{"id":251481,"date":"2025-10-31T03:41:15","date_gmt":"2025-10-31T03:41:15","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/251481\/"},"modified":"2025-10-31T03:41:15","modified_gmt":"2025-10-31T03:41:15","slug":"quebec-minister-steps-down-day-after-daughter-criticizes-special-law-for-doctors","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/251481\/","title":{"rendered":"Quebec minister steps down day after daughter criticizes special law for doctors"},"content":{"rendered":"<p>Social Services Minister Lionel Carmant\u00a0is leaving his position in the Coalition Avenir Qu\u00e9bec (CAQ) government and says he will sit as an Independent. <\/p>\n<p>The longtime minister announced the decision, which he called difficult and &#8220;heart-wrenching,&#8221; alongside Premier Fran\u00e7ois Legault\u00a0on Thursday morning. <\/p>\n<p>&#8220;The last few weeks have been difficult and have led me to refocus my priorities,&#8221; he said in the news conference.  &#8220;I am choosing my family.&#8221;<\/p>\n<p>Sonia B\u00e9langer, the minister responsible for housing, will replace Carmant as minister responsible for seniors and social services, Legault announced Thursday afternoon. <\/p>\n<p>Caroline Proulx, who was previously responsible for seniors, will take on the housing file. <\/p>\n<p>Carmant resigns day after daughter&#8217;s open letter <\/p>\n<p>Carmant resigns as <a href=\"https:\/\/www.cbc.ca\/news\/canada\/montreal\/quebec-doctors-angry-bill-2-9.6957251\" target=\"_blank\" rel=\"nofollow noopener\">doctors across Quebec prepare a legal challenge<\/a> against the province\u2019s special law \u2014 Bill 2 \u2014 which imposes a salary structure on\u00a0doctors.  <\/p>\n<p>The federation representing\u00a0medical specialists in Quebec\u00a0officially filed its legal challenge on Wednesday, saying the government&#8217;s law is draconian and that it violates several charter rights.<\/p>\n<p>The federation is asking the court to suspend the most onerous parts of the legislation immediately until the case can be fully argued on its merits.<\/p>\n<p>Several doctors have already said they will be leaving Quebec&#8217;s public health-care system and dozens have already begun <a href=\"https:\/\/www.cbc.ca\/news\/canada\/montreal\/doctors-special-law-exodus-quebec-new-brunswick-9.6958356\" rel=\"nofollow noopener\" target=\"_blank\">applying for licences to practise in other provinces<\/a> in response to Health Minister Christian Dub\u00e9&#8217;s special law.<\/p>\n<p>Among the doctors considering leaving Quebec is Carmant&#8217;s daughter, who is a specialist in maternal-fetal medicine. Lionel Carmant says the past few weeks have been difficult, but that he\u2019s choosing his family.<\/p>\n<p>She said the system is broken and invited Dub\u00e9 to rethink the health-care system as a whole, rather than &#8220;blaming individuals.&#8221;<\/p>\n<p>The minister did not directly comment on his daughter&#8217;s letter in the news conference.<\/p>\n<p>Sending a strong message, says opposition<\/p>\n<p>Public Security Minister Ian Lafreni\u00e8re called Carmant a very good minister, friend and neighbour.\u00a0<\/p>\n<p>\u201cIt\u2019s a tough moment to be honest, but I do understand his position,\u201d said Lafreni\u00e8re Thursday.\u00a0<\/p>\n<p>Marc Tanguay, Quebec Liberal Party health critic, said the letter published by Carmant\u2019s daughter sends a strong message to Legault.<\/p>\n<p>&#8220;She\u2019s a super specialist, she has the right to express herself and the fact that she decided to write a letter \u2026 says a lot,&#8221; he told reporters, following Carmant\u2019s announcement.\u00a0<\/p>\n<p>&#8220;As a father, I can see the stress that it put within the family relationship.&#8221;<\/p>\n<p>Qu\u00e9bec Solidaire MNA Manon Mass\u00e9, <a href=\"https:\/\/www.cbc.ca\/news\/canada\/montreal\/quebec-solidaire-manon-masse-provincial-politics-9.6945815\" target=\"_blank\" rel=\"nofollow noopener\">who recently announced she is stepping back from politics<\/a>, says the government has lost an \u201cexcellent minister.\u201d<\/p>\n<p>&#8220;And that makes me sad because we were able to talk with him. So the CAQ, I don&#8217;t know where it&#8217;s going,&#8221; she said.<\/p>\n<p><a href=\"https:\/\/www.cbc.ca\/news\/canada\/montreal\/caq-doctor-lionel-carmant-1.4499262\" target=\"_blank\" rel=\"nofollow noopener\">Before politics, Carmant was a <a href=\"https:\/\/www.cbc.ca\/news\/canada\/montreal\/caq-doctor-lionel-carmant-1.4499262\" rel=\"nofollow noopener\" target=\"_blank\">pediatric neurologist<\/a> at CHU Sainte-Justine.
