A recent letter<\/a> from OpenAI reveals more details about how the company is hoping the federal government can support the company\u2019s ambitious plans for data center construction.<\/p>\n

The letter \u2014 from OpenAI\u2019s chief global affairs officer Chris Lehane and addressed to the White House\u2019s director of science and technology policy Michael Kratsios \u2014 argued that the government should consider expanding the Advanced Manufacturing Investment Credit<\/a> (AMIC) beyond semiconductor fabrication to cover electrical grid components, AI servers, and AI data centers.<\/p>\n

The AMIC is a 35% tax credit<\/a> that was included in the Biden administration\u2019s Chips Act.<\/p>\n

\u201cBroadening coverage of the AMIC will lower the effective cost of capital, de-risk early investment, and unlock private capital to help alleviate bottlenecks and accelerate the AI build in the US,\u201d Lehane wrote.<\/p>\n

OpenAI\u2019s letter also called for the government to accelerate the permitting and environmental review process for these projects, and to create a strategic reserve of raw materials \u2014 such as copper, alumimum, and processed rare earth minerals \u2014 needed to build AI infrastructure.<\/p>\n

The company first published its letter<\/a> on October 27, but it didn\u2019t get much press attention until this week, when comments by OpenAI executives prompted broader discussion about what the company wants from the Trump administration.<\/p>\n

At a Wall Street Journal event on Wednesday, CFO Sarah Friar said the government should \u201cbackstop\u201d OpenAI\u2019s infrastructure loans, though she later posted on LinkedIn<\/a> that she misspoke:\u00a0 \u201cOpenAI is not seeking a government backstop for our infrastructure commitments. I used the word \u2018backstop\u2019 and it muddied the point.\u201d<\/p>\n

CEO Sam Altman also weighed in<\/a>, writing that OpenAI does not \u201chave or want government guarantees for OpenAI datacenters.\u201d<\/p>\n

\u201cWe believe that governments should not pick winners or losers, and that taxpayers should not bail out companies that make bad business decisions or otherwise lose in the market,\u201d he wrote, though he said the company had discussed loan guarantees \u201cas part of supporting the buildout of semiconductor fabs in the US.\u201d<\/p>\n
