{"id":332032,"date":"2025-12-08T08:47:09","date_gmt":"2025-12-08T08:47:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/332032\/"},"modified":"2025-12-08T08:47:09","modified_gmt":"2025-12-08T08:47:09","slug":"what-has-syria-achieved-dw-12-07-2025","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/332032\/","title":{"rendered":"What has Syria achieved? \u2013 DW \u2013 12\/07\/2025"},"content":{"rendered":"<p>December 8 marks a year after\u00a0Syrian dictator <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/bashar-assad\/t-19070713\" rel=\"nofollow noopener\" target=\"_blank\">Bashar Assad<\/a>was toppled. The Assad family ruled <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/syria\/t-17455138\" rel=\"nofollow noopener\" target=\"_blank\">Syria<\/a> for over 50 years, with Hafez Assad in power from 1971 and then, after his death, his son Bashar taking over in 2000.\u00a0<\/p>\n<p>The Assads&#8217; autocratic rule led to a <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/arab-spring\/t-18213992\" rel=\"nofollow noopener\" target=\"_blank\">popular uprising in 2011<\/a>, then a brutal civil war that lasted almost 14 years. But on December 8, 2024, a lightning offensive led by the\u00a0rebel militia group <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/hayat-tahrir-al-sham-hts\/t-71020686\" rel=\"nofollow noopener\" target=\"_blank\">Hayat Tahrir al-Sham<\/a>, or HTS, saw the Assad regime fall with very little resistance.\u00a0Assad and his family fled to <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/russia\/t-19065060\" rel=\"nofollow noopener\" target=\"_blank\">Russia<\/a> and in January, the head of HTS, Ahmad al-Sharaa, became Syria&#8217;s interim president.<\/p>\n<p>A year later, what has \u00ad\u2014 and what has not \u2014 \u00adbeen achieved in Syria?<\/p>\n<p><img data-format=\"MASTER_LANDSCAPE\" data-id=\"70991711\" data-url=\"https:\/\/static.dw.com\/image\/70991711_${formatId}.jpg\" data-aspect-ratio=\"16\/9\" alt=\"Rebel fighters sit in the back of a military a vehicle in Homs \" style=\"padding-bottom: 56.25%; height: 0; max-height: 0;\"\/>In early December, after 14 years of civil war, rebel groups managed to take control of the country and topple dictator Bashar Assad in just two weeksImage: Mahmoud Hasano\/REUTERS<\/p>\n<p>Security and stability: &#8216;Fragmented landscape&#8217;<\/p>\n<p>There are no longer <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/barrel-bomb-fighting-in-aleppo-after-un-peace-bid\/a-18298600\" rel=\"nofollow noopener\" target=\"_blank\">barrel bombs<\/a> being thrown out of helicopters or Russian <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/syrias-hospitals-face-systematic-attacks-report\/a-56811097\" rel=\"nofollow noopener\" target=\"_blank\">air strikes on medical clinics<\/a>. But, as a\u00a0<a rel=\"noopener follow nofollow\" target=\"_blank\" class=\"external-link\" href=\"https:\/\/www.securitycouncilreport.org\/monthly-forecast\/2025-11\/syria-85.php\" title=\"External link \u2014 November briefing\">November briefing<\/a>\u00a0by the United Nations Security Council (UNSC) reported, &#8220;Syria continues to grapple with a fragmented security landscape.&#8221;<\/p>\n<p>The capital\u00a0<a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/damascus\/t-39779139\" rel=\"nofollow noopener\" target=\"_blank\">Damascus<\/a>\u00a0is comparatively calm, and according to <a rel=\"noopener follow nofollow\" target=\"_blank\" class=\"external-link\" href=\"https:\/\/www.syriaweekly.com\/p\/data-update-november-11-18\" title=\"External link \u2014 Syria Weekly\">Syria Weekly<\/a>, a regular newsletter by Charles Lister, an expert at the US think thank the Middle East Institute, levels of violence are falling\u00a0and in mid-November were at record lows.<\/p>\n<p>But there are still clashes between the new Syrian government&#8217;s security forces and other groups around the country, such as those belonging to Syria&#8217;s <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/are-syrias-kurds-next-at-risk-of-sectarian-violence\/a-73412807\" rel=\"nofollow noopener\" target=\"_blank\">Kurdish and Druze minorities<\/a>, the UNSC briefing noted.