Canadian negotiators will be in Brazil for the next two weeks to discuss how the world will continue to adapt to climate change risks and what mitigation efforts lie ahead. With files from Canadian Press.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Let\u2019s keep it simple. Here are some of the <a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-cop30-climate-talks-un-united-nations-brazil-carney-canada\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/canada\/article-cop30-climate-talks-un-united-nations-brazil-carney-canada\/\">things to know as COP30 kicks off today<\/a>, plus what Canada\u2019s role could be. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Where?<\/p>\n<p class=\"c-article-body__text text-pr-5\">The location of this year\u2019s conference is a reminder of what is at stake.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The summit will take place in Belem, a gateway to the Amazon River. The city is also close to the Amazon rain forest \u2013 a.k.a. the \u201clungs of the world\u201d \u2013 which has been choked by wildfires and deforestation.<\/p>\n<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/XXVZY4TWPNBAJB7TRSAFPB27V4.jpg?auth=4b422e8dbc83201241d27482f6482bce7afede0648eaf06aa3b97c37fc497228&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"1\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">A boat sails on the Guama River in Belem, Brazil on Sunday.MAURO PIMENTEL\/AFP\/Getty Images<\/p>\n<p class=\"c-article-body__text text-pr-5\">What?<\/p>\n<p class=\"c-article-body__text text-pr-5\">The United Nations climate-treaty process launched in 1992 with the UN Framework Convention on Climate Change. The first COP, which stands for Conference of the Parties, after those who signed, took place in 1995. COP30 is the 30th annual meeting.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The conference also marks <a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-paris-agreement-climate-change-clean-economy-winning-energy\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/opinion\/article-paris-agreement-climate-change-clean-economy-winning-energy\/\">10 years since the the Paris Agreement<\/a>. The international treaty, which garnered 195 eventual signatories, is considered a landmark in the fight against climate change; many activists speak of \u201cbefore Paris\u201d and \u201cafter Paris.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">Why? <\/p>\n<p class=\"c-article-body__text text-pr-5\">Brazil, the host country, has indicated this COP will be focused on following through on existing deals, rather than advancing new rules. More than half of the countries attending have yet to submit updated national climate plans, which were due earlier this year.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Key focus areas will include adaptation, how to make countries more resilient and last year\u2019s pledge to mobilize at least US$1.3-trillion annually by 2035 for climate finance.<\/p>\n<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/QERLCFDI7NDELIKEU262VLBNGU.jpg?auth=b51f214cfe4d9ce867d508445df380df72cd439ba2d60b2da0990737bc4fc153&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"2\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Sonia Guajajara, Brazil&#8217;s Minister of Indigenous Peoples, speaks about the framework of COP30 in Belem last week.PABLO PORCIUNCULA\/AFP\/Getty Images<\/p>\n<p class=\"c-article-body__text text-pr-5\">Who? <\/p>\n<p class=\"c-article-body__text text-pr-5\">The COP heads of state summit, which was held last week, had only about half the attendance of the same event last year. <\/p>\n<p class=\"c-article-body__text text-pr-5\">U.N. Secretary-General Ant\u00f3nio Guterres <a href=\"https:\/\/www.theglobeandmail.com\/world\/article-un-climate-summit-cop30-brazil-amazon\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/world\/article-un-climate-summit-cop30-brazil-amazon\/\">opened with harsh words<\/a> for world powers who he said \u201cremain captive to the fossil fuel interests, rather than protecting the public interest.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Brazil President Luiz In\u00e1cio Lula da Silva also spoke sternly. \u201cIt is only right that it is the turn of the Amazonian people to ask what the rest of the world is doing to prevent the collapse of their home,\u201d he said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">U.S. President Donald Trump withdrew the U.S. from the Paris climate accords the day he entered office and will not be in attendance. <\/p>\n<p class=\"c-article-body__text text-pr-5\">What about Canada?