This slowdown happened because the number of non-permanent residents dropped sharply, following stricter federal immigration policies introduced last year.<\/p>\n<p>Even in provinces with only slight declines, like Quebec, rental demand softened.<\/p>\n<p>The impact was immediate in major cities.
