G7 foreign ministers held talks Wednesday focused on bolstering Ukraine\u2019s war effort, as meeting host Canada unveiled new sanctions targeting Russian drone and energy production.<\/p>\n
Ukraine\u2019s top diplomat Andriy Sybiha \u2014 who was invited to the Group of Seven talks near Niagara Falls \u2014 said the meeting needed to focus in part on boosting Kyiv\u2019s \u201clong-range capabilities.\u201d<\/p>\n
Russian President Vladimir Putin \u201cstill has an illusion that he can win,\u201d Sybiha said alongside his Canadian counterpart, Anita Anand.<\/p>\n
\u201cIn reality, he has lost over one million soldiers and has not achieved a single strategic goal,\u201d he said, adding, \u201cWe must make the cost of continuing this war unbearable and dangerous for Putin personally and his regime.\u201d<\/p>\n
Ahead of the G7 meeting on Ukraine, Anand announced new sanctions on entities that Canada says are used to launch cyberattacks on Ukraine.<\/p>\n
Vessels that are part of Russia\u2019s so-called shadow fleet \u2014 ships allegedly used to transport Russian oil in defiance of global sanctions \u2014 were also targeted.<\/p>\n
\u201cCanada will continue to ensure that Russia\u2019s actions do not go unpunished,\u201d Anand said.<\/p>\n
She said the sanctions were the first on the \u201cIT infrastructure used in Russia\u2019s hybrid strategies against Ukraine.\u201d<\/p>\n
Companies involved in Russia\u2019s liquefied natural gas industry were also on the sanctions list.<\/p>\n
As the talks opened on Tuesday, the U.K. announced \u00a313 million ($17.1 million) of funding to help repair Ukraine\u2019s energy sector, which has sustained massive Russian attacks in recent days.<\/p>\n
Britain also announced a maritime services ban on Russian liquefied natural gas.<\/p>\n
Foreign Secretary Yvette Cooper said Russian President Vladimir Putin was \u201ctrying to plunge Ukraine into darkness and the cold as winter approaches.\u201d<\/p>\n
Caribbean \u2018instability\u2019<\/p>\n
On Tuesday evening, the foreign ministers of Britain, Canada, France, Germany, Italy, Japan and the United States held a working dinner centred on global security.<\/p>\n
Before they met, France\u2019s Jean-Noel Barrot delivered a stark warning about the potential consequences of the U.S. military buildup in the Caribbean, which President Donald Trump\u2019s administration says is aimed at countering the illegal global drug trade.<\/p>\n
\u201cWe have observed, with concern, military operations in the Caribbean region because they disregard international law,\u201d Barrot said, hours after a U.S. aircraft carrier strike group entered an area under control of the U.S. Naval Forces Southern Command, which encompasses Latin America and the Caribbean.<\/p>\n
Venezuelan President Nicolas Maduro has accused the Trump administration of \u201cfabricating a war\u201d while pursuing a regime change plot.<\/p>\n
Barrot said it was essential for the G7 club of industrialized democracies to \u201cwork in concert\u201d to confront the global narcotics trade.<\/p>\n
\u201cInstability caused by potential escalations\u201d could impact more than a million French citizens living in the Caribbean, he said.<\/p>\n
U.S.-Canada friction<\/p>\n
In addition to the G7 grouping, representatives from India, South Korea, Saudi Arabia, South Africa and India were also at the Niagara talks.<\/p>\n
U.S. Secretary of State Marco Rubio was holding a series of brief bilateral talks with various countries, including a scheduled session with Anand.<\/p>\n
Trump\u2019s trade war has strained bilateral relations, with tariffs on key Canadian industries like auto, steel and aluminum forcing job losses and dampening growth.<\/p>\n
But Anand has said that she did not intend to press the trade tensions directly with Rubio.<\/p>\n
\u201cWe will have a meeting and have many topics to discuss concerning global affairs,\u201d Anand said.<\/p>\n
\u201cThe trade issue is being dealt with by other ministers.\u201d<\/p>\n
