{"id":269685,"date":"2025-11-08T09:42:15","date_gmt":"2025-11-08T09:42:15","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/269685\/"},"modified":"2025-11-08T09:42:15","modified_gmt":"2025-11-08T09:42:15","slug":"dublin-hospital-paid-e1-44m-for-services-to-company-owned-by-staff-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/269685\/","title":{"rendered":"Dublin hospital paid \u20ac1.44m for services to company owned by staff \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \"><a href=\"https:\/\/www.irishtimes.com\/tags\/st-jamess-hospital\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/st-jamess-hospital\/\">St James\u2019s Hospital<\/a> in Dublin paid \u20ac1.44 million last year to an unlimited company owned by members of staff to provide diagnostic services. <\/p>\n<p class=\"c-paragraph paywall \"><a href=\"https:\/\/www.irishtimes.com\/tags\/comptroller-and-auditor-general\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/comptroller-and-auditor-general\/\">Comptroller and Auditor General<\/a> Seamus McCarthy told the D\u00e1il <a href=\"https:\/\/www.irishtimes.com\/tags\/public-accounts-committee\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/public-accounts-committee\/\">Public Accounts Committee<\/a> on Thursday that the vast bulk of this money had been paid without the services provided to the hospital being subject to a public procurement process. <\/p>\n<p class=\"c-paragraph paywall \">He also said the staff concerned had not set out their interest in the company in their annual declarations under <a href=\"https:\/\/www.irishtimes.com\/tags\/standards-in-public-office\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/standards-in-public-office\/\">Standards in Public Office<\/a> (Sipo) requirements.<\/p>\n<p class=\"c-paragraph paywall \">The comptroller told Fine Gael TD <a href=\"https:\/\/www.irishtimes.com\/tags\/james-geoghegan\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/james-geoghegan\/\">James Geoghegan<\/a> that while services to the value of about \u20ac40,000 had been subject to a procurement process, those worth \u20ac1.399 million had not.<\/p>\n<p class=\"c-paragraph paywall \">The hospital, in a statement on Thursday, said \u20ac1.44 million had been paid to St James Consultant Radiologist Group Unlimited Company, which was owned by current members of its staff, and that each of the individuals involved had fulfilled their contractual obligations.<\/p>\n<p class=\"c-paragraph paywall \">The hospital said it had used resources provided by the <a href=\"https:\/\/www.irishtimes.com\/tags\/national-treatment-purchase-fund\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/national-treatment-purchase-fund\/\">National Treatment Purchase Fund<\/a> \u201cto safeguard patient care and ensure timely access to essential imaging services\u201d, in particular for those with cancer or requiring cardiac care.<\/p>\n<p class=\"c-paragraph paywall \">\u201cSt James\u2019s Hospital continues to experience a sustained and exponential increase in demand for radiology services, particularly in the areas of cancer and cardiovascular diagnostics. In 2024, demand exceeded capacity by approximately 22 per cent, with CT, MRI, and ultrasound services most significantly impacted.\u201d<\/p>\n<p class=\"c-paragraph paywall \">It said all insourced and outsourced imaging was independently scheduled, ordered strictly on a clinical basis and prioritised for urgent cases.<\/p>\n<p class=\"c-paragraph paywall \">In-sourcing generally involves public hospital staff, frequently engaged by a third-party company, providing services to clear waiting lists using State-funded facilities and equipment outside of core working hours. Outsourcing refers to the practice of sending patients from a public hospital to an outside healthcare provider.<\/p>\n<p class=\"c-paragraph paywall \">In September 2024, The Irish Times reported that <a href=\"https:\/\/www.irishtimes.com\/tags\/hse\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/hse\/\">Health Service Executive<\/a> internal auditors had found that two companies, which received more than \u20ac1.5 million between them in contracts awarded by University Hospital Limerick without a competitive procurement process, were owned or part-owned by employees at the facility.<\/p>\n<p class=\"c-paragraph paywall \">The revelations by the auditors ultimately led to a broader investigation into the practice by HSE chiefs and plans to phase out insourcing arrangements by next summer.<\/p>\n<p class=\"c-paragraph paywall \">St James\u2019s Hospital said it acknowledged that \u20ac1.4 million in expenditure, while used for essential radiology services, was not subject to open competition. <\/p>\n<p class=\"c-paragraph paywall \">\u201cAll current services provided by this vendor are provided in line with HSE guidelines,\u201d it said, adding that relevant Sipo requirements had since been \u201caddressed and rectified\u201d. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe individuals concerned were informed of the audit findings and have since submitted or corrected their returns.