<\/p>\n<p><img data-format=\"MASTER_LANDSCAPE\" data-id=\"71932438\" data-url=\"https:\/\/static.dw.com\/image\/71932438_${formatId}.jpeg\" data-aspect-ratio=\"16\/9\" alt=\"Demonstration held by Alawites in Cologne, Germany\" style=\"padding-bottom: 56.25%; height: 0; max-height: 0;\"\/>Early in the year, there were major incidents of inter-communal violence that resulted in hundreds of deaths Image: Alevitische Gemeinde Deutschland e.V.(AABF)<\/p>\n<p>Pro-Assad forces are also still present, although hidden, and the resurgence of the <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/islamic-state-head-in-iraq-and-syria-killed-in-strike\/a-71929211\" rel=\"nofollow noopener\" target=\"_blank\">extremist &#8220;Islamic State&#8221; group<\/a> is also problematic as the group <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/syria-is-splinter-group-behind-church-bombing\/a-73024591\" rel=\"nofollow noopener\" target=\"_blank\">takes advantage of patchy security<\/a>.<\/p>\n<p>It&#8217;s clear the new Syrian authorities don&#8217;t have full control of the country, <a rel=\"noopener follow nofollow\" target=\"_blank\" class=\"external-link\" href=\"https:\/\/euaa.europa.eu\/news-events\/euaa-coi-report-highlights-challenging-transition-post-assad-syria\" title=\"External link \u2014 a recent report\">a recent report<\/a> by the EU Agency for Asylum (EUAA) says. &#8220;Incidents of lawlessness, criminality and retaliatory violence are reported,&#8221; the agency noted.<\/p>\n<p>Transitional justice lacking &#8216;support from the central government&#8217;<\/p>\n<p>One of the main reasons for ongoing incidents of violence is the targeting of those believed to be former Assad regime collaborators. This is why transitional justice \u2014 a process that would acknowledge crimes committed by the Assad regime as well as other groups\u00a0\u2014 is so important, the Washington-based Syria Justice and Accountability Centre (SJAC)\u00a0<a rel=\"noopener follow nofollow\" target=\"_blank\" class=\"external-link\" href=\"https:\/\/syriaaccountability.org\/a-roadmap-for-transitional-justice-in-syria-september-2025\/\" title=\"External link \u2014 argued in a September article.\">argued in a September article.<\/a><\/p>\n<p>Middle East analyst on Syria: If we want stability, we need justice<\/p>\n<p class=\"vjs-no-js\">To view this video please enable JavaScript, and consider upgrading to a web browser that <a href=\"https:\/\/videojs.com\/html5-video-support\/\" target=\"_blank\" rel=\"nofollow noopener\">supports HTML5 video<\/a><\/p>\n<p>In May, two independent commissions were created by the government \u2014 one that focuses on finding the <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/kidnapped-abused-reports-of-missing-alawite-women-in-syria\/a-73217254\" rel=\"nofollow noopener\" target=\"_blank\">thousands of Syrians still missing<\/a> after the war, and another on <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/syria-escape-from-assads-torture-chamber\/a-71124419\" rel=\"nofollow noopener\" target=\"_blank\">crimes committed by the Assad regime<\/a>.<\/p>\n<p>The SJAC reported\u00a0that the former has been the most active while the latter &#8220;has seen less progress, possibly because of less support from the central government.&#8221;<\/p>\n<p>Groups like Human Rights Watch have also <a rel=\"noopener follow nofollow\" target=\"_blank\" class=\"external-link\" href=\"https:\/\/www.hrw.org\/news\/2025\/11\/17\/recommendations-on-next-steps-for-comprehensive-justice-for-syria\" title=\"External link \u2014 criticized\">criticized<\/a> Syria&#8217;s National Commission for Transitional Justice for only looking into crimes committed by Assad&#8217;s\u00a0government, and overlooking crimes committed by other groups such as\u00a0\u2014 potentially\u00a0\u2014\u00a0HTS and its allies.<\/p>\n<p><img data-format=\"MASTER_LANDSCAPE\" data-id=\"71153652\" data-url=\"https:\/\/static.dw.com\/image\/71153652_${formatId}.jpg\" data-aspect-ratio=\"16\/9\" alt=\"A man looks at the pictures of missing people, believed to be prisoners from Sednaya prison.\" style=\"padding-bottom: 56.25%; height: 0; max-height: 0;\"\/>Estimates of the Syrians still missing after the civil war range from 140,000 to as many as 300,000Image: Yamam Al Shaar\/REUTERS<\/p>\n<p>Politics: &#8216;too soon&#8217; for democracy in Syria<\/p>\n<p>Syria held its first <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/syrias-first-election-after-dictatorship-what-you-need-to-know\/a-74067091\" rel=\"nofollow noopener\" target=\"_blank\">comparatively free elections<\/a>\u00a0for parliamentary representatives earlier this year. Due to\u00a0circumstances, officials explained that the election could not\u00a0be direct \u2014 instead it worked mostly through electoral colleges. Al-Sharaa will remain interim president until a new constitution\u00a0is in place.