{"id":265715,"date":"2025-11-06T14:34:16","date_gmt":"2025-11-06T14:34:16","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/265715\/"},"modified":"2025-11-06T14:34:16","modified_gmt":"2025-11-06T14:34:16","slug":"why-canada-must-transform-its-long-term-care-system","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/265715\/","title":{"rendered":"Why Canada must transform its long-term care system"},"content":{"rendered":"<p>With <a href=\"https:\/\/www150.statcan.gc.ca\/n1\/daily-quotidien\/250305\/dq250305a-eng.htm\" rel=\"nofollow noopener\" target=\"_blank\">Canadians now living longer than ever<\/a>, the question of who will care for them \u2014 and under what conditions \u2014 when they can no longer care for themselves has become one of the country\u2019s most pressing issues.<\/p>\n<p><a href=\"https:\/\/www12.statcan.gc.ca\/census-recensement\/2021\/as-sa\/98-200-x\/2021004\/98-200-x2021004-eng.cfm\" rel=\"nofollow noopener\" target=\"_blank\">According to 2021 census data<\/a>, the population aged 85 and over and 100 and over are growing at rates much faster than other population cohorts. <\/p>\n<p>And the reality is that the longer we live, the more likely we are to experience <a href=\"https:\/\/www.canada.ca\/en\/public-health\/services\/publications\/diseases-conditions\/aging-chronic-diseases-profile-canadian-seniors-report.html\" rel=\"nofollow noopener\" target=\"_blank\">chronic, multiple and complex health conditions<\/a> like hypertension, osteoarthritis, heart disease, osteoporosis, chronic pulmonary disease, diabetes, cancer and dementia. <\/p>\n<p>While most older people will continue to \u201cage in place\u201d in their own homes and in relatively good health, <a href=\"https:\/\/www150.statcan.gc.ca\/t1\/tbl1\/en\/tv.action?pid=9810004501\" rel=\"nofollow noopener\" target=\"_blank\">about eight per cent, or roughly 528,000, will require<\/a> the specialized care provided in long-term care (LTC) or assisted living facilities. <\/p>\n<p>This is especially true if they are experiencing <a href=\"https:\/\/www.canada.ca\/en\/national-seniors-council\/programs\/publications-reports\/aging-home.html\" rel=\"nofollow noopener\" target=\"_blank\">progressive and intense illness or disease, disabilities or injuries, and if home care and family supports are limited<\/a>.<\/p>\n<p>The LTC workforce under pressure<\/p>\n<p>As the demand for long-term care grows, Canada is simultaneously witnessing an exodus of LTC workers through retirement or by seeking employment elsewhere due to chronic and sustained sector challenges, including lack of funding and <a href=\"https:\/\/www150.statcan.gc.ca\/n1\/pub\/45-28-0001\/2021001\/article\/00025-eng.htm\" rel=\"nofollow noopener\" target=\"_blank\">the lingering impacts of the COVID-19 pandemic<\/a>.<\/p>\n<p>Roughly <a href=\"https:\/\/www.cihi.ca\/en\/recent-staffing-and-quality-indicator-trends-in-canadian-long-term-care\" rel=\"nofollow noopener\" target=\"_blank\">14 per cent of the Canadian health-care workforce<\/a>, or just over 50,000 people, are engaged in LTC. This number does not include every member of the care team but does include those who spend the most time providing care at residents\u2019 bedsides. <\/p>\n<p>These practitioners include personal support workers, licensed practical nurses (LPNs), registered nurses (RNs), nurse practitioners and occupational and physiotherapists \u2014 most of whom <a href=\"https:\/\/healthresearchbc.ca\/wp-content\/uploads\/2022\/10\/AppendixF-LTC-Working-Group.pdf\" rel=\"nofollow noopener\" target=\"_blank\">are racially diverse and female<\/a>. Many feel <a href=\"https:\/\/researchinvolvement.biomedcentral.com\/counter\/pdf\/10.1186\/s40900-024-00562-6.pdf\" rel=\"nofollow noopener\" target=\"_blank\">overwhelmed and unheard<\/a>.<\/p>\n<p>Caring for the care providers<\/p>\n<p>It is a well-worn but still valid clich\u00e9 to say the pandemic shone a spotlight on <a href=\"https:\/\/search.open.canada.ca\/qpnotes\/record\/esdc-edsc%2CSeniors_June2023_002\" rel=\"nofollow noopener\" target=\"_blank\">longstanding challenges within LTC<\/a>, including rising privatization trends and rigid hierarchical organizational structures. <\/p>\n<p><a href=\"https:\/\/www150.statcan.gc.ca\/n1\/pub\/45-28-0001\/2021001\/article\/00025-eng.htm\" rel=\"nofollow noopener\" target=\"_blank\">During and after the pandemic<\/a>, workers said they felt pulled in all directions. Overtime hours, absenteeism, mental-health issues and sick time escalated as staff performed dual roles as both workers and acting family members due to restrictive distancing protocols.<\/p>\n<p>The <a href=\"https:\/\/www.cihi.ca\/en\/recent-staffing-and-quality-indicator-trends-in-canadian-long-term-care#wftrend\" rel=\"nofollow noopener\" target=\"_blank\">Canadian Institute for Health Information reported<\/a> that in 2023, the number of LPNs, RNs and occupational therapists declined by 6.1 per cent, 2.1 per cent and 9.1 per cent respectively. Despite of these conditions, the LTC workforce is known to go <a href=\"https:\/\/healthresearchbc.ca\/wp-content\/uploads\/2022\/10\/AppendixF-LTC-Working-Group.pdf\" rel=\"nofollow noopener\" target=\"_blank\">above and beyond the call of duty in providing care<\/a>.<\/p>\n<p>In the same year, a <a href=\"https:\/\/www.canada.ca\/en\/health-canada\/services\/publications\/health-system-services\/engagement-what-we-heard-report.html\" rel=\"nofollow noopener\" target=\"_blank\">government consultation<\/a> aimed at developing national standards for quality of care and safety in LTC reported that LPNs, aides and allied health professionals were calling for action on working conditions, emphasizing the importance of job stability, equitable wages, training, advancement opportunities, reasonable workloads and limits on mandatory overtime in support of their health, well-being and job satisfaction.