One year later, the Canada-China relationship fell apart after Canada arrested a Chinese telecom executive at the request of the United States, and China responded by detaining two Canadian men, detentions Canada said were arbitrary.<\/p>\n<p>Xi angrily confronted Trudeau at the G20 summit in 2022 and claimed his government was leaking information to media.<\/p>\n<p>Here\u2019s a look at what might be on the agenda for this week\u2019s meeting:<\/p>\n<p>Last October, Canada followed the lead of the Biden administration in the U.S. and imposed a 100 per cent tariff on Chinese electric vehicles and other goods, alleging unfair competition.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>China responded with tariffs of its own on Canadian canola products, seafood and pork products. China\u2019s ambassador in Ottawa has said Beijing would drop these tariffs if Ottawa drops its electric vehicle levies. It partnered with Canada to host a United Nations biodiversity summit in Montreal in 2022, despite the heightened diplomatic tensions between Canada and China at the time.<\/p>\n<p>In January, a federal inquiry declared that \u201cChina is the most active perpetrator of foreign interference targeting Canada\u2019s democratic institutions\u201d at all levels.<\/p>\n<p>\t\t\t\t\t<img decoding=\"async\" width=\"170\" height=\"225\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/10\/1761854947_61_national.jpg\" alt=\"Get the day's top news, political, economic, and current affairs headlines, delivered to your inbox once a day.\"\/><\/p>\n<p>\t\t\t\t\tGet daily National news<\/p>\n<p>Get the day&#8217;s top news, political, economic, and current affairs headlines, delivered to your inbox once a day.<\/p>\n<p>The inquiry report said Beijing \u201cposes the most sophisticated and active cyber threat to Canada\u201d and CSIS says China \u201cincreasingly uses social media and the internet for disinformation campaigns involving elections.\u201d During an election debate in April, Carney called China \u201cthe biggest security threat\u201d facing Canada.<\/p>\n<p>\t\t\t\t\t\t<img decoding=\"async\" class=\"c-video__image\" alt=\"Click to play video: 'Canada needs to be \u2018very deliberate\u2019 in trade relations with China: Carney'\" width=\"640\" height=\"360\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/10\/THUMBS.00_00_11_15.Still011.jpg\" loading=\"lazy\"   data-\/><\/p>\n<p>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t1:37<br \/>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCanada needs to be \u2018very deliberate\u2019 in trade relations with China: Carney\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/p>\n<p>China has rejected these claims, saying they lack clear evidence and echo tropes about Chinese people as malicious actors.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>Parliament passed a bill in June 2024 allowing for the creation of a foreign influence transparency registry to identify proxies working for other countries. Carney\u2019s government has not yet taken steps to introduce this registry.<\/p>\n<p><a href=\"https:\/\/globalnews.ca\/news\/11088966\/canada-china-executions\/\" rel=\"nofollow noopener\" target=\"_blank\">China executed four Canadian citizens in early 2025<\/a>. Beijing said at the time all four were dual citizens and had been rightfully prosecuted on drug charges.<\/p>\n<p>Abbotsford, B.C. native Robert Schellenberg has been on death row in China since 2019. Canada has still deepened business ties and security co-operation with the island.<\/p>\n<p>Ottawa participates in naval exercises in the Taiwan Strait meant to signal the area remains international territory \u2014 exercises which particularly annoy Beijing. Foreign Affairs Minister Anita Anand has said while engagement with Taiwan is not going to end, Canada still adheres to its One China policy.<\/p>\n<p>China calls itself a near-Arctic state and the country looks to develop shipping routes and natural resources in the region. \u201cChina is also active in Arctic research, much of which can be considered dual use \u2026 having both research and military application,\u201d says the Arctic foreign policy document Canada released last December<\/p>\n<p>Story continues below advertisement<\/p>\n<p>The document says \u201cCanada will co-operate with China to address pressing global issues \u2014 such as climate change \u2014 that have impacts on the Arctic,\u201d but will carefully weigh any requests from China to do research in Canadian declared China to be a strategic partner of Canada, three years after the government\u2019s Indo-Pacific strategy branded Beijing as a \u201cdisruptive global power\u201d whose values don\u2019t align with Canada.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>Anand said the purpose of this shift is to build a framework for dialogue with China, including on key issues where the two countries disagree.<\/p>\n<p>Carney said this week that he and Xi will discuss \u201cthe evolution of the global system.\u201d That might include discussion of efforts to end gridlock at the United Nations and to make it more reflective of the world\u2019s population, or reforms to how developing countries take on debt to finance climate resilience projects.<\/p>\n<p>Both leaders say they want to uphold the videos\n\t\t<\/p>\n<p>China\u2019s foreign ministry says Beijing wants to build ties with Canada through \u201cmutual respect.\u201d<\/p>\n<p>\u201cAlthough the two countries have different systems and development paths, they always share extensive common interests and a broad space for co-operation,\u201d Beijing\u2019s foreign ministry wrote in an Oct. 17 summary of Anand\u2019s visit with her counterpart.<\/p>\n<p>\u201cChina is ready to strengthen communication with Canada, enhance understanding, overcome disruptions, rebuild mutual trust, and improve bilateral relations with a forward-looking spirit.\u201d<\/p>\n<p>Carney is also expected to visit China in a year\u2019s time when the country hosts the next APEC summit, a meeting that has almost always included the sitting
