{"id":287724,"date":"2025-11-16T23:53:08","date_gmt":"2025-11-16T23:53:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/287724\/"},"modified":"2025-11-16T23:53:08","modified_gmt":"2025-11-16T23:53:08","slug":"liberals-head-into-final-confidence-vote-on-federal-budget-expecting-a-narrow-win","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/287724\/","title":{"rendered":"Liberals head into final confidence vote on federal budget expecting a narrow win"},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/TOEV3NWEJVD2VPLWGNWX27Y22Q.jpg?auth=bc04cf3b1f6de79248b06f7b7ba19a2130137b0a1b4772b400e54d9eb23f7989&amp;width=600&amp;height=400&amp;quality=80&amp;focal=5401%2C2037\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Liberals have already survived two confidence tests on the budget, with Monday\u2019s vote set to be the last.Sean Kilpatrick\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">The federal government is expecting the <a href=\"https:\/\/www.theglobeandmail.com\/topics\/federal-budget-2025\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/federal-budget-2025\/\">budget<\/a> to pass a final confidence test by a slim majority Monday as Liberals work behind the scenes to corral enough opposition votes to avert an election.<\/p>\n<p class=\"c-article-body__text text-pr-5\">A senior Liberal told The Globe and Mail Sunday that Prime Minister <a href=\"https:\/\/www.theglobeandmail.com\/topics\/mark-carney\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/mark-carney\/\">Mark Carney<\/a> does not have the votes at this point to win a confidence vote.<\/p>\n<p class=\"c-article-body__text text-pr-5\">But the official said the Liberals are confident that some members of the three opposition parties will blink. There is no appetite for an election in the country and none of the parties have assembled election-readiness teams, the official added.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Liberals will need at least four opposition MPs to either abstain or not vote for the budget to pass. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Two NDP sources told The Globe that up to five of the seven New Democratic MPs are expected to vote against the budget, including leadership candidate Heather McPherson. But the sources said interim party leader Don Davies and B.C. MP Gordon Johns are expected to abstain. Quebec MP Alexandre Boulerice is another New Democrat who could abstain, the sources said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">One of the NDP sources noted that New Democratic MPs vote last, so they can make a final decision on whether to abstain or not based on whether some other opposition members decide to abstain or miss the vote. The source added that Mr. Davies does not want to lead the NDP into an election.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/opinion\/article-federal-budget-2025-carney-manifesto-of-no\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: Carney\u2019s budget is a manifesto of \u2018no\u2019<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">The Globe is not identifying the Liberal and NDP sources, who were not authorized to discuss Monday\u2019s budget-vote discussions.<\/p>\n<p class=\"c-article-body__text text-pr-5\">On CTV\u2019s Question Period Sunday, Defence Minister David McGuinty expressed confidence that the budget will pass.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cI have hope in the team through my House Leader\u2019s office that they are working hard to negotiate their way forward. I hope that all of us can come together and pass such an important budget.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">If the government was defeated on a budget vote, the country would be forced into an election, seven months after Canadians gave the Liberals a strong minority \u2013 just three seats shy of a majority. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The Liberals are now two votes short of a majority after Nova Scotia Conservative MP Chris d\u2019Entremont crossed the floor to join their caucus.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-fall-budget-2025-ndp-abstentions-option-budget-vote\/\" rel=\"nofollow noopener\" target=\"_blank\">NDP says abstention is an option on budget vote<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">The Liberals have 170 seats but House of Commons Speaker Francis Scarpaleggia, who is a Liberal MP, can\u2019t vote except in the case of a tie. <\/p>\n<p class=\"c-article-body__text text-pr-5\">This means the government would need one more vote to pass the budget if three NDP MPs abstain or don\u2019t vote.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Green Party MP Elizabeth May said she is in discussions with the government about voting to pass the budget and avoiding an election.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cI know Canadians do not want an election,\u201d Ms. May said in an interview. \u201cI\u2019ve had very good conversations, but my vote has yet to be determined.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Davies and Mr. Johns could not be reached for comment. But Mr. Davies mused after the budget was presented that it\u2019s possible some NDP MPs would opt to vote neither for nor against the budget.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-federal-budget-2025-carney-meet-the-moment-hype-substance\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: After all the hype, Carney\u2019s first budget fails to meet the moment<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">The budget outlined a plan for more than $140-billion in new spending over five years, partly offset by about $60-billion in internal savings over the same period. Cuts to the public sector are opposed by the NDP, but the budget also contains measures to create well-paying union jobs in construction and other trades.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Carney-led government has already survived two confidence tests on the budget. Monday\u2019s vote is the final confidence vote. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Conservative Leader Pierre Poilievre and Bloc Qu\u00e9b\u00e9cois Leader Yves-Fran\u00e7ois Blanchet have said their parties would vote against the budget.<\/p>\n<p class=\"c-article-body__text text-pr-5\">But it\u2019s unknown if all of their MPs will toe the party line. Conservative MP Matt Jeneroux, who announced that he would resign in the spring, did not vote in the last two confidence votes.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The budget included spending for projects in Conservative and Bloc ridings. On Thursday, Conservative MP Ga\u00e9tan Malette showed up with Natural Resources Minister Tim Hodgson at the announcement of a new nickel mine in Timmins, Ont. The newly elected Mr. Malette represents the riding of Kapuskasing\u2013Timmins\u2013Mushkegowuk.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Pollster Nik Nanos, chief data scientist at Nanos Research, said an election would likely benefit the Liberals. He noted that the Liberals were 60 votes shy of winning in three ridings in the April 28 election.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWhomever ended up being responsible, whether on purpose or by accident, would probably be punished,\u201d Mr. Nanos said. \u201cSo I don\u2019t think the Liberals are worried about having an election whatsoever so long as they don\u2019t trigger it.\u201d<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-federal-budget-2025-mark-carney-quadrangulation\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: Carney\u2019s confusing budget exemplifies the politics of quadrangulation<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Nanos said he expects enough NDP MPs will hold their noses and abstain for the government to survive. The NDP is leaderless and is currently polling at 11 per cent nationally.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cIf the NDP were responsible for a federal election, it would be completely devastating for them,\u201d he said. \u201cThey don\u2019t have party status. They don\u2019t have money. They don\u2019t have a leader.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Nanos said some Ontario Conservative MPs might also be hesitant to defeat the government because the budget would fund projects that benefit the province.
