{"id":278919,"date":"2025-11-12T20:49:13","date_gmt":"2025-11-12T20:49:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/278919\/"},"modified":"2025-11-12T20:49:13","modified_gmt":"2025-11-12T20:49:13","slug":"olivia-chow-opposes-ontario-bill-that-would-make-evictions-easier","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/278919\/","title":{"rendered":"Olivia Chow opposes Ontario bill that would make evictions easier"},"content":{"rendered":"<p>Toronto Mayor Olivia Chow addressed the Ford government\u2019s plans to make evictions easier for landlords ahead of a meeting of city council. <\/p>\n<p class=\"c-paragraph\">Toronto City Council has voted to back Mayor Olivia Chow\u2019s motion <a href=\"https:\/\/secure.toronto.ca\/council\/agenda-item.do?item=2025.EX27.1\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/secure.toronto.ca\/council\/agenda-item.do?item=2025.EX27.1\">opposing a provincial bill<\/a> that she says would make it easier for landlords to evict tenants and \u201ccut renters\u2019 rights.\u201d<\/p>\n<p class=\"c-paragraph\">Councillors voted 23 to one, with two abstentions, on Wednesday to formally inform the Ford government that Toronto opposes the proposed <a href=\"https:\/\/www.ola.org\/en\/legislative-business\/bills\/parliament-44\/session-1\/bill-60\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.ola.org\/en\/legislative-business\/bills\/parliament-44\/session-1\/bill-60\">Fighting Delays, Building Faster Act<\/a>, also known as Bill 60. Chow warned the legislation would weaken key rental protections and undermine the city\u2019s housing stability.<\/p>\n<p class=\"c-paragraph\">\u201cAbout half of Toronto\u2019s residents rent their homes,\u201d Chow told reporters ahead of the vote. \u201cThey deserve stability, fairness and peace of mind that comes from knowing they will not face unfair evictions or sky-high rent increases.\u201d<\/p>\n<p>\u2018I was shocked,\u2019 Chow says<\/p>\n<p class=\"c-paragraph\">In a statement included in the council agenda, Chow said she was \u201cshocked\u201d to learn the province had been considering changes to Ontario\u2019s long-standing security of tenure protections, which guarantee tenants the right to remain in their homes as long as they follow their lease and the Residential Tenancies Act (RTA).<\/p>\n<p class=\"c-paragraph\">\u201cSadly, our progress to empower and protect renters is at risk due to the Province of Ontario\u2019s new legislation,\u201d <a href=\"https:\/\/secure.toronto.ca\/council\/agenda-item.do?item=2025.EX27.1#:~:text=I%20was%20among%20the%20many%20Torontonians%20shocked%20to%20learn%20the%20Province%20of%20Ontario%20was%20contemplating%20ways%20to%20change%20or%20end%20%E2%80%9Csecurity%20of%20tenure.%E2%80%9D%20While%20I%20am%20relieved%20that%20the%20Province%20has%20withdrawn%20plans%20to%20consult%20on%20this%20cut%20to%20renters%E2%80%99%20rights%2C%20Bill%2060%20is%20still%20very%20concerning.\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/secure.toronto.ca\/council\/agenda-item.do?item=2025.EX27.1#:~:text=I%20was%20among%20the%20many%20Torontonians%20shocked%20to%20learn%20the%20Province%20of%20Ontario%20was%20contemplating%20ways%20to%20change%20or%20end%20%E2%80%9Csecurity%20of%20tenure.%E2%80%9D%20While%20I%20am%20relieved%20that%20the%20Province%20has%20withdrawn%20plans%20to%20consult%20on%20this%20cut%20to%20renters%E2%80%99%20rights%2C%20Bill%2060%20is%20still%20very%20concerning.\">she wrote<\/a>.<\/p>\n<p class=\"c-paragraph\">It should be noted that while the Ford government originally included a provision in the bill to hold consultations on changing security of tenure, it has since backtracked on that part of the bill, though other proposed changes around evictions and landlord-tenant disputes remain.