{"id":252458,"date":"2025-10-31T14:26:09","date_gmt":"2025-10-31T14:26:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/252458\/"},"modified":"2025-10-31T14:26:09","modified_gmt":"2025-10-31T14:26:09","slug":"heres-how-canadas-pension-system-ranks-against-the-rest-of-the-worlds","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/252458\/","title":{"rendered":"Here&#8217;s how Canada&#8217;s pension system ranks against the rest of the world&#8217;s"},"content":{"rendered":"<p>        <img fetchpriority=\"high\" decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/ywAAAAAAQABAAACAUwAOw==\" alt=\"\" loading=\"eager\" height=\"478\" width=\"760\" class=\"yf-1gfnohs loader\"\/>     <\/p>\n<p class=\"yf-1090901\">Canada\u2019s <a href=\"https:\/\/financialpost.com\/tag\/pensions\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:pension system;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">pension system<\/a> received a better score in an ongoing survey of programs around the world, but still has room for improvement.<\/p>\n<p class=\"yf-1090901\">Canada was given a grade of B, the same as last year, by the Mercer CFA Global Institute Pension Index 2025, but its score rose to 70.4 out of 100 from 68.4.<\/p>\n<p class=\"yf-1090901\">\u201cWe have a strong system,\u201d F. Hubert Tremblay, partner and senior wealth adviser at Mercer Canada, said. \u201cAnd one of the main strands of the Canadian pension system is that we have a diversified system with multiple sources of income into <a href=\"https:\/\/financialpost.com\/category\/personal-finance\/retirement\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:retirement;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">retirement<\/a>.\u201d<\/p>\n<p class=\"yf-1090901\">Mercer looked at the <a href=\"https:\/\/financialpost.com\/tag\/canada-pension-plan\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Canada Pension Plan;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Canada Pension Plan<\/a>, income supplement programs such as <a href=\"https:\/\/financialpost.com\/tag\/old-age-security\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Old Age Security;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Old Age Security<\/a> (OAS), the <a href=\"https:\/\/financialpost.com\/tag\/guaranteed-income-supplement\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Guaranteed Income Supplement;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Guaranteed Income Supplement<\/a> (GIS), workplace private plans and voluntary retirement savings like <a href=\"http:\/\/financialpost.com\/tag\/rrsp\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:registered retirement savings plans;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">registered retirement savings plans<\/a> and <a href=\"https:\/\/financialpost.com\/tag\/tfsa\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:tax-free savings accounts;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">tax-free savings accounts<\/a> to assess the state of the system.<\/p>\n<p class=\"yf-1090901\">\u201cWhen I\u2019m talking about multiple sources of income into retirement, I\u2019m talking about all those pillars,\u201d Tremblay said. \u201cYes, we are good with the government plans. The plans are not too generous, but they are sustainable over the long term, so that\u2019s good and they have really good governance. That\u2019s a strength of our system.\u201d<\/p>\n<p class=\"yf-1090901\">Where Canada comes up short is in the area of workplace-sponsored plans, he said. They are good in the public sector, but much weaker in the private sector.<\/p>\n<p class=\"yf-1090901\">Mercer raised Canada\u2019s score based on new information about the pension system\u2019s creditworthiness, updated economic growth data from the International Monetary Fund and \u201cclarification\u201d regarding the protection of funds.<\/p>\n<p class=\"yf-1090901\">The index\u2019s grading and scoring is based on three metrics: adequacy, sustainability and integrity, with grades assigned from A to E. Canada received grades of B, B and A in those three sub-indexes. The B-grade systems were described as having a \u201csound structure with many good features,\u201d but they have \u201csome areas for improvement that differentiate it from an A-grade system.\u201d<\/p>\n<p class=\"yf-1090901\">The 2025 Mercer index graded 52 systems, covering 65 per cent of the world\u2019s population.<\/p>\n<p class=\"yf-1090901\">Other countries that received Bs included Switzerland, the United Kingdom, New Zealand, France and Germany.<\/p>\n<p class=\"yf-1090901\">The Netherlands, Iceland, Denmark, Israel and Singapore were singled out as having the best pension systems in the world, all receiving As.<\/p>\n<p class=\"yf-1090901\">The most notable difference between the top countries and Canada was that they have mandatory private-sector workplace pension contribution programs.<\/p>\n<p class=\"yf-1090901\">Canada can improve its pension performance by increasing coverage for people, mostly in the private sector, who don\u2019t have a workplace-sponsored scheme, increasing the participation of older people in the workforce to reduce the numbers of Canadians who are living longer, but may not have enough money to pay for their retirement, increasing household savings and reducing the ratio of government debt to gross domestic product.<\/p>\n<p> Story Continues  <\/p>\n<p class=\"yf-1090901\">Higher household savings could help fund retirement and controlling government debt is critical to ensuring programs such as OAS and GIS are funded.<\/p>\n<p class=\"yf-1090901\">Mercer also tackled the issue of the federal government urging major <a href=\"https:\/\/financialpost.com\/tag\/pension-funds\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:pension funds;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">pension funds<\/a>, which include but are not limited to the Canada Pension Plan, Healthcare of Ontario Pension Plan and the Ontario Teachers\u2019 Pension Plan, to invest more at home.<\/p>\n<p class=\"yf-1090901\">In October, Industry Minister M\u00e9lanie Joly told the <a href=\"https:\/\/financialpost.com\/financial-times\/canada-pension-funds-invest-economic-nationalism\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Financial Times;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Financial Times<\/a> that \u201cI\u2019ve had lots of conversations with our banks and our <a href=\"https:\/\/financialpost.com\/tag\/pension-funds\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:pension funds;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">pension funds<\/a>. There\u2019s a sentiment that we need to think about Canada first and that we need to put capital where our mouth is.\u201d<\/p>\n<p class=\"yf-1090901\">But a pension\u2019s first priority is to provide retirement income for its members and their families.<\/p>\n<p class=\"yf-1090901\">Mercer recommended that governments offer direct subsidies, tax concessions, financial incentives and public and private partnerships to encourage the pension plans to invest more in Canada.<\/p>\n<p class=\"yf-1090901\">\u201cCanada has so far asked and not constrained pension plans,\u201d Tremblay said. \u201cSo, that\u2019s in the direction we are suggesting.\u201d<\/p>\n<p class=\"yf-1090901\">Governments around the world are awash in debt, and Canada is no exception. So far, it\u2019s landed on a few reasons including the artificial intelligence investment boom, soaring stock markets and rate cuts by the U.S. Federal Reserve. <\/p>\n<p class=\"yf-1090901\">Add to that list looser financial conditions, which, \u201caccording to an index published by Goldman Sachs, are currently the most accommodative they have been in three-and-a-half years,\u201d Jocelyn Paquet, an economist at National Bank of Canada Capital Markets, said in a note, adding, \u201cthat lower short-term interest rates will contribute to loosening financial conditions even further.\u201d <\/p>\n<p class=\"yf-1090901\">Paquet cited a Federal Reserve model that suggested looser conditions could add one per cent to U.S. gross domestic product over the next year. <\/p>\n<p class=\"yf-1090901\">That\u2019s a good thing, right?