<\/p>\n<p>Sociologist Pat Armstrong, a leading Canadian expert in transforming care for older adults, has said that <a href=\"https:\/\/www.healthcoalition.ca\/the-conditions-of-work-are-the-conditions-of-care-says-pat-armstrong\/\" rel=\"nofollow noopener\" target=\"_blank\">\u201cthe conditions of work are the conditions of care.\u201d<\/a> This is a poignant reminder of the critical relationship between workers and each LTC environment in the care of residents. <\/p>\n<p>Her words underline a hard truth \u2014 without attending to this relationship adequately, the level of care for residents becomes compromised.<\/p>\n<p>            <img decoding=\"async\" alt=\"A woman helping a man in a wheelchair.\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/11\/file-20251104-56-tfmfoz.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/p>\n<p>              Treating care work, and the professionals who do it, is essential if Canada wants to ensure dignity in aging.<br \/>\n              (Unsplash)<\/p>\n<p>A new model for aging well with dignity<\/p>\n<p>The costs of providing LTC in large-facility settings bear further scrutiny. <\/p>\n<p>The Conference Board of Canada suggested that 199,000 additional LTC beds will be needed between 2018 and 2035, an investment of <a href=\"http:\/\/www.cma.ca\/sites\/default\/files\/2018-11\/9228_Meeting%20the%20Demand%20for%20Long-Term%20Care%20Beds_RPT.pdf\" rel=\"nofollow noopener\" target=\"_blank\">$64 billion in capital spending and $130 billion in operating expenditures<\/a>.<\/p>\n<p><a href=\"https:\/\/digitallibrary.cma.ca\/media\/Digital_Library_PDF\/2021%20Pandemic%20Perspectives%20on%20Long-Term%20Care%20EN.pdf\" rel=\"nofollow noopener\" target=\"_blank\">A 2021 survey of about 2,000 Canadians<\/a> conducted by Ipsos and reported by the Canadian Medical Association noted that 97 per cent of those aged 65 and over are concerned about the state of Canada\u2019s LTC system. Over 95 per cent of those same seniors said they will do everything they can to avoid moving into a LTC home.  <\/p>\n<p>Older people want to remain at home for as long as possible. But when they cannot, a growing global movement advocates for the development of smaller, less institutional, more home-like environments, including <a href=\"https:\/\/www.alzint.org\/u\/dfc-developments.pdf\" rel=\"nofollow noopener\" target=\"_blank\">dementia-friendly communities<\/a>, to care for older people, especially those living with dementia. <\/p>\n<p>These new models are expanding across Canada, based on the <a href=\"https:\/\/hogeweyk.dementiavillage.com\" rel=\"nofollow noopener\" target=\"_blank\">De Hogeweyk Care Concept<\/a> developed in the Netherlands in the 1990s, with the first village established in 2009. These villages offer settings that support social interaction and engagement in everyday life, provide access to outdoor spaces and gardens and help people retain <a href=\"https:\/\/www.cda-amc.ca\/dementia-villages-innovative-residential-care-people-dementia\" rel=\"nofollow noopener\" target=\"_blank\">dignity and autonomy for as long as possible<\/a>. <\/p>\n<p>For people living with dementia and <a href=\"https:\/\/www.canada.ca\/en\/health-canada\/services\/publications\/health-system-services\/engagement-what-we-heard-report.html\" rel=\"nofollow noopener\" target=\"_blank\">older adults who desire to remain at home as long as they can<\/a>, this is a silver lining.<\/p>\n<p>Evidence is growing that these <a href=\"https:\/\/canjhealthtechnol.ca\/index.php\/cjht\/article\/download\/rc1393\/406\" rel=\"nofollow noopener\" target=\"_blank\">inclusive, age-friendly, home-like settings<\/a> not only give residents a greater sense of comfort, control and autonomy; they also also provide an environment for direct-care workers to thrive and do meaningful work that makes a difference in their lives and in the daily lives of those they care for. <\/p>\n<p>Creating environments that <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC11497762\/\" rel=\"nofollow noopener\" target=\"_blank\">better support the conditions of care<\/a> \u2014 quality of life for residents and workers, and having care labour recognized, respected and adequately remunerated across all sectors, with opportunities for training and career advancement \u2014 will encourage long-time workers to remain in the sector and help ensure that new health-care graduates continue to see LTC as a viable and rewarding career path.<\/p>\n<p>If Canada wants to ensure dignity in aging, it must treat care work as essential infrastructure.<\/p>\n","protected":false},"excerpt":{"rendered":"With Canadians now living longer than ever, the question of who will care for them \u2014 and under&hellip;\n","protected":false},"author":2,"featured_media":265716,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[34],"tags":[49,48,84,392],"class_list":{"0":"post-265715","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-healthcare","8":"tag-ca","9":"tag-canada","10":"tag-health","11":"tag-healthcare"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts\/265715","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/comments?post=265715"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts\/265715\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/media\/265716"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/media?parent=265715"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/categories?post=265715"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/tags?post=265715"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