\u00a0<\/p>\n<p>Syria is currently drafting a new constitution and has held a <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/syrias-national-dialogue-just-for-show-or-genuine-transformation\/a-71758356\" rel=\"nofollow noopener\" target=\"_blank\">national dialogue<\/a> to consult on this and other topics.\u00a0<\/p>\n<p>However, serious differences between the interim government and other communities concerning the country&#8217;s future governance remain. Critics also claim\u00a0al-Sharaa is consolidating power and increasingly behaving like an autocrat.<\/p>\n<p>For now, analysts are maintaining a &#8220;wait and see&#8221; attitude.\u00a0<\/p>\n<p>&#8220;It is surely too soon to talk about democratizing Syria, but the\u00a0new institutions\u00a0that have emerged represent a modest re\u2011entry into electoral politics,&#8221; Patricia Karam, a fellow at the Arab Center Washington, <a rel=\"noopener follow nofollow\" target=\"_blank\" class=\"external-link\" href=\"https:\/\/arabcenterdc.org\/resource\/prospects-for-syrias-democratization-under-ahmed-al-sharaa\/\" title=\"External link \u2014 wrote in November\">wrote in November<\/a>. &#8220;These developments place Syria at a pivotal juncture: The country could move toward genuine participatory governance or relapse into authoritarianism.&#8221;\u00a0<\/p>\n<p>Vote count underway after Syria elections<\/p>\n<p class=\"vjs-no-js\">To view this video please enable JavaScript, and consider upgrading to a web browser that <a href=\"https:\/\/videojs.com\/html5-video-support\/\" target=\"_blank\" rel=\"nofollow noopener\">supports HTML5 video<\/a><\/p>\n<p>Foreign policy: foreign military operations &#8216;inflame regional tensions&#8217;<\/p>\n<p>This is the sector in which Syria has probably seen the biggest changes. Shuttered embassies are <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/germany-reopens-embassy-in-syria-after-13-year-closure\/a-71985073\" rel=\"nofollow noopener\" target=\"_blank\">being reopened<\/a> and newly appointed politicians, like the Syrian foreign\u00a0minister and President al-Sharaa have toured the world.<\/p>\n<p>Previously, al-Sharaa, who once worked with the terrorist group al-Qaeda, was on numerous sanctions lists and even had a $10 million (\u20ac8.6 million)\u00a0bounty on his head. But in September, he was able to address the UN General Assembly and in November, he became the first Syrian leader to <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/us-trump-hosts-syrias-new-ruler-at-the-white-house-in-dramatic-turnaround\/a-74692025\" rel=\"nofollow noopener\" target=\"_blank\">visit the White House<\/a> since 1946.<\/p>\n<p>Syrian officials have reached out to all five permanent members of the UN Security Council, including Russia and China. This is seen as a sign of how pragmatic Syria&#8217;s foreign policy has become: Russia was an ally of the Assad regime,\u00a0and al-Sharaa as well as\u00a0many of his colleagues would previously have been targeted by Russia.<\/p>\n<p>Currently, Syria&#8217;s largest foreign policy problem likely to be\u00a0<a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/what-are-israels-interests-and-objectives-in-syria\/a-73313624\" rel=\"nofollow noopener\" target=\"_blank\">ongoing incursions<\/a> by neighboring <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/israel\/t-19067044\" rel=\"nofollow noopener\" target=\"_blank\">Israel<\/a> into Syrian territory. &#8220;Israeli military operations \u2026 endanger civilians, inflame regional tensions, undermine the fragile security environment, and threaten the political transition,&#8221; the UN deputy special envoy for Syria, Najat Rochdi,\u00a0<a rel=\"noopener follow nofollow\" target=\"_blank\" class=\"external-link\" href=\"https:\/\/reliefweb.int\/report\/syrian-arab-republic\/united-nations-deputy-special-envoy-syria-najat-rochdi-briefing-security-council-19-november-2025\" title=\"External link \u2014 said in November\">said in November<\/a>.