The global equity rally may appear steady, but beneath the surface lies fragility and fear. According to Richard Harris, CEO of Port Shelter Investment, investors are underestimating the risks from US political uncertainty<\/a>, elevated valuations, and potential external shocks.<\/p>\n

\u201cYes, there\u2019s a glimmer of hope on tariffs, but let\u2019s be realistic,\u201d Harris told ET Now. \u201cEven if the US Supreme Court moves to unwind emergency orders, Trump still has multiple ways to keep tariffs in place. The bigger issue is credibility \u2014 this back-and-forth damages confidence and adds uncertainty.\u201d<\/p>\n

Trump talks big, then walks back; but damage is done
Harris said markets outside the US are growing increasingly wary of the political noise emanating from Washington.<\/p>\n

\u201cWhat investors globally rely on is what I call the \u2018Trump Taco\u2019 \u2014 he talks big, but he usually chickens out,\u201d Harris quipped. \u201cTariffs may not return to pre-2024 levels, but they\u2019re likely to be lower than the scary headlines suggest.\u201d<\/p>\n

Still, Harris warned that the constant policy flip-flops have weakened the US\u2019s economic credibility and made forecasting much harder for investors.

FOMO driving this rally, not fundamentals
Turning to equity markets, Harris said that the current rally is being driven less by earnings and more by hype \u2014 particularly around AI and tech innovation.\u201cEarnings help, but right now it\u2019s all about FOMO \u2014 fear of missing out,\u201d he said. \u201cInvestors don\u2019t want to be left out of the next big thing, so they keep buying despite extremely high valuations.\u201dHe warned that such behaviour leaves markets \u201cextremely fragile,\u201d especially in the US, where any unexpected negative event could trigger a sharp correction.<\/p>\n

\u201cWe\u2019re going day by day at this point. The markets are priced for perfection, but perfection rarely lasts,\u201d Harris cautioned.<\/p>\n

Shutdown could drag on growth
On the ongoing US government shutdown, now stretching past 36 days, Harris said the lack of visible impact on markets is misleading.<\/p>\n

\u201cIt\u2019s remarkable \u2014 the US seems to function without a government,\u201d he said. \u201cBut over time, the effects will show. People aren\u2019t getting paid, air traffic controllers are furloughed, public services are strained \u2014 all of this will start to drag on growth.\u201d<\/p>\n

He compared the situation to Europe\u2019s periodic political deadlocks, saying governments can run on inertia for a while, but the economic toll eventually shows up in data.<\/p>\n

\u201cWe\u2019ve already seen strong growth in the last few years, but now tariffs, shutdowns, and slowing consumption could act as a real dampener,\u201d Harris said.<\/p>\n

The bigger picture: Fragile optimism
Despite near-record highs in major indices, Harris believes the market\u2019s optimism is brittle.<\/p>\n

\u201cInvestors are behaving as if nothing can go wrong,\u201d he said. \u201cBut it\u2019s precisely when markets look calm that shocks hurt the most.
