{"id":273407,"date":"2025-11-10T03:42:05","date_gmt":"2025-11-10T03:42:05","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/273407\/"},"modified":"2025-11-10T03:42:05","modified_gmt":"2025-11-10T03:42:05","slug":"liberal-ministers-avoid-saying-when-emissions-cap-could-be-scrapped","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/273407\/","title":{"rendered":"Liberal ministers avoid saying when emissions cap could be scrapped"},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/REQBBXVB4JCHBO2SCM2D5ILXXQ.JPG?auth=d257189030c0d3b1d37b53733f61019db6c4c54f6ae94f4676444888702eff69&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Minister of Environment and Climate Change Julie Dabrusin during question period in the House of Commons in Ottawa, on Friday.Sean Kilpatrick\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">Federal Environment Minister Julie Dabrusin declined Sunday to give a specific timeline for the removal of Canada\u2019s cap on <a href=\"https:\/\/www.theglobeandmail.com\/topics\/oil-and-gas\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/oil-and-gas\/\">oil-and-gas<\/a> emissions, but said Ottawa is working with urgency to meet conditions set out in last week\u2019s <a href=\"https:\/\/www.theglobeandmail.com\/topics\/federal-budget-2025\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/federal-budget-2025\/\">federal budget<\/a> for dispensing with that policy.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Ms. Dabrusin and Energy Minister Tim Hodgson met with reporters in Toronto to promote the federal government\u2019s Climate Competitiveness Strategy, the budget\u2019s environmental announcements.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Prime Minister <a href=\"https:\/\/www.theglobeandmail.com\/topics\/mark-carney\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/mark-carney\/\">Mark Carney\u2019s<\/a> first budget has tacked away from some of the key environmental initiatives of his predecessor. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Imposing greenhouse-gas <a href=\"https:\/\/www.theglobeandmail.com\/topics\/emissions-reduction\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/emissions-reduction\/\">emissions limits<\/a> on Canada\u2019s oil-and-gas industry was a major commitment former prime minister Justin Trudeau made in 2021 at COP26, the United Nations climate summit in Glasgow.<\/p>\n<p class=\"c-article-body__text text-pr-5\">However, Mr. Carney\u2019s budget said that a cap would no longer be necessary if Ottawa manages to reduce pollution through other means, such as modernizing industrial carbon markets, regulations to reduce methane emissions, and carbon-capture technologies.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThe oil and gas cap, if all of those pieces are met, would not be needed any more,\u201d Ms. Dabrusin said.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-ottawa-emissions-tax-credits-environment-commissioner-watchdog\/\" rel=\"nofollow noopener\" target=\"_blank\">Watchdog warns of low uptake of emissions-reduction measures as Ottawa seeks to spend billions more<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Neither she nor Mr. Hodgson would say if it will be a matter of months or years before Canada meets the conditions to remove the cap.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe absolutely need to continue to work with urgency and it\u2019s an imperative \u2026 that is the way that I\u2019m approaching it, that our government is approaching it,\u201d Ms. Dabrusin said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The government tabled draft greenhouse regulations at the end of last year. There were consultations and \u201cwe\u2019re now reviewing the feedback that we received during that so that\u2019s a process that\u2019s ongoing,\u201d she said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Hodgson said that Ottawa wants to be \u201cclarifying our regulations to reduce emissions, so the private sector can spend more time building good projects and less time navigating bureaucracy.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Energy Minister reiterated the budget\u2019s emphasis on carbon pricing. \u201cThis is a system that works, delivering more emissions reductions than any other policy at the lowest possible cost,\u201d he said.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-ottawa-plans-to-scale-back-greenwashing-rules-but-companies-say-its\/\" rel=\"nofollow noopener\" target=\"_blank\">Ottawa plans to scale back \u2018greenwashing\u2019 rules, but companies say it\u2019s not enough<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">The government also wants to amend the \u201cgreenwashing\u201d provisions in the Competition Act that required businesses to substantiate the benefits of their environmental initiatives.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThese \u2018greenwashing\u2019 provisions are creating investment uncertainty and having the opposite of the desired effect, with some parties slowing or reversing efforts to protect the environment,\u201d the budget said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Ms. Dabrusin is expected to lead Canada\u2019s delegation to the COP30 climate conference, which starts Monday in Bel\u00e9m, Brazil.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Ottawa previously committed to reduce greenhouse-gas emissions by 40 to 45 per cent from 2005 levels by 2030.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe have targets in place. They\u2019re ambitious. And Canadians are ambitious, that\u2019s what they want to see from us,\u201d the Environment Minister said when asked whether her government will stand by that emissions yardstick.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cIt requires a stretch, but that is what we absolutely continue to do.
