At the time, Manzo was taken aback by how fast the immigration officer apprehended the man on 63rd Street.<\/p>\n
\u201cMaybe two seconds \u2014 two or three seconds \u2014 that\u2019s all it took for him to take out the zip ties, tie him up, and then he walked him to\u201d the car, Manzo said. Another officer joined them.<\/p>\n
\u201cI was trembling myself,\u201d Manzo said. \u201cI\u2019m recording and I\u2019m not sure if these guys are going to throw their car at me next or come to my window next for some reason.\u201d<\/p>\n
The apprehended man was \u201cso calm, he didn\u2019t fight back,\u201d Manzo said, adding that he couldn\u2019t make out anything agents might have said to the man.\u00a0<\/p>\n
Then the agents took the man away. Manzo didn\u2019t know who he was, but posted the video on Facebook. <\/p>\n
It soon circulated among community groups, and made its way to a pastor who recognized the man as Omar Huerta Cisneros, a permanent U.S. resident who has had a green card allowing him to live and work in this country since 1988, according to his family. The pastor, Rose Garcia, contacted his family.<\/p>\n
Without the video, barely longer than 30 seconds, Huerta Cisneros\u2019 family says they wouldn\u2019t have known what happened to him. And, because he has schizophrenia, he \u201cdoesn\u2019t have the mental capacity to reach out to anybody,\u201d Araceli Favela, his sister-in-law, previously told Block Club.<\/p>\n
\u201cHe doesn\u2019t know anybody\u2019s phone number,\u201d she said. \u201cHe does not even have a cellphone himself.\u201d<\/p>\n
The family scrambled to find him.<\/p>\n
Immigration and Customs Enforcement wouldn\u2019t help them, even after the family reached out to members of Congress and the Mexican consulate. Family members searched for Huerta Cisneros for two weeks before Favela received tips about someone matching his description near a Walgreens in Franklin Park. She rushed to the area and found him Tuesday morning.<\/p>\n
Family members believe immigration agents dropped him off there \u2014 possibly a day after detaining him. But federals officials never contacted the family with details, and they don\u2019t know where he slept during his time away from home.<\/p>\n
\u201cHe said something about \u2018They said it was too far\u2019 to take him home,\u201d Favela said.<\/p>\n
Spokespeople for immigration agencies didn\u2019t respond to requests for comment on the detainment.<\/p>\n

Manzo said \u201cwith everything going on in the neighborhood\u201d it was his \u201cinstinct\u201d to record because \u201cwhat if something bad happened?\u201d Filming Huerta Cisneros\u2019 detainment was the first time he\u2019d documented an immigration arrest, Manzo said.<\/p>\n
He was \u201cemotional\u201d afterward, calling his wife and his parents to \u201clet it out.\u201d\u00a0<\/p>\n
\u201cI\u2019m like, \u2018Oh my God, this poor guy. This is crazy the way they\u2019re doing these things,’\u201d Manzo said. Huerta Cisneros was \u201cminding his own business \u2014 not creating havoc. He\u2019s just a guy \u2026 a dark-complected guy.\u201d<\/p>\n
Manzo doesn\u2019t know Huerta Cisneros but has learned about him through community posts and realized he went to school with his niece. The family thanked him via Facebook for taking the video, he said.\u00a0<\/p>\n
The speed with which the car pulled up and how quickly Huerta Cisneros was detained has stayed in Manzo\u2019s mind, leaving him mulling the question, \u201cWhat if it was your family?\u201d<\/p>\n
\u201cIt\u2019s just the fact that he was an older gentleman, walking down [the street], doing nothing,\u201d Manzo said. \u201cIt\u2019s like \u2018wow.’\u201d <\/p>\n
