He said the initially pitched 3.9 per cent increase \u201cdoesn\u2019t sound bad.\u201d<\/p>\n<p>Advertisement 3<\/p>\n<p>This advertisement has not loaded yet, but your article continues below.<\/p>\n<p>Article content<\/p>\n<p>\u201cBut when you take into context the fact that the\u00a0provincial\u00a0government has decided to limit its annual increase to\u00a0one per cent, there\u00a0is a\u00a0disproportionate\u00a0increase on the municipal level,\u201d Wildman said.<\/p>\n<p>That increase would have seen the\u00a0municipal\u00a0portion\u00a0rise by 11 per cent in 2026.\u00a0The recommended budget,\u00a0almost unanimously\u00a0passed, translates\u00a0to a\u00a0nine\u00a0per cent increase to the municipal levy.<\/p>\n<p>This figure did not sit well with board member Sally Hagman \u2013 she also serves as Blind River mayor \u2013 calling the prescribed levy\u00a0increase\u00a0\u201ctoo high.\u201d<\/p>\n<p data-async=\"\"><a data-evt-val=\"{\" control_fields=\"\" link=\"\" river=\"\" noreferrer=\"\" data-evt-typ=\"click\" href=\"https:\/\/www.blindriver.ca\/\" target=\"_blank\" rel=\"nofollow noopener\">Blind River<\/a> is trying to\u00a0maintain\u00a0its levy bump\u00a0at\u00a0between five and six per cent.<\/p>\n<p>Hagman suggested trimming the\u00a0figure\u00a0to 8.5 per cent from nine per cent.<\/p>\n<p>\u201cI know that\u00a0sounds\u00a0like\u00a0I\u2019m\u00a0splitting hairs, but when there are things coming off the table and I hear our\u00a0directors\u00a0pulling stings\u00a0at the other end to try to get things down at the\u00a0municipal\u00a0end \u2026\u201d she said.<\/p>\n<p>Advertisement 4<\/p>\n<p>This advertisement has not loaded yet, but your article continues below.<\/p>\n<p>Article content<\/p>\n<p>She applauded APH as being \u201cso good\u00a0about\u00a0watching your dollars.\u201d<\/p>\n<p>\u201cBut it\u2019s really\u00a0important\u00a0for the people at the end of the\u00a0queue, which is the taxpayer, a lot of them on fixed income,\u00a0and they just can\u2019t handle anything more than six per cent,\u201d Hagman said.<\/p>\n<p data-async=\"\">Wildman, who serves as\u00a0mayor of the\u00a0<a data-evt-val=\"{\" control_fields=\"\" link=\"\" of=\"\" st.=\"\" joseph=\"\" noreferrer=\"\" data-evt-typ=\"click\" href=\"https:\/\/stjosephtownship.com\/\" target=\"_blank\" rel=\"nofollow noopener\">Township of St. Joseph<\/a>, like Blind River, a small Algoma District\u00a0municipality\u00a0east of Sault Ste. Marie,\u00a0said he empathized. But disagreed.<\/p>\n<p>\u201cI sympathize with what you\u2019re trying to do, Sally, but then\u00a0to\u00a0ask\u00a0(staff) to go back and change this to keep Blind River under six per cent,\u201d Wildman said.<\/p>\n<p>\u201cWhat if I came back and said, \u2018I want to keep mine below a certain per centage,\u00a0so can you drop a couple more off?\u2019 I\u00a0don\u2019t\u00a0think we should be approaching this in this way.\u201d<\/p>\n<p>Advertisement 5<\/p>\n<p>This advertisement has not loaded yet, but your article continues below.<\/p>\n<p>Article content<\/p>\n<p>Hagman, who contended she was speaking on behalf of all communities, not just Blind River, said she initially suggested eight per cent to her town\u2019s finance officials.<\/p>\n<p>\u201cI have come up,\u201d she added.<\/p>\n<p>Hagman was the\u00a0lone dissenter.<\/p>\n<p>Several scenarios were discussed when crunching numbers, one of which would have\u00a0maintained\u00a0current service levels and workforce composition throughout\u00a0Algoma\u00a0district.<\/p>\n<p>However, that would have yielded an\u00a011 per cent\u00a0hike to the municipal levy, said Dr. Jennifer Loo, APH medical\u00a0officer of\u00a0health and CEO.<\/p>\n<p>The\u00a0recommended,\u00a0and accepted,\u00a0plan will\u00a0see\u00a0\u201cintentional\u00a0gapping\u201d\u00a0of natural health human resource position vacancies, resulting in\u00a0\u201copportunistic and temporary\u201d\u00a0reductions of public health services in areas spanning both health promotion and protection standards.<\/p>\n<p>Advertisement 6<\/p>\n<p>This advertisement has not loaded yet, but your article continues below.<\/p>\n<p>Article content<\/p>\n<p>These positions include,\u00a0but may not be limited to,\u00a0management, public health nurses, public health inspectors, health promotion\u00a0specialists\u00a0and\u00a0dental hygienists.<\/p>\n<p>\u201cWe know that based on our regular vacancies, they do\u00a0occur\u00a0and we can take\u00a0advantage\u00a0of them when they arise and not backfill positions,\u201d Loo said.<\/p>\n<p>Decreasing the suggested levy increase, as suggested by Hagman, would require elimination of planned contractual oral health services.<\/p>\n<p>Loo said while these programs are\u00a0presently\u00a0\u201cscalable\u201d under the Ontario Public Health Standards\u00a0mandate, they\u00a0represent\u00a0\u201curgently\u201d\u00a0needed and recommended essential dental care for Algoma children and youth based on local dental screening assessments.<\/p>\n<p>Any\u00a0additional\u00a0levy reductions beyond\u00a0nine per cent\u00a0would require a permanent and intentional reduction\u00a0to\u00a0the workforce.<\/p>\n<p>Advertisement 7<\/p>\n<p>This advertisement has not loaded yet, but your article continues below.<\/p>\n<p>Article content<\/p>\n<p>\u201cWe\u2019re\u00a0not just talking about kids with a cavity here and there,\u201d Loo said. \u201cThese are folks who,\u00a0unfortunately, do not receive good routine oral health services.\u201d<\/p>\n<p>In the 2024\/25 school\u00a0year,\u00a04,500 students were screened, 190 of whom\u00a0required\u00a0\u201curgent\u201d dental care and 448 \u201cnon-urgent\u201d care.<\/p>\n<p>\u201cWe\u00a0don\u2019t\u00a0believe that\u00a0will\u00a0result in a significant, sustained loss to service if we were to maintain\u00a0nine per cent,\u201d Loo said.<\/p>\n<p>The board also heard, for \u201cstrictly illustrative purposes,\u201d if only a three per cent municipal levy\u00a0increase\u00a0were applied, there\u00a0would be insufficient resources to complete mandated programs and services under the current OPHS.<\/p>\n<p>Board member Don McConnell said the proposed levy increase is reasonable,\u00a0especially\u00a0if\u00a0it\u00a0maintains\u00a0the\u00a0children\u2019s dental program.<\/p>\n<p>\u201cI realize I\u2019m not talking as a municipal (representative), so I don\u2019t have to go back and face the constituents as some of you have to do,\u201d McConnell said. \u201cBut I am a little worried that there was a budget put together by staff, we have a finance committee and they went through it and they made some major reductions to it and here we are as a board, getting down to oral health issues for children in elementary school. That\u2019s really getting into the weeds.<\/p>\n<p>\u201cI\u2019m a taxpayer, too. What is this? A couple of cents?
