Premier says review of Hydro-Qu\u00e9bec deal will start within weeks"},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/PBDHC4STD5FRBNFNBVRZJB6U6E.jpg?auth=8fe6b31e894330ecf3cefbda11debf448258ce2e71460c60f3ca37210ac42f00&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Newfoundland and Labrador Premier Tony Wakeham has demanded an independent review of the proposed energy deal since the former Liberal government unveiled it in December.Paul Daly\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\"><a href=\"https:\/\/www.theglobeandmail.com\/topics\/newfoundland-and-labrador\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/newfoundland-and-labrador\/\">Newfoundland and Labrador\u2019s<\/a> new premier says a long-promised review of a proposed energy deal with Quebec\u2019s hydro utility will begin within weeks.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Tony Wakeham was sworn into office Wednesday in St. John\u2019s, N.L., after his Progressive Conservative party <a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-newfoundland-labrador-election-horgan-dinn-wakeham\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/canada\/article-newfoundland-labrador-election-horgan-dinn-wakeham\/\">won a slim majority<\/a> in this month\u2019s provincial election. The victory ended 10 years of Liberal governments in the province.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Over the next two weeks, Wakeham and his cabinet will discuss who will be involved in the review and what it might entail, he said. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe will be anxious to get the independent review up and running in the next few weeks,\u201d Wakeham told reporters, adding: \u201cMy priority is to get the best agreement for Newfoundland and Labrador.\u201d<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-newfoundland-labrador-quebec-hydroelectric-deal-energy\/\" rel=\"nofollow noopener\" target=\"_blank\">Konrad Yakabuski: Newfoundlanders can\u2019t afford to say no to a hydro deal with Quebec<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">The premier has demanded an independent review of the draft deal since the former Liberal government unveiled it in December. The tentative agreement would see Hydro-Qu\u00e9bec pay a forecasted $38 billion for electricity from the Churchill Falls plant in Labrador.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Hydro-Qu\u00e9bec would also lead new developments alongside the Churchill River, to be jointly owned by Newfoundland and Labrador Hydro.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The utilities are negotiating final agreements with a goal of reaching binding deals by April 2026. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Wakeham has also promised to hold a public referendum on any final agreements. It is not clear how a review or a referendum may affect the deadline for binding deals.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The premier said he met with officials from Newfoundland and Labrador Hydro to discuss the deal and negotiations, and he plans to meet with them again in the coming days.<\/p>\n<p class=\"c-article-body__text text-pr-5\">He has no plans to meet with Hydro-Qu\u00e9bec, he said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The draft deal would end an existing agreement that was scheduled to expire in 16 years. The current deal allows Quebec\u2019s utility to buy the lion\u2019s share of the energy from Churchill Falls for rock-bottom prices. In Newfoundland and Labrador, the contract has long been a source of bitterness and distrust of Hydro-Qu\u00e9bec.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Liberal Leader John Hogan was premier for about four months before he dissolved the legislature for the Oct. 14 election. He championed the new draft deal and was familiar with the ongoing negotiations. Wakeham should \u201cengage with Hydro-Qu\u00e9bec as soon as possible,\u201d Hogan told reporters Wednesday.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The premier needs to be clear with the public and with Hydro-Qu\u00e9bec about his plans for a review and referendum, Hogan said. Hydro-Qu\u00e9bec may not want to keep negotiating a deal that gets Wakeham\u2019s approval, but is then voted down by the Newfoundland and Labrador public, he said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cQuebec has $225-ish billion dollars to spend on their energy future.