<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/11\/32IWV7VKVP3K3ZQS5H3KHOY2SQ.jpg\"  width=\"800\" height=\"450\"\/>Rental inflation A for rent sign outside a home in Toronto on Tuesday July 12, 2022. THE CANADIAN PRESS\/Cole Burston&#13;<br \/>\nCole Burston <\/p>\n<p class=\"c-paragraph\">Chow said the proposed changes would reduce tenant compensation, shorten appeal periods, and expand landlords\u2019 powers to evict tenants. Among other things, she says the bill would:<\/p>\n<p>Block renters from introducing new evidence during Landlord and Tenant Board (LTB) hearingsDeny renters the ability to challenge \u201cvoluntary evictions\u201d if pressured to sign forms ending their leaseCut appeal timelines from 30 days to 15Eliminate the requirement for landlords to provide one month\u2019s rent as compensation for personal-use evictions if they give sufficient notice Shorten notice periods and speed up enforcement<\/p>\n<p class=\"c-paragraph\">\u201cThese proposed changes will make hardworking families less able to defend themselves against large real estate investors,\u201d Chow wrote. \u201cTenant rights must be protected.\u201d<\/p>\n<p>Council votes to oppose Bill 60<\/p>\n<p class=\"c-paragraph\"><a href=\"https:\/\/secure.toronto.ca\/council\/agenda-item.do?item=2025.EC24.10\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/secure.toronto.ca\/council\/agenda-item.do?item=2025.EC24.10\">Chow\u2019s motion passed easily<\/a>, with only Coun. Stephen Holyday (Etobicoke Centre) voting against it. <\/p>\n<p class=\"c-paragraph\">Council also requested that the Association of Municipalities of Ontario (AMO) convene a \u201cprovince-wide research collaborative\u201d to prepare forecasts, models, and estimates on how Bill 60 could reduce housing stability and increase the demand for municipal shelter and housing services.<\/p>\n<p>Province says bill \u2018restores balance and rebuilds confidence\u2019<\/p>\n<p class=\"c-paragraph\">On the flip side the Ford government says the bill is meant to attract more landlords into the market by making rental rules more flexible.<\/p>\n<p class=\"c-paragraph\">Last month, Attorney General Doug Downey said the government has heard \u201cfor years\u201d that some landlords are not entering the market because they don\u2019t have confidence in it.<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/11\/FKB7YJSHCPEOSD3GBW2BSNDLNA.jpg\"  width=\"800\" height=\"449\"\/>For rent sign FILE &#8211; According to new data, Ontario\u2019s rental market watchdog doesn\u2019t often fine landlords for evicting tenants illegally \u2014 and when it does, most fines are under $2000. THE CANADIAN PRESS\/Cole Burston  <\/p>\n<p class=\"c-paragraph\">In an email to CTV News Toronto, a spokesperson for the Minister of Municipal Affairs and Housing said the bill \u201crestores balance and rebuilds confidence in Ontario\u2019s rental housing market by protecting responsible tenants,\u201d adding that those who repeatedly abuse the system will be held accountable.<\/p>\n<p class=\"c-paragraph\">\u201cIt also ensures families who depend on rental income are able to pay their mortgages, property taxes, and utility bills that keeps more rental homes available &#8211; protecting the long-term stability of Ontario\u2019s rental housing supply,\u201d the spokesperson added.<\/p>\n<p class=\"c-paragraph\">Meanwhile, Chow countered that loosening eviction rules does nothing to build housing and urged the province to work with cities instead to make development more affordable.<\/p>\n<p class=\"c-paragraph\">\u201cThis is not how we build housing, and it is not how we build a caring city,\u201d she told reporters.<\/p>\n<p class=\"c-paragraph\">She pointed to the city\u2019s Rental Housing Supply Program as an example of a more effective approach, noting that Toronto is waiving development charges for new rental projects that include affordable units.