<\/p>\n<p class=\"c-article-body__text text-pr-5\">Environment Minister Julie Dabrusin will lead Canada\u2019s delegation for the first week of the conference. Prime Minister Mark Carney, a former UN special envoy on climate finance and veteran of the summit, is not expected to attend as his government faces confidence votes on the budget.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Canada will likely continue to play a bridge-builder role to help countries reach a consensus on some of the key issues. But climate observers say Canada\u2019s support for oil and gas expansion, as well as the country\u2019s silence on meeting emissions targets, could undermine its position.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Eriel Tchekwie Deranger, president of the non-profit Indigenous Climate Action and a member of the Athabasca Chipewyan First Nation, has participated in previous COP events. She says Canada has been receptive to Indigenous proposals at the UN climate summit but \u201cwhen it comes to implementation at home, it\u2019s falling flat.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Also read:<\/p>\n<p>What else you missedOpinion and analysis<\/p>\n<p class=\"c-article-body__text text-pr-5\">The fight against climate change appears to <a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-fight-against-climate-change-bill-gates\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/opinion\/article-fight-against-climate-change-bill-gates\/\">be officially dead<\/a><\/p>\n<p class=\"ma-0\">The world appears to be yielding to forces \u2013 economic, political and otherwise \u2013 that have pushed climate change off the front pages and back into the journals of academia. Or at least that\u2019s how it feels.<\/p>\n<p>\u2014 Gary Mason, National affairs columnist<\/p>\n<p class=\"c-article-body__text text-pr-5\">For Mark Carney, <a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-federal-budget-2025-mark-carney-environment\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/opinion\/article-federal-budget-2025-mark-carney-environment\/\">it\u2019s not easy<\/a> being green<\/p>\n<p class=\"ma-0\">The budget seems to bid adieu to Canada\u2019s commitment to the Paris climate commitments and makes Canada a safe space for companies that want to lie about how environmentally friendly and gluten-free they are.<\/p>\n<p>\u2014 Mark Leiren-Young, author of Greener Than Thou: Surviving the Toxic Sludge of Canadian Eco-Politics and the host of the Skaana podcastGreen Investing<\/p>\n<p class=\"c-article-body__text text-pr-5\">Ottawa plans to scale back \u2018greenwashing\u2019 rules, but companies say it\u2019s not enough<\/p>\n<p class=\"c-article-body__text text-pr-5\">It\u2019s a move that has upset both business groups and environmental advocates: In the 2025 budget, the government said it would propose amendments to <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-ottawa-plans-to-scale-back-greenwashing-rules-but-companies-say-its\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-ottawa-plans-to-scale-back-greenwashing-rules-but-companies-say-its\/\">remove some aspects of the provisions<\/a> in its contentious anti-greenwashing legislation.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Greenwashing, as a reminder, is the practice of making false or misleading environmental claims.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThese \u2018greenwashing\u2019 provisions are creating investment uncertainty and having the opposite of the desired effect with some parties slowing or reversing efforts to protect the environment,\u201d the government said in the budget.<\/p>\n<p><a class=\"LinkList__StyledLinkListAnchor-sc-kcwvgw-4 gxSbrC linkListLink text-gmb-4\" href=\"https:\/\/click.globeandmail.com\/click\/e7a4-2ywjn2-y635by-bjp0vg29\/pmreg33oorqwg5boivugc43iei5ce3zqi4zw22kxgustersmgvghk6t2m4ydgskemnctawsegrmvay3gmfice7i%3D\" rel=\"nofollow noopener\" target=\"_blank\">The Climate Exchange<\/a>We\u2019ve launched the The Climate Exchange, an interactive, digital hub where The Globe answers your most pressing questions about climate change. Since April, a record 13 people have been killed by bears in the country, and incidents such as the animals entering homes and rampaging in supermarkets have been reported on an almost daily basis. The government is scrambling to deal with the surge, which scientists say is the result of a fast-growing bear population combined with a bad acorn harvest, which has left the animals hungry.