\u00a0<\/p>\n<p>Society: &#8216;families return to find nothing but ruins&#8217;<\/p>\n<p>Many Syrians who fled the country during the war are returning home. Recent figures show that about 2.9 million Syrians have returned \u2014 that includes about 1.9 million internally displaced Syrians and <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/syrian-refugees-in-germany-face-pressure-to-return\/a-74833167\" rel=\"nofollow noopener\" target=\"_blank\">over a million who returned from overseas<\/a>.<\/p>\n<p>But they face significant problems. According to the <a rel=\"noopener follow nofollow\" target=\"_blank\" class=\"external-link\" href=\"https:\/\/www.nrc.no\/news\/2025\/may\/syria-better-conditions-infrastructure-investments-could-pave-the-way-for-millions-to-return\" title=\"External link \u2014 Norwegian Refugee Council data\">Norwegian Refugee Council data<\/a>, &#8220;many families return to [Syria] to find nothing but ruins\u00a0\u2026 people are returning to damaged infrastructure, destroyed schools and hospitals, and disputes over who owns their homes.&#8221;\u00a0<\/p>\n<p>In November the <a rel=\"noopener follow nofollow\" target=\"_blank\" class=\"external-link\" href=\"https:\/\/www.rescue.org\/press-release\/irc-nearly-one-year-fall-assad-led-government-majority-syrian-refugees-remain\" title=\"External link \u2014 International Rescue Committee\">International Rescue Committee<\/a> reported that &#8220;more than half of the water supply networks and four out of five electricity grids are either destroyed or non-functional.&#8221;<\/p>\n<p>Estimates for reconstruction in Syria are somewhere between $250 billion (\u20ac172 billion) and $400 billion (\u20ac345 billion), and may possibly be even higher.<\/p>\n<p>Syrians have been making efforts to change this.<\/p>\n<p>Among other things, <a rel=\"noopener follow nofollow\" target=\"_blank\" class=\"external-link\" href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/09\/02\/syrias-electricity-situation-improving-with-foreign-support-report-finds\/\" title=\"External link \u2014 recent analysis\">recent analysis<\/a> by US-based aid organization, Mercy Corps, based on satellite imagery of nighttime lighting in the country, found that electricity production has been improving \u2014 although the improvements are not yet country-wide.\u00a0<\/p>\n<p>And in early November, <a rel=\"noopener follow nofollow\" target=\"_blank\" class=\"external-link\" href=\"https:\/\/sana.sy\/en\/education\/2275418\/\" title=\"External link \u2014 Syria&#039;s official news agency SANA\">Syria&#8217;s official news agency SANA<\/a>, reported that 823 schools around the country had been renovated while work was continued on another 838.<\/p>\n<p>Economy: material improvement &#8216;has yet to be felt&#8217;<\/p>\n<p>Many of those returning are also unable to find work. The country&#8217;s civil war devastated its economy. Today, around a quarter of Syrians still live in extreme poverty.<\/p>\n<p>There is good news though. A <a rel=\"noopener follow nofollow\" target=\"_blank\" class=\"external-link\" href=\"https:\/\/www.worldbank.org\/en\/news\/press-release\/2025\/07\/07\/-new-world-bank-report-highlights-syria-s-economic-challenges-and-recovery-prospects-for-2025\" title=\"External link \u2014 World Bank report\">World Bank report<\/a> published in July this year forecasts the Syrian economy is likely to grow by 1% in 2025.<\/p>\n<p>Most Assad-era sanctions have been <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/european-union-mulls-easing-syria-sanctions-with-a-catch\/a-71392059\" rel=\"nofollow noopener\" target=\"_blank\">permanently or temporarily lifted<\/a>, and this should aid economic recovery. Additionally financial support from countries like <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/saudi-arabia-wants-to-support-syria-says-al-sharaa\/a-71485678\" rel=\"nofollow noopener\" target=\"_blank\">Saudi Arabia and Qatar<\/a>, in the form of billions of dollars&#8217; worth of investment deals, could also help \u2014 although as the Tahrir Institute for Middle East Policy <a rel=\"noopener follow nofollow\" target=\"_blank\" class=\"external-link\" href=\"https:\/\/timep.org\/2025\/11\/24\/syria-one-year-into-transition\/\" title=\"External link \u2014 pointed out\">pointed out<\/a>, &#8220;the material impact on everyday Syrians&#8217; lives has yet to be felt.&#8221;<\/p>\n<p>Edited by: Maren Sass<\/p>\n","protected":false},"excerpt":{"rendered":"December 8 marks a year after\u00a0Syrian dictator Bashar Assadwas toppled.
