The budget will pledge to streamline transit funding to municipalities and provinces.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The third official said that while the focus of Tuesday\u2019s budget will be on \u201cinvestment,\u201d it will also provide details on savings found in an expenditure review that Ottawa launched over the summer to find internal savings.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The second official said there is expected to be increased funding for the Business Development Bank, a Crown corporation that sharply hiked provisions for expected loan losses in its fourth quarter, reflecting the potential hit from U.S. <a href=\"https:\/\/www.theglobeandmail.com\/topics\/tariff\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/tariff\/\" target=\"_blank\">tariffs<\/a> on small and medium-sized businesses. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-public-service-braces-for-billions-in-spending-cuts-ahead-of-tuesdays\/\" rel=\"nofollow noopener\" target=\"_blank\">Public service braces for billions in spending cuts ahead of Tuesday\u2019s budget<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Industry Minister M\u00e9lanie Joly has recently discussed increased funding for the Canadian Space Agency, the National Research Council and for quantum research.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Ms. Joly has also said the budget will aim to drive investment and spur job creation through Ottawa\u2019s $13-billion <a href=\"https:\/\/www.theglobeandmail.com\/real-estate\/article-prefabricated-modular-housing-policy-build-canada-homes\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/real-estate\/article-prefabricated-modular-housing-policy-build-canada-homes\/\" target=\"_blank\">Build Canada Homes agency<\/a>, Buy Canadian policy and the new Defence Investment Agency. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Bay Street will be watching closely for new tax measures related to business investment, after Mr. Carney <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-carney-corporate-tax-burden-budget-reduced\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-carney-corporate-tax-burden-budget-reduced\/\">told reporters<\/a> last month the budget will give Canada \u201ca highly competitive corporate tax system.\u201d The Liberal election platform promised several tax changes aimed at encouraging investment in manufacturing, clean energy, and research and development.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-federal-budget-2025-cost-saving-spending-cuts\/\" rel=\"nofollow noopener\" target=\"_blank\">Ottawa to unveil draft stablecoin legislation in budget, sources say<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">In terms of the defence budget, the cost of repairing and maintaining aging military equipment has long been a concern raised in Auditor-General reports and by Canadian Forces leadership.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Department of National Defence\u2019s latest planning report made several references to the issue.<\/p>\n<p class=\"c-article-body__text text-pr-5\">It said the degradation of readiness of the Royal Canadian Navy fleet presents \u201ca significant challenge\u201d to operational readiness. It also described the situation as \u201cthe growing gap in the material readiness of an aging combat fleet.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">The report says the Canadian Army is facing a \u201ccritical challenge,\u201d with only 52 per cent of key systems considered serviceable. This affects fleets such as tanks and armoured fighting vehicles.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThe situation is attributed to underfunding of national procurement funds, aging platforms, obsolete components, project delays, and a shortage of technicians,\u201d the report states.<\/p>\n<p class=\"c-article-body__text text-pr-5\">A 2018 Auditor-General\u2019s report raised concerns about the costs of maintaining Canada\u2019s fleet of CF-18 fighter jets, which were purchased in the early 1980s.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Canada announced a plan in 2010 to buy 65 F-35 fighter jets to replace the CF-18s by 2020, but that project\u2019s scope and timeline have shifted several times.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The federal government has committed to raising Canada\u2019s defence-related spending to meet NATO\u2019s new target of 5 per cent of gross domestic product. Canada\u2019s current level of spending is around 2 per cent.<\/p>\n<p class=\"c-article-body__text text-pr-5\">With respect to the two billion trees initiative, one of the officials said contracts are in place to plant nearly half of that target. The federal government&#8217;s budget will end a program that pledged to plant two billion trees by 2031.AMBER BRACKEN\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">The official did not say exactly how much would be saved by ending the program.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The trees program was first announced in 2021 as part of Canada\u2019s plan to meet its climate targets. A 2023 report by the Commissioner of the Environment and Sustainable Development said the tree planting program was unlikely to meet its emission reduction targets, or meet its 2031 planting target, unless significant changes are made.<\/p>\n<p class=\"c-article-body__text text-pr-5\">In an update released last year, Natural Resources Canada said more than 157 million trees had been planted.
