.S. and China exploit them to exert power? Is a belief in fiscal prudence too precious for a world dominated by state capitalism? If we still believe in the power of free trade, who are our friends?<\/p>\n<p>It\u2019s hard to escape the feeling that a reckoning is coming. Blayne Haggart, a professor of political science at Brock University, likens it to that moment in a horror movie when the protagonist proceeds to the basement even though it\u2019s obvious that something terrible is going to happen. Haggart, who studies North American politics, <a href=\"https:\/\/blaynehaggart.com\/2025\/10\/24\/carney-vs-carney-desperately-seeking-certainty\/\" rel=\"nofollow noopener\" target=\"_blank\">thinks<\/a> Canadians are engaged in an \u201cunacknowledged debate\u201d over the nature of the U.S. threat, and by extension, the best way to respond.\u00a0<\/p>\n<p>Haggart is on the side that believes the U.S.\u2019s authoritarian turn started before Trump decided to run for president and that it will continue after he\u2019s gone. The U.S. response to the 9\/11 terrorist attacks was a preview. MAGA spiritual leader Steve Bannon\u2019s recent claim that there are \u201cmany different alternatives\u201d to get Trump an unconstitutional third term might foreshadow what\u2019s yet to come.<\/p>\n<p>An important variable in the 20th-century debates that led to Canada\u2019s relative embrace of freer markets and smaller government was the prospect of a collaborative relationship with the world\u2019s dominant economy. The U.S. political system is now indifferent, and maybe even hostile, to Canada\u2019s \u201cwin-win\u201d arguments for free trade. \u201cThe United States no longer seeks to be first among equals, or even to have Canada as a junior partner,\u201d Haggart said in the text of a presentation he gave last week in St. Catharines, Ont. \u201cIt seeks domination. Any agreement with the U.S. will reflect those terms.\u201d<\/p>\n<p>The mining industry is a microcosm for thinking about all of this.<\/p>\n<p>It gets harder by the day to argue that the Trump administration is any less of a threat to Canada than Xi Jinping\u2019s regime in China. Both countries exhibit a volatile mix of menace and opportunity, yet we treat them very differently.<\/p>\n<p>In November 2022, Trudeau <a href=\"https:\/\/www.cbc.ca\/news\/politics\/ottawa-moves-cut-china-critical-minerals-investment-1.6638859#:~:text=Politics-,Federal%20government%20moves%20to%20cut%20China%20out%20of%20Canadian%20critical,in%20Canadian%20critical%20mineral%20firms.\" rel=\"nofollow noopener\" target=\"_blank\">ordered<\/a> Chinese companies to divest their stakes in three Canadian miners. It was a purge. Two of those Canadian miners had domestic operations, but a third\u2014Calgary\u2019s Lithium Chile\u2014<a href=\"https:\/\/lithiumchile.ca\/wp-content\/uploads\/2022\/11\/Lithium-Chile-Provides-a-Statement-on-the-Recent-Government-of-Cananada-Announcement.pdf\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a> it owned no Canadian mineral assets. Champagne <a href=\"https:\/\/lithiumchile.ca\/wp-content\/uploads\/2023\/02\/February-16-2023-LITHIUM-CHILE-WELCOMES-SIGNIFICANT-NEW-SHAREHOLDER-FOLLOWING-THE-GOVERNMENT-ORDERED-DIVESTITURE-OF-CHENGZES-OWNERSHIP-Final-2.pdf\" rel=\"nofollow noopener\" target=\"_blank\">forced out<\/a> its Chinese investors anyway.<\/p>\n<p>The U.S. government now has direct influence over a set of Canadian miners. So far, Carney is taking a softer line on the MAGA movement than on the Chinese Communist Party. The threat might be lower. Though Lithium Americas and Trilogy Metals are Canadian companies, their mines are in American states. But that distinction didn\u2019t matter in Trudeau\u2019s purge of Chinese ownership.<\/p>\n<p>Haggart\u2019s view was formed from a great distance. That offers the advantage of perspective but might miss what is actually happening on the ground. Hugues Jacquemin, chief executive of Ottawa-based Northern Graphite, said that what he sees are officials from NATO countries working in concert, and at pace, to break China\u2019s stranglehold on supplies of critical minerals.\u00a0<\/p>\n<p>Jacquemin acknowledged that Trump\u2019s politics are a reason for pause. But ultimately, he said, he thinks the U.S. and Canada are too intertwined to break apart. He sees the U.S. government\u2019s decision to purchase stakes in miners as an attempt to jumpstart production outside of China, not as a means of foreign interference.<\/p>\n<p>\u201cOne of the major problems we have in the critical mineral space is the fact that we\u2019ve lost investor confidence, and so we have to restore that,\u201d Jacquemin said. \u201cWhat the [U.S. government] is trying to do, that\u2019s my view, is they\u2019re trying to restore some investor confidence by investing themselves and showing the way.\u201d\u00a0<\/p>\n<p>Jacquemin\u2019s observation hints at a solution, but a country that idealizes budget surpluses and free markets won\u2019t like it.\u00a0<\/p>\n<p>The U.S. might feel less compelled to exert its influence on non-American miners if it didn\u2019t think they needed help. It appears to have given three Canadian miners a boost of something like $100 million. That might seem like a lot of money. We\u2019ve been lectured for decades on the folly of using public money to prop up private industry. But consider that the Ontario government paid $75 million just for that Reagan ad campaign.
